The main objective of the proposed up-dated programme by UNDP, is to contribute to the operationalization of the Addis Abeba Action Agenda and progress towards the SDGs at the country level. \n\nA general comment to the up-dated programme document is that the strategic direction of the programme and implementation remains. The revision of objectives and outputs should be seen as an equation of adaptation to learnings and results and is hence adaptive management rather than major changes in direction of programming and implementation. \n\nThe proposed programme will support the operationalisation of INFFs to strengthen national financing systems in support of SDG aligned national development plans. The overarching mission of the INFF work is supporting countries in identifying, making transparent and optimzing a country's financial flows, and ultimately working for becoming independant of ODA.\n\nFinancing strategies are often the most visible output of the core INFF process, providing a strategic direction and action plan for a more sustainable national financial architecture. Governments including Egypt, Malawi and Zanzibar launched financing strategies in 2025 to support implementation across their development plans overall, while others, such as Sri Lankas Financing strategy for a just energy transition and Armenias Employment strategy, focused on financing for NDCs or sectoral and thematic priorities. This brings the total number of governments to have operationalised a financing strategy to 30, with processes advancing in 2025 in countries such as Namibia (strategy approved by Cabinet), Lesotho (strong gender equality focus), Nepal (employment focus) and Ethiopia (linked to NDC and with expected announcement of a country platform) and others expected to lead to launches in 2026.\n\nMobilising new finance and unlocking greater sustainable development impact\n\nImplementation of the priorities articulated in INFFs and financing strategies already launched continued in 2025 with an emphasis on mobilising new finance and unlocking greater impact.\n\nPublic finance focused reforms yielded increases in domestic revenue and enhancements to budgetary systems for investing in sustainable development.\n\nIn Nigeria, a package of four tax bills designed to broaden the tax base, strengthen compliance, and improve equity, while building investor confidence, and with the aim of realising an 18% tax to GDP ratio in the medium term, progressed through parliament.\n\nIn Malawi, a pilot revenue management reform in Mwanza district yielded increased efficiency and receipts and will be scaled up to other municipalities.\n\nIn Zanzibar, the government mobilised $450 million from its first sukuk issuance in March 2025.\n\nCuba continued to rollout implementation of the program-based budgeting system prioritised through the INFF process with capacity building in key ministries and the launch of national guidelines for public policy programmes.\n\nIn Lao PDR the countrys  first tax expenditure report was developed.\n\nLesotho built on previous gender-audits of public spending to deliver gender-budgeting reforms expected to lead toward a first annual gender budget statement in next years budget.\n\nIn Mongolia, continued rollout of SDG budgeting reforms saw growth in SDG-aligned annual public expenditure to $3 billion, up from $900 million 2 years ago.\n\nUnlocking sustainable private investment is a crucial priority for countries within their INFFs.\n\nIn Angola, two corporate banks developed climate bond frameworks that will form the basis for issuances expected in the first half of 2025.\n\nMaldives established a project preparation facility that has begun developing pipelines for private capital investment.\n\nIn Cabo Verde an agreement was signed with the stock exchange to deepen and expand the successful Blu-X platform, expanding the green and blue bond issuance pipeline domestically and building capacity to host cross-border issuance in the region.\n\nMongolia announced the development of a country platform and a solar transition fund is being piloted to mobilise private and blended capital in the energy transition.\n\nTanzania developed a nature investment pipeline that was promoted internationally to potential investors.\n\nIn Ghana, five assemblies established a diaspora crowdfunding and investment platform building on the local INFF process. Work to build up investment pipelines of SMEs is ongoing across five African countries, contributing for example to the Government of Congos flagship Promise  un jeune, une entreprise programme to formalise up to 50,000 enterprises over five years in line with the financing strategy.\n\nStrengthening institutions and governance of financing\n\nAlongside reforms to unlock capital and greater impact from investment, many governments place a strong emphasis on enhancing institutional functions and governance in their INFFs. Alongside support to build capacity and capabilities in line with the financing reforms mentioned above, highlights included the strengthening of formal governance structures in countries such as Ethiopia, where INFF governance will bring together key ministries and utilise the annual business forum for structured engagement with the private sector.\n\nIn Laos a climate finance unit was established by the Ministries of Finance, and Planning and Investment, to advance implementation of the green and climate action components of the financing strategy.\n\nLooking ahead, countries including R. Congo, Nigeria and Namibia began work on dashboards to enhance monitoring across the financing landscape and delivery of key reforms which will continue into 2026.\n\nInforming the international agenda and strengthening partnerships\n\nEngagement around FFD4 was a key focus in 2025. Member States reaffirmed and strengthened their commitment to INFFs, which was the most frequently mentioned initiative in the Sevilla Commitment, and with a breakthrough commitment to connect INFFs and country platforms.\n\nA number of Sevilla Platform for Action initiatives featured INFFs, notably including Country-driven approaches to finance sustainable development and climate action.\n\nThe second phase of the INFF Facility was announced in response to Member States commitment to INFFs, in an event featuring Sidas Assistant Director-General and Senior Advisor on FFD, and with Canada announcing that they would join the INFF Facility. The Global financing playbook was launched as a practical, country-focused tool to help governments, finance institutions and development institutions scale investment.\n\nBeyond FFD4, COP30 saw the Country Platform Hub launch including UNDP as a core partner and INFFs feature prominently in forums such as the Hamburg Sustainability Conference, G20 and LLDC3 (with INFFs now referenced in all Programmes of action, for LDCs, SIDS and LLDCs).\n\nFacilitating peer exchange and south-south learning\n\nThe Facility continued to facilitate peer exchange between countries and with partners, the private sector and financial institutions. Beyond the side events in policy processes above, this notably included the 2025 INFF Facility Partner Meeting which brought together participants from more than 40 countries globally, and the LAC regional FFD forum, the first regional follow-up FFD4, hosted with the Government of Mexico. Overall, these exchanges provided platforms for policy makers from more than 30 countries to share experiences with peers. Knowledge products developed focused on the FFD4 process, NDC financing, local finance and other topics, as well as continuation of the Inside INFFs interview series, now featuring policymakers and finance leaders from 27 countries and a summary INFF video.\n\nDuring the year an evaluation of INFF was also carried out - see Dox - giving recommendations on next stage of the facility. Sida contributed as interviewees and also on recommendations on the draft report.\n\nIn November the Program manager had the opportunity to visit Kenya and UNDP\u002FTreasury and Ethiopia\u002FMinistry of finance. Please see the travel report: \n\nKenya was in the making of engaging a new consultant, taking up from where the work landed in 2021, where the new government coming into office and adminsitration around this had slowed down the process.\n\nEthiopia was in the planning of launching their INFF, a process they had planned for to take place in December but had not been finalized. Ethiopia gave a thorough presentation at the Prep Com in Addis Ababa ahead of FfD in July 2024 and was preparing to make the launch soon after, but had experienced serveral delays.\n\nA very positive development was that Canada and Spain came in as new donors to the facility, in addition to Sweden, Italy and the EU. This strengthened support increases the possibilty of reaching out to more countries, with even stronger support going forward.\n\nIn November Sida started to discuss the possibility of steering the Sida contribution towards a few countries - a suggestion that UNDP was very open to and interested in.
