This is a result of advocacy and relationship-building as well as published research, analyses and reports. Kvinna till Kvinna and partners have been invited to various events and meetings, requested to present publications, and asked for input in different processes such as the enlargement process and the EU GAP III process. The program has initiated a Women's Civil Society Sounding Board for the EU Delegation to Serbia, as a platform for information sharing and advocacy. \n\nThe program was also involved in the Berlin Process. Previous advocacy through this and another regional EU-advocacy program, contributed to that gender equality was prioritised as a high-level dialogue at the regional agenda. \n\nThe Brussels-based advocacy was complemented by different coordinated actions across the region as well as at the national level led by the local partners. Women's CSOs deepened their engagement with EU and other institutional stakeholders, enabling them to push for gender-responsive policies and highlight gendered impact of current legislation and reforms. Several organisations managed to directly influence strategic documents such as the EC Country Reports, action plans for Roma inclusion, and green transition strategies, showing a clear link between their advocacy and policy uptake.\n\nOutcome 2 (alliances)\n\nThe program played a catalytic role in creating new alliances, such as around the Serbia-Kosovo dialogue where new partners joined, broadening the discussion to exchange information and strategies on the anti-gender movement in the two countries. Other collaborations and alliances around strategies towards the anti-gender movement and the WPS agenda respectively have also been created among partners and others. The work of these alliances have been facilitated and strengthened through the Advocacy Hub (digital platform) created through the program. \n\nOutcome 3 (capacity)\n\nPartners in the program are highly capacitated, and\u002Fbut the program has managed to further build capacity among partners. There is improved advocacy skills, enhanced message clarity, strengthened confidence among partners, and that partners have gone through transformational growth and strengthened in their role as advocates for gender equality. Kvinna till Kvinna has been a mentor and facilitator in partners' advocacy and other work, enabling them to get quick information about events and contacts in the EU institutions. There are several examples of partners taking on leadership roles within coalitions, steering collective advocacy campaigns, and producing harmonised policy recommendations.
