The newly installed Steering Committee has made progress in developing a workplan for the year and distributing responsibilities across its members for enhanced sustainability.\n\n* During this award period, IFES completed a comprehensive update and expansion of a previously published white paper on out-of-country voting (OCV). The paper leverages desk research and in-house expertise as well as consultations with electoral\nmanagement bodies (EMBs) and external peer reviewers. The white paper was employed to guide IFES support to the Moldovan EMB during the September 2025 elections, as authorities expanded OCV postal voting to 10 countries following a successful 2024 pilot Furthermore, IFES advised the Bangladesh Election Commission (BEC) as they identified an OCV solution to enable the expansion of the franchise to Bangladeshs significant diaspora community across the world for the February 2026 transitional elections. Technical assistance offered to these EMBs included analysis of the OCV options and their associated risks and supported EMB engagements with other national stakeholders to coordinate an effective and inclusive OCV planning process. In Dhaka, IFES presented the OCV considerations at a conference organized by the BEC that engaged state agencies, civil society representatives, academics, technology vendors, and political parties.\n\n* At the request of the BEC and the election donor group in Dhaka, IFES SO1 team deployed to Bangladesh to undertake an assessment of the BECs readiness to deliver timely and credible elections. This proved to be an ideal opportunity to pilot IFES EMB Readiness Assessment Methodology cofunded by Sida. The findings were shared with the BEC and informed its adjustments to voter education approaches, poll worker training, stakeholder engagement, and internal communications.\n\n* IFES steered civil society inputs and coordination and led strong advocacy for the first-ever UnitedNations Convention Against Corruption (UNCAC) resolution on political finance, which attracted nearly 60 country co-sponsors and was unanimously adopted at the December 2025 UNCAC Conference of States Parties (CoSP) in Doha, Qatar. The resolution, \"Preventing and combating corruption through enhancing transparency in the funding of political parties, candidatures for elected public obice, and electoral campaigns outlines the most detailed global standards on political finance ever available. IFES active role in the advocacy for this resolution began in late 2022 and\ncontinued until the moment of adoption. IFES posted about the resolution online and co-drafted the open letter on political finance integrity, which was endorsed by 148\norganizations around the world.\n\n* With Sida core funding support in 2025, IFES completed an update to the Violence Against Women in Elections Framework (VAWE), originally published in 2016. The new framework consolidates key lessons learned from a decades worth of IFES assessments in the field, provides new guidance and information on the role of Technology-Facilitated Gender-Based Violence (TFGBV), includes information on the specific challenges facing women from the LGBTQI community, and launches a\nstreamlined approach to documenting violence against women. The new framework also includes specific guidance and recommendations for EMBs to use in preventing and mitigating VAWE.\n\n* IFES shared comparative international experience and advocated for disability rights in the electionspace at country-specific events such as The Future of Inclusive Elections in Barbados and MakingUgandan Elections Inclusive for All. Global advocacy included: UN Special Rapporteur report on the rights of persons with disabilities: IFES submitted written feedback to a call for submissions on the political representation of persons with disabilities and their right to hold public office. As a result of IFES submission, the Special Rapporteur office conducted a follow-up interview with IFES to discuss the topic in more
