Mocambique\n- avslutat arbete i Bangladesh och Zambia \n\nUnder 2022 har SIA (Sustainability Impact Accelerator) fortsatt att leverera kapacitetsutveckling i form av utbildning och programledningsstöd till partners i Bangladesh, Etiopien, Tanzania, Uganda och Zambia.\n\nNya partnerskap har utvecklats i Elfenbenskusten, Irak och Ukraina, med utbildningsprogram i Elfenbenskusten och Ukraina som planerades att påbörjas våren 2023.\n\nProgrammet har fortsatt att ha ett inflöde av nya projektförslag och med efterfrågan om kapacitetsutvecklingsinsatser då fler svenska ambassader och olika partners får kännedom om programmet och då kontaktar NIR med projektförslag.\n\nUnder hösten 2022 genomfördes en extern utvärdering av programmet av FCG Sverige, vilken visade på uppnådda resultat och gav rekommendationer för en eventuell uppskalning av programmet. \n\nSIA programmet har under 2022:\n\n- levererat omfattande utbildningsprogram i Uganda, Zambia, Tanzania, Bangladesh och Etiopien\n\n- har genomfört 8 upphandlingar för rådgivare och leverantörer av kapacitetsutveckling i Bangladesh, Etiopien, Elfenbenskusten, Tanzania och Ukraina, samt upphandling av en extern programutvärderare Initierade partnerskap i Elfenbenskusten, Ukraina och Irak.\n\n- Programmet stärktes genom rekrytering av en Program Controller, Irene Ryynänen , som började i april 2022.\n\n- har förberett för genomförande av utbildningsprogram i Elfenbenskusten och Ukraina 2023\n\n- har genomfört sju fältbesök i Etiopien i mars och december, till Ghana (med UEGCL) i april, till Elfenbenskusten i maj, till Zambia i augusti och december och till Tanzania i november\n\n- ökat antalet projekt i projektdatabasen från 50 till 70 projekt\n\n- överlämnat en Concept Note till Sida för att skala upp Sustainability Impact Accelerator Extern utvärdering av Sustainability Impact Accelerator av FCG Sverige som förberedelse för uppskalning 2023\n\nUtvärdering av SIA programmet\n\nUtvärderingen som genomfördes av FCG under 2023 påvisade att programmet resulterat i goda resultat i genomförandefasen av de olika kapacitetsutvecklingsinsatserna man, att som väntat, de långsiktiga och hållbara resultaten av kapacitetsutvecklingen ligger framåt i tiden och utanför utvärderingen scope.\n\nUtvärderarna rekommenderade följande:\n\nProgrammets förändringsteori bör revideras för att tydligare integrera ledningsgruppens arbete i de olika aspekterna av programmet.          \n\nProgrammet kan överväga att revidera avsedda resultat för att göra det lättare att bedöma vad som ska uppnås och fastställa tydliga indikatorer (i enlighet med RBM-metoden). Detta för att resultat och framsteg över tid kan mätas och utvärderas.\n\nProgrammet bör standardisera referensvillkor för konsulter, rapporteringsformat, format för kapacitetsutveckling, utbildningsförslag, undersökningar och frågeformulär till deltagarna för att säkerställa att fattigdomsperspektivet, miljöaspekter och genusaspekter integreras än bättre.\n\nProgrammet bör utveckla genusindikator(er) för att säkerställa både kvinnors och mäns deltagande, och om och i vilken utsträckning kvinnor berörs av programmet.\n\nProgrammet bör använda tillgängliga instrument och vägledande dokument mer effektivt för att säkerställa att alla inblandade aktörer arbetar inom samma ramverk när det gäller systemansats och integration av fattigdoms-, miljö- och genusperspektiv. Vidare kan programmet vidare utveckla ett iterativt arbetssätt och delande av ansvar utveckling av partnerskap.