The intention was to continue with a long-term support for the new Strategic Note 2020-2024. UN Women has therefore applied to the Embassy for financial support for the coming five-year period.\n\nThe global goal of UN Women as an organisation is to achieve gender equality and the empowerment of women. The Strategic Note for 2020-2024 is developed in that spirit and contains UN Women's plan for supporting the Congolese government and the civil society and other actors to implement, monitor, and report on the Congolese commitment regarding gender equality and women's empowerment. The priority areas of the Strategic Note 2020-2024 are: Governance and Women's political participation; Women's economic empowerment; Ending violence against women; and Peace, security and humanitarian action. \n\nThe total budget for the five years of the Strategic Note is 41 583 956 USD. Sweden commits with this decision to support the implementation of the Strategic Note with 5 million SEK per year during the first three years. The agreement will however cover the complete strategy period and the intention is to provide financial support also for the last two years. The size of this contribution will be decided upon after assessment of UN Women's work during the first couple of years. UN Women has not at the moment secured funds for the total budget. Other large donors are Canada, Japan, Italy, the Netherlands and Germany, who are all funding specific projects. We should also mention the support of Norway, with whom we carried out a joint mission in North and South Kivu alongside UN Women in the DRC, in Tanganyika and North Kivu.\n\nThe results of UN Women in 2024 also extended to socio-economic aspects and humanitarian crises affecting women and girls, including assistance in health crises and natural disasters.\n\nAs regards women's participation in the 2023 electoral process, results published in 2024 showed a slight increase compared to with previous cycles, despite the incentive provided in the electoral law to exempt parties that field more than 50% women, but unfortunately this measure has not been binding. A comparison of the results for the presidential elections shows that 8% (2) of candidates were women, compared with 0%; for the National Assembly, 18% of candidates were women, compared with 14% (67) of elected women; for the provincial assemblies, 26% of candidates were women, to 10% (68) of elected women; and for the municipal elections, 43% of candidates were women, against 19% (183) of elected women.\n\nFuthermore, UN Women has supported the development of a gender strategy and action plan, and a strategy containing an early warning mechanism to prevent electoral violence. A resource centre has also been set up to build the capacity of women candidates during elections. This is due to women's groups were mobilising and creating networks, but often lack governance and management skills and entry points to have their contributions recognised and their voices heard by the national government and the international community. Other factors such as discrimination and limitations due to social norms can also contribute to the disadvantage faced by many
