Sida is proposing support of 550 MSEK to PSSN II during the years 2020-2024.
Sida has previously supported phase one, PSSN I, with 750 MSEK 2016 - 2020. The first phase was followed by extensive evaluations which showed that the program had clear results for reducing income poverty, improving food security and children’s enrolment in school, as well as increasing productive investments that enable households to increase their income.

The design of phase two builds on the strong parts of phase one with cash transfers at the core, and develops further the public works component as well as the livelihood component. There is an enhanced focus on vulnerable groups, including children and people with disabilities and an enhanced focus on cross-cutting issues such as gender, environment, participation and accountability.

The project will expand from targeting extremely poor households in 70% of Tanzanian communities to target this group in the whole country. The project consists of two components;
1) Productive Household Support (Benefits and Services)
2) Strengthening Institutional Capacity and Integrated Delivery Systems.

Integrated systems development will be supported through investments in strategies for targeting, re-certification and exit, development of the National Social Registry and Management Information System tools, citizen engagement, systems for payment, communication, monitoring and evaluation and gender integration.

The World Bank provides the main financial contribution to PSSN II of 450 MUSD in IDA-loans, while bilaterals plan to contribute approximately 90 MUSD Sida (60), Norway (15), Switzerland (15) and Irish Aid (2).

Sida has contributed a total of SEK 550 million to PSSN II. Compared to PSSN I, PSSN II had a broader scope and nation-wide coverage and a more complex design. Below are examples of results achieved.

Conditional Cash Transfers

During 1 July 2022 to 30 June 2025, around TZS 714,5 billion has been disbursed as CCT across all 186 PAAs. The final transfer to beneficiaries was made in August 2025, reaching approximately 896,746 households. Payments began through e-payments and were followed by cash payments where necessary. Compliance with education and health conditions continued to be monitored during the 2024/2025 financial year. Data from the PSSN Management Information System (PSSNMIS) showed strong performance, with compliance rates of 97.2% for education and 98.75% for health.

Since the launch of PSSN II in 2020, the average compliance rate has remained above 97% for both education and health conditions. Over 80 percent of PSSNs direct beneficiaries are women, and approximately 56 percent of all direct and indirect beneficiaries, including household members, are women. Given that women are more likely to exercise control over the use of cash transfers, targeting women has been an empowering feature of the programmes design and is likely to contribute to reducing gaps in poverty.

Labour Intensive Public Works

Under PSSN II, the public works component has been expanded to cover a larger number of PAAs. In the financial year 2022/2023, a total of 14,025 public works sub-projects (98.5 per cent of the target) were implemented and completed across 123 PAAs. In 2023/2024, more than 600,000 individuals participated in labour-intensive public works activities, such as the construction of dams and canals and the improvement of roads.

Between 1 July 2024 and 30 June 2025, budget constraints during the programme extension period resulted in a substantial reduction in scale. A total of 4,822 sub-projects (98% of those planned) were completed across 66 PAAs, and the number of public works beneficiaries declined to approximately 250,000. Since the inception of PSSN II, a cumulative total of 32,712 public works sub-projects, exceeding the end target of 27,000, have been implemented. Looking ahead, public works interventions under the next phase of PSSN are expected to increasingly prioritize climate-smart activities, including the development of water reserves and tree planting initiatives.

Livelihood Support

The livelihood enhancement sub-components aim to build the foundation for graduation out of poverty, which is a key priority of the Government of Tanzania. Under PSSN II, the basic livelihood support package has promoted both self-employment and wage employment opportunities through the establishment of savings groups and the provision of training on investment promotion. In 2022/2023, a total of 19,960 savings and investment groups were formed across 86 PAAs, bringing together 269,078 members, where women accounted for the majority of participants (86%). In 2023/2024, 11,050 additional savings groups were established across 70 PAAs, comprising 147,214 members (130,457 women and 16,757 men).

Between 1 July 2024 and 30 June 2025, approximately 14,660 new savings and investment groups were established with a combined membership of 158,067 participants. Women remained the largest group, accounting for 137,965 members (87.3%), while men represented 20,102 members (12.7%). Since the programmes inception in 2020, a cumulative total of 74,987 savings and investment groups have been formed across all 186 PAAs, involving 996,308 members, of whom 854,480 (85.8%) were women.

The enhanced livelihood support package offers a comprehensive set of interventions aimed at preparing beneficiary households for graduation from the programme. The package includes participation in savings groups, entrepreneurial skills training, and access to productive grants. The productive grant is a key enabler of womens economic empowerment where up to 95% of grant recipients are women. Beneficiaries who have participated in savings groups, completed training, and developed a viable business plan may apply for a livelihood grant to finance a household enterprise or to invest in specialised skills training that facilitates access to wage employment. In addition to supporting income generation, the livelihood enhancement activities contribute to livelihood diversification, increased resilience to climate change, and a gradual shift away from climate-vulnerable livelihood options. Upon receipt of the full livelihood grant, beneficiaries are required to exit the programme.

For 2023/2024, the plan was to disburse the livelihood productive grants to 50,000 beneficiary households in 15 new PAAs, and an additional 10,000 households which was a backlog from the previous financial year. By June 2024, 31,984 households had been paid which represented 60.7% of the target. In 2024/2025, the livelihood productive grant was disbursed to 26,310 households across 50 PAAs. Since the inception of PSSN II, a cumulative total of 103,096 beneficiary households across 65 PAAs have received the full livelihood productive grant. This corresponds to 103% of the programmes end target of 100,000 households.

Institutional Capacity and Delivery Systems

During the implementation period, TASAF continued to advance the implementation of PSSN IIs Gender Action Plan (GAP). The plan aims to establish a competent and functional gender team within TASAFs management unit, train at least 80% of the programmes local implementers, strengthen monitoring with a specific focus on womens economic empowerment, and reinforce the Grievance Redress Mechanism (GRM) to better respond to womens needs. In 2024, the TASAF gender team developed a concept note, supported by a consultant procured by Sida, to conduct a systematic review of the GAP (2019-2021). The review assessed the work undertaken and the results achieved under the plan, and its findings were used to update the GAP with strategic actions extending to September 2025, covering the remaining period of PSSN II. The Terms of Reference also requested support in identifying how gender mainstreaming could be incorporated strategically into the design of a potential follow-up phase of PSSN.

Between July 2024 and June 2025, a total of 7,386 grievances were filed under the programme. Of these, 7,201 (97.5%) were resolved and closed, while 185 (2.5%) remained at various stages of implementation. There was a notable improvement in grievance resolution timelines, with 6,851 (93%) of grievances being resolved and closed within 60 days, surpassing the programmes end target of 80%. Grievances were collected from multiple levels and locations through various channels established by the programme, including letters, registers, walk-ins, call centers, phone calls, and SMS. The grievances recorded spanned a range of issues, including payments, data updates, targeting and validation, gender-based violence, and social and environmental safety. Cumulatively, since 1 July 2022, 23,417 grievances were registered, of which 19,772 (84.43%) were resolved and closed within 60 days.
