It also provided growing evidence of how this work can translate into institutional change when it is adapted to national circumstances and embedded in nationally owned reform processes. The Indicators for Democratic Parliaments provide a clear example. Their documented use expanded across multiple contexts, with IPU-supported self-assessments in Libya, Mongolia and Montenegro and partner-led use in Albania, Botswana, Nepal, Pakistan, Papua New Guinea and Zambia. In Albania, IPU standards provided the framework for a process co-created by the Albanian Parliament and civil society and were incorporated into the countrys Roadmap for Functioning of Democratic Institutions, one of the road maps essential for EU accession. In Montenegro, a structured self-assessment resulted in 35 recommendations adopted by consensus across party lines, including proposals relating to the Rules of Procedure, administrative capacity and a code of conduct for MPs.\n\n* The IPUs Guidelines for AI in Parliaments and other practical tools saw rapidly growing uptake. Angola and Mauritius drew on IPU guidance in developing AI governance frameworks; Indonesia applied the Digital Maturity Index in digital transformation planning.\n\n* Grounded in the October 2024 IPU resolution on the Impact of AI on democracy, human rights and the rule of law the November 2025 The November 2025 International Conference in Kuala Lumpur was the most significant single event of the year. Co-organized with the Parliament of Malaysia, UNDP and CPA, it convened more than 200 parliamentarians and staff from 65 countries for the first dedicated international parliamentary conference on AI. The Kuala Lumpur Declaration, adopted at its conclusion, contains 13 recommendations covering parliamentary oversight of AI, inclusive national dialogue, engagement in international governance processes and the responsible adoption of AI within parliamentary institutions. What makes the Declaration particularly significant is its accountability architecture: all participating parliaments committed to providing progress updates by June 2026, with a public status report due by August 2026. This positions the conference as the starting point of an ongoing review cycle rather than a one-off event.\n\n* The IPU Committee on the Human Rights of Parliamentarians (CHRP) reviewed a record of 1,027 individual cases of alleged human rights violations against parliamentarians from 58 countries. At the same time the Committee resolved the cases of 127 parliamentarians from Côte dIvoire (2), Zimbabwe (1), Colombia (1), Malaysia (4), Thailand (116), Senegal (2) and Iraq (1), through sustained dialogue and co-operation with national authorities and parliaments.\n\n* In January 2025, the Parliament of Ghana established a dedicated Committee on Human Rights, an important structural step for embedding human rights in parliamentary work. The two IPU-supported workshops held in 2025 helped members of the Committee turn this new institutional mandate into action. After the June workshop, Committee members took part in sessions of the UN Human Rights Council to become more familiar with the mechanism and prepare for Ghana's next UPR cycle. They also participated in the review of Ghana's national report before the UN Committee on the Rights of the Child and carried out field visits in different regions to better understand the realities of child labour. The December workshop then used these field findings to focus parliamentary attention on implementation. MPs discussed child labour in cocoa farming, illegal mining and market activities, as well as the underlying links with poverty, weak enforcement and gaps in social protection. They identified specific areas for parliamentary follow-up, including stronger oversight of the School Feeding Programme, improved resourcing of child protection commitments and the adoption of a human-rights-sensitive budgeting framework.\n\n* In Ghana, the IPU workshop strengthened the capacity of 35 participants and introduced methane mitigation as a parliamentary policy issue for the first time. The training was highly valued by participants, with three quarters reporting increased commitment to take action. This translated into concrete institutional outcomes, including the integration of methane mitigation into the Parliamentary Committee on Climate Changes 2026 workplan, the conduct of oversight visits on methane emissions and mitigation opportunities, and increased public outreach through media engagement, schools and climate clubs. A parliamentary statement on methane emissions reduction was also developed and debated. Strong institutional ownership was further demonstrated by the Speakers support for methane-related work, including intervention to secure budget allocations for climate and methane activities.\n\n* The IPU maintained its role as the main source of data on women in parliament. Indicators 5.5.1 and 16.7.1 of the UN Sustainable Development Goals (SDGs), which cover respectively the proportion of seats and leadership positions held by women in national parliaments, draw on IPU
