In this sense, integrity is linked with concepts of accountability and oversight. For instance, the UNODC Handbook on police accountability, oversight and integrity (2011) defines police integrity as normative and other safeguards that keep police from misusing their powers and abusing their rights and privileges and accountability as a system of internal and external checks and balances aimed at ensuring that police carry out their duties properly and are held responsible if they fail to do so. The forum brought together key justice and governance actors to improve collaboration and advance implementation of the Strategy.\n\nImproving Crime Data Management through National Statistics Study: A study on crime statistics and data management was conducted to assess existing crime data recording practices, identify gaps, and propose measures to strengthen the accuracy, consistency, and use of crime-related information across federal and regional law enforcement institutions.\n\nNational Strategy on Transnational Organized Crime Drafted and Validated: A draft national strategy on transnational organized crime was developed and validated through consultations with relevant justice and security stakeholders. Ministry of Justice (MoJ), with continued technical support, is undertaking the final drafting process to incorporate consultation inputs and prepare the strategy for submission to the Council of Ministers for adoption.\n\nNew Arms Control Proclamation Drafted: A draft Arms Control Proclamation was developed to strengthen Ethiopias legal framework on arms control; address identified gaps and replace the existing proclamation. The draft has been submitted to the Ministry of Justice for further review and stakeholder consultation before adoption.\n\nTwo Federal Judiciary Proclamation Bills Revised: Draft amendments to the Federal Courts Proclamation and the Federal Judicial Administration Proclamation were developed to strengthen the effectiveness, accountability, and independence of Ethiopias federal judiciary. The revised bills are awaiting approval by the House of Peoples Representatives.\n\nAsset Recovery Proclamation Implementation Discussed: A stakeholder panel discussion was conducted to promote understanding of Ethiopias new asset recovery legal framework, which introduces a new paradigm for asset recovery in the country. The event brought together prosecutors and other relevant actors involved in financial investigations, asset recovery, and anti-money laundering to discuss implementation challenges, international practices, and practical issues arising from the application of the Asset Recovery Proclamation enacted in 2025.\n\nCapacity of Justice Actors Strengthened on New Asset Recovery Framework: A stakeholder dialogue and a series of training workshops were conducted to promote understanding and implementation of Ethiopias new asset recovery framework introduced through the Asset Recovery Proclamation enacted in 2025. The new framework represents a new paradigm for asset recovery in Ethiopia, and the sessions provided a platform to discuss key legal provisions, implementation challenges, international practices, and related instruments. The activities brought together prosecutors, asset recovery officials, and federal judges to exchange experiences and build a common understanding of the requirements and practical application of the new regime.\n\nCapacity of Federal and Regional Prosecutors Strengthened on Corruption Crimes:A specialized training programme was conducted for federal and regional prosecutors to strengthen understanding of Ethiopias anti-corruption legal framework, including relevant provisions of the new Asset Recovery Proclamation, sentencing guidelines, and international anti-corruption standards. The training provided a platform for experience sharing and discussion on the application of corruption laws across jurisdictions.\n\nCapacity of Prosecutors Strengthened on Gender-Based Violence Prosecution: A specialized training programme was conducted for federal and regional prosecutors to strengthen understanding of Ethiopias legal framework on gender-based violence, international standards, victim-centered approaches, and measures to reduce secondary victimization. The training also provided practical exposure to survivor-centered service delivery through a visit to the UNODC-supported GBV Centre at the Yirgalem Integrated Agro-Industrial Park.\n\nCriminal Justice Administration Strategy for Young Offenders and Diversion Drafted: A draft Criminal Justice Administration Strategy for Young Offenders and Diversion was developed to strengthen child-sensitive approaches within Ethiopias criminal justice system, including the use of diversion measures for children in conflict with the law. The strategy aligns with the National Crime Prevention Strategy and has undergone stakeholder consultations. It is currently under review before submission to the Council of Ministers for approval.\n\nJudicial Lessons from Sweden Twinning Mission Shared: A debriefing and experience-sharing session was conducted following the judicial twinning mission to Sweden to document and disseminate lessons learned among judges and court leadership. The session supported institutional learning and informed ongoing judicial reform efforts within the Federal Supreme Court.\n\nProclamation on the Reintegration of Inmates Drafted: A draft proclamation on the reintegration of inmates was developed to establish a legal framework for supporting the social reintegration of individuals after release from prison. The proposed legislation addresses a key gap in Ethiopias criminal justice system by providing a framework for post-release support and has been submitted to the Council of Ministers for deliberation and approval.\n\nProclamation on Alternatives to Incarceration Drafted: A draft proclamation on alternatives to incarceration was developed to introduce more rehabilitative and proportionate sentencing approaches within Ethiopias criminal justice system. The proposed legislation aims to reduce reliance on imprisonment by establishing alternative measures and has been refined through stakeholder consultations before submission for consideration by the Council of Ministers.\n\nCapacity of Prison Officials Strengthened on Drug Prevention and Treatment: A series of trainings was conducted to strengthen prison officials understanding of drug dependence, mental health, and rehabilitation approaches in correctional settings. The programme promoted evidence-based approaches to addiction treatment, mental health support, and the links between substance use, crime prevention, and public health, contributing to a more rehabilitative approach to prison management in Ethiopia.\n\nCapacity of Prison Officers Strengthened on the Rights of Women in Detention: A national training programme was conducted to strengthen prison officers understanding of international standards on the treatment of women deprived of liberty, including the Nelson Mandela Rules and the Bangkok Rules. The training promoted gender-responsive prison management, prevention of gender-based violence, and improved access to essential services for women in detention, while encouraging experience sharing and practical actions to improve detention conditions.\n\nFederal and Regional Prison Administrations Joint Consultation Forum Convened: The 18th Federal and Regional Prison Administration Joint Consultation Forum was convened to review progress on prison reform commitments, discuss management challenges and good practices, and promote the application of international standards. The forum provided a platform for prison authorities and justice sector stakeholders to exchange experiences and discuss priorities related to prison management modernization, institutional coordination, and ongoing legislative reforms.\n\nParticipation in International Association of Prosecutors Annual Conference: Ethiopian prosecutors participated in the 30th Annual Conference of the International Association of Prosecutors, providing an opportunity to exchange experiences on international cooperation, organized crime, corruption, asset recovery, and the use of technology in prosecution. The engagement exposed prosecutors to international standards and emerging practices relevant to strengthening prosecution services.\n\nParticipation in Expert Group Meeting on the Use of Technology in Prisons: Ethiopian prison officials participated in the Expert Group Meeting on the Use of Technology in Prisons, contributing to discussions on international guidance for technology use in correctional settings.
