Advancements have been made related to the overall thematic objectives in different countries to varying extents. Through the strategic litigation, ERRC has continued to seek legal ground as a strategy for holding authorities accountable for upholding the human rights of Romani people. Complaints towards Equality Bodies and Ombudsperson institutions, ie not legal cases, were also ways to demand accountability. With court decisions and recommendations from equality bodies, ERRC has continued to push authorities to implement human rights and to end discrimination against Romani people. The court rulings and the recommendations provide accountability mechanisms for responsible institutions, and are important steps in changing policy and practice, including behaviour, within domestic authorities. This work usually takes several years and achieving a court decision or statement from an institution is a step on the way for authorities to change. ERRC continued to support local grassroot organizationsand activists to mobilize a critical mass of Romani people to seek justice for key issues for their communities, using accessible complaint mechanisms for which they do not require a lawyer. This has led to ERRC forging solid relationships with institutions such as Equality Bodies and Ombudsmans offices. Through them ERRC has been able to build precedent-setting cases from the ground up to allow for wider legal actions on similar issues which Roma face across the region.\n\nThe aim of the grassroots legal mobilization is to flood decision-making bodies with legal complaints, making the issues impossible to ignore. The approach has revealed patterns of discrimination, exposed overarching inequality, and lace legal advocacy into the hands of Romani communities themselves so they are better able to fight for the issues that really matter to them.\n\nA total of 57 new mass complaints were submitted across the region. Of these, 14 have been concluded and 43 remain active. In total, 13 193 Roma individuals were assisted through the mass complaints.\n\nNorth Macedonia: 14 cases, 5834 individuals assisted\n\nSerbia 21 cases until July 2024; later integrated into the RISE project, 387 individuals assisted. Additionally, 2 more cases were submitted under the RISE project in September.\n\nKosovo 11 cases, 2557 individuals assisted.\n\nMontenegro, 2 cases 2030 individuals assisted: both cases involved housing and environment issues.\n\nBosnia & Herzegovina, 9 cases, 2 385 individuals assisted.\n\nAlbania: No new mass complaints were submitted in 2024 due to integration into the RISE project framework.\n\nIn total, there are a total of 230 mass complaints submitted through ERRCs initiative since 2020 (141 active, 89 concluded), reflecting the long-term impact of ERRCs community empowerment strategy.\n\nGender and intersectionality\n\nEfforts to ensure that Romani women appear as litigants continued during 2024. Women were the sole of predominant litigants in 10% of the cases in 2024, most of them representing particular forms of harm that Romani women face. ERRC recognized the need to continue these efforts and to do better at making sure that Romani women appear as litigants in the cases.\n\nERRC human rights monitors have received training on intersectionality to better support underrepresented groups.\n\nThroughout 2024, ERRC has placed growing emphasis on addressing intersectional forms of discrimination in both individual complaints and in broader community-level mobilization efforts, as was set out in the workplan for 2024. This has highlighted the overlapping impacts of ethnicity, gender, age, and disability. The growing portfolio of intersectionality-focused litigation has laid the groundwork for stronger accountability mechanisms and more inclusive anti-discrimination frameworks.\n\nResults from ERRCs advocacy, communication and research\n\nERRC continued its advocacy and awareness raising. In 2024 ERRC published 25 press releases and over 40 news posts related to relevant, unfolding news stories and our ongoing work.\n\nERRC research has contributed to awareness-raising, policy developments, and strategic litigation. Our monitors and researchers collect reliable, necessary data on the human rights situation of Roma across Europe to support ERRC advocacy work and litigation.\n\nIn 2024 ERRC published 8 research reports covering a variety of thematic areas, such as racist policing in the Western Balkans, the ongoing fight against online hate, inequal access to sport for Roma, Sinti, and Travellers, and the inequalities faced by Romani refugees from Ukraine.\n\nERRC also submitted written comments to 8 relevant international bodies, among them the UN Committee against Torture re. North Macedonia and Turkey, the UN Committee on the Elimination of Racial Discrimination re. Albania and Greece, and the UN Committee on the Rights of the Child re. Albania. ERRCs submissions ensured that awareness of the reality of the situation for Romani communities was raised, and that inaction on the part of states was reported on and that they were held accountable.\n\nERRC also followed up on the implementation of European Court of Human Rights (ECtHR) judgments in ERRC cases to ensure real change for Romani communities. ERRC submitted five Rule 9 communications to the Department of Execution of Judgments (DEJ), providing important updates and spotlighting ongoing efforts to tackle critical issues faced by Romani communities across Europe. These submissions covered three Roma-related cases from ODA countries, including a group of cases under Kitanovski and Others v. North Macedonia. This group included two Roma cases brought by the ERRC - X and Others and Memedov - which highlighted police abuse and failures in protecting Romani minors. Other cases addressed segregation and discrimination education, such as Elmazova and Others v. North Macedonia and X and Others v. Albania. These Rule 9 submissions were jointly submitted with the Macedonian Equality Body to push states to properly implement the Courts rulings and take concrete steps to end discrimination and