\n\nInför en potentiell uppskalning och med tanke på det är många aktörer som är involverade i varje kapacitetsutvecklingsprocess med risk för splittring av relationer så rekommenderar utvärderarna att tilldela en funktion med ansvar för partnerskapsutveckling och relationer. Detta förhållningssätt kan bidra till en ökad och effektiv systemförståelse, verifiera lokal efterfrågan, iteration och anpassning.   \n\nNIR har svarat på utvärderingen och kommer att integrera och bearbeta utvärderarnas rekommendationer i sin verksamhet framåt. Sida, NIR och FCG hade en gemensam genomgång av utvärderingens rekommendationer och NIRs kommande integrering av åtgärder.     \n\nSidas bedömning av utvärderingen är att den är ett viktigt tillskott till fortsatt utveckling och bedömning av programmet och ger goda rekommendationer för det framtida samarbetet och en potentiell fortsättning av programmet under en ny stategi.                         \n\nSIA-programmet följs av konsulterna från FCGs uppdrag för följeforskning av implementeringen av KAPAME-strategin och har delgivit sina uppfattningar kontinuerligt under SIA-programmets implementering. I den tredje rapporten från denna följeforskning ger konsulterna följande input: \n\nNIR och SIA-programmet arbetar med faktorer för att främja stark lokal efterfrågan och ägarskap. Detta genom att de arbetar i skärningspunkten mellan utvecklingssamarbete och handel & finans, och det finns många aktörer inblandade så som finansiärer, företag, ambassader m fl. som kan bidra till att främja engagemang för kapacitetsuppbyggnad och institutionella förändringar. En annan bidragande faktor är fokuset på International Finance Cooperation Performance Standards (IFC PS), de projekt som inte följer dessa standarder och visar sig vara miljömässigt socialt hållbara kommer ha svårt att attrahera internationella medel. Båda dessa angreppssätt bidrar till ett starkare ägarskap och en verklig lokal efterfrågan.\n\nI Zambia redovisas att kapacitetsuppbyggnadsprogrammet har lett till förändringar i förbättrade hållbarhetskrav genom användandet av IFC PS har det skett en förändring i en plan för att omplacera människor för järnvägsbyggande och Zambia Railways har resurssatt med ett 20-tal personer att arbeta med frågorna.\n\nNIRs samarbetspartners uppskattar NIRs ambition att anpassa sitt arbete till den institutionella partnerns behov och själva infrastrukturprojekten då det skapar förtroende, motivation och ägarskap.\n\nNIR ser vissa utmaningar i SIA:s förmåga att möta lokal efterfrågan, särskilt med den typ av finansieringsavtal som där beslutsvägarna är långa. I framtiden hoppas de ha en mer flexibel modalitet där det är möjligt att snabbt svara på brådskande förfrågningar, ändra planer längs vägen och rapportera kontinuerligt - allt inom överenskomna principer och urvalskriterier.\n\nKonsulterna fann att det inte råder någon tvekan om att SIA- programmet uppfyller specifika lokala krav från inblandade lokala institutionerna då de bygger på en mycket fokuserad begäran där SIA framgångsrikt kan matcha dessa efterfrågan med rätt kompetens.\n\nAtt bedöma institutionellt ägande och om kapacitetsuppbyggnadsinsatserna är fullt integrerat i den dagliga verksamheten hos lokala partners är något svårare. Konsulterna fann docka att NIR har en ambitiös RBM-strategi och försöker fånga dessa resultat genom intervjuer och rapportering. Även om de kapacitetsstödjande processerna som erbjuds genom SIA är ganska korta, finns det etablerade partnerskap med andra aktörer som kan fortsatt arbeta med eller finansiera de lokala parterna.\n\nSida anser att NIR med Sida programmet arbetar på ett ändamålsenligt och effektivt sätt för att uppnå insatsens resultat. Genom sitt adaptiva och anpassningsbara sätt att arbeta kan de snabbt ställa om och både öka på i programmets omfattning och minska farten när oförutsedda händelser dyker
