Youth advocacy and participation in development and implementation of air\nquality policies increased.\n\nSwEPA, in close collaboration with the Swedish Meteorological and Hydrological Institute (SMHI) will focus on four outcomes supporting national and local authorities and institutions ambitions to fulfil requirements in the EU-accession process regarding air quality and emissions data, and public access to environmental information.\n\nOutcome 1: Increased processing capacity for emissions data\n\nIn all countries of the region, there is a lack of data at the local level for developing emissions inventories, which are a critical prerequisite for action planning to improve air quality and a requirement under the Ambient Air Quality Directive. The project will together with 1-2 municipalities in the pilot countries develop a toolkit that enables municipalities to make better use of existing data and draw on pre-set data from EEA and other sources. The work will strengthen capacities of institutions at local and central levels to work with Emissions Inventorying and will improve the basis for making effective AQ action plans in municipalities.\n\nOutcome 2: Partner institutions have improved their guidance for local self-governments regarding air quality management.\n\nThe Ambient Air Quality Directive requires countries to develop local AQ action plans when there are exceedances to set levels of air pollution. This obligation often falls on local governments. Capacities in AQ management at the local government level in the region are overall low, often with only a few individuals working with environmental issues. Dialogue with the Network of Local Authorities of South East Europe (NALAS) and national institutions in the region suggest that current guidance in AQ management mainly consists of the distribution of legislation and regulations. SwEPA will support the national level governments to increase and improve their guidance to municipalities in order to strengthen local governments possibilities to fulfill their obligations.\n\nOutcome 3: Increased Public Access to air quality data and information\n\nAll countries of the region are reporting AQ data to EEA on an annual basis using the Raven system. All countries have databases for storing their air quality data but only North Macedonia makes some of this data available to the public. Disseminating historical data online would allow the public, researchers, journalists and other interested parties to analyse developments and trends in AQ over a longer period and would also allow governments to show results of measures taken to improve air quality. The project will develop an open-source air quality portal that will enable MoE\u002FEPA to improve their disseminate near real time and historical data from Raven through the institutions current websites. The project further aims to increase knowledge of the national institutions to improve accessibility of AQ information for different groups of women, men, girls and boys by discussing communication and accessibility in relation to the websites and by supporting practical capacity development.\n\nOutcome 4: Inclusive regional dialogue on availability, acquisition and usage of Air Quality data established.\n\nComponent 4 aims to facilitate the establishment an inclusive regional dialogue on AQ Management and invites all countries of the region to participate, contribute to development in the program and to benefit from the outcomes. highlighted in the annual report for 2025: \nOutcome 1: Education and awareness around key air quality issues improved\n\n- 49 new educational materials on environment and climate change were developed across the six territories, including guidance and teacher training modules. \n\n- These educational materials are available to almost 40,000 teachers and educators, with the potential to reach nearly 613,142 children.\n\n- UNICEF and government partners trained 538 teachers, who have engaged 15,458 children in hands-on learning activities focused on climate change and AQ.\n\n- All six UNICEF offices continued their successful advocacy efforts, with most of these efforts supporting the curriculum review process, where UNICEF and Ministries of Education have partnered in advancing environmental education. In Serbia, for example, UNICEF is supporting the first ever climate literacy survey of students, which is preparing the system for the implementation of the OECD Programme for International Student Assessment (PISA) 2029.\n\n- 401 young people were supported to take part in internships that are relevant for environmental protection. UNICEF in North Macedonia worked with the Vocational Education and Training (VET) Centre to train 149 mentors from the host organizations, enabling internships for 308 VET students in public institutions and organizations. In Montenegro and Kosovo, UNICEF supported internships for an additional 83 young people across private companies, municipalities and CSOs.\n\nOutcome 2: Mobilization and coordination of action for children and youth on air quality increased\n\n- 4,148 young people were trained to be able to effectively advocate, innovate, and campaign both on the ground and online. As a result, 50 youth-led actions were organized in 35 municipalities, with efforts focusing on the areas where pollution levels are highest, and where local authorities show greater openness to collaboration.\n\n- Guided by environmental and advocacy experts, youth engaged in structured advocacy efforts using diverse methods to influence policymakers at both the local and national levels. Through these actions, they brought critical issues to the attention of authorities, including household heating, public transportation, energy efficiency, urban greenery, and clean energy solutions. This represents a valuable contribution to the EU accession of the Western Balkans governments, particularly the horizontal legislation under Chapter 27, which reflects the Aarhus Convention principles on public participation in environmental decision-making.\n\n- Beyond AQ issues, youth representatives also engaged actively in broader climate policy processes, including Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs). \n\n- Youth-led initiatives and campaigns also included a diverse range of projects supported through the social innovation programme (UPSHIFT) and design thinking methodology, which includes seed funding and mentorship. For example, in North Macedonia, young people developed solutions ranging from a solar-powered scooter parking prototype to a passive solar heating system, while also leading peer-to-peer awareness campaigns in schools. North Macedonia also began to implement the design-thinking methodology directly at school level in September 2025 - a significant step toward institutionalizing innovation and design-thinking approaches.\n\n- UNICEF and its partners launched coordinated digital AQ campaigns across the six Western Balkan territories, which reached nearly 2 million people.\n\n\nSwedish Environmental Protection Agency (SwEPA)\n\nResults highlighted in the annual report for 2024: \n- An emissions inventory toolbox, which facilitates meeting new EU requirements for air quality modelling at local level, has been developed in cooperation with municipalities and environmental institutions in Montenegro and North Macedonia. The toolkit is publicly accessible free of charge. The joint development process of the toolbox has strengthened the capacity of the two countries to collect emissions data. \n\n- A catalogue of measures to improve air quality at local level has been developed in cooperation with partners from Montenegro and North Macedonia. SwEPA has together with the environmental institutions in Montenegro conducted workshops with municipalities from all over the country, which has resulted in an improved national dialogue on air quality. \n\n- A data portal based on the system used by the Western Balkan countries to report data to the European Environment Agency (EEA) has been established by SMHI. The portal can be integrated into the countries' respective air quality websites, in order to make historical and up to date air quality data available to the public. The portal is currently being installed in Montenegro, after significant delays in an EEA project of installing the air quality monitoring program Raven 3 in the country.
