Outcome area democracy and human rights - LUCHA local sections in Bukavu and Kolwezi developed barometers tailored to monitor governance at the provincial level. These tools tracked electoral promises, infrastructure projects, and discrepancies between planned and executed initiatives. This local ownership of governance monitoring not only enhanced transparency but also galvanized citizens to take an active role in shaping their communities. For example, in Bukavu, community members questioned the governor on discrepancies in his action plan, compelling a more accountable approach to local governance. The community pleaded for the elaboration of an integrated development plan for the province of South Kivu in order to take into account the challenges of economic integration, youth, the safeguarding of the environment and the development of basics infrastructures. CAFCO trained the first municipal councillors elected in 2023, given that they had no previous experience of local government. CAFCO began supporting 30 municipal councillors. These newly elected councillors were trained on their responsibilities and also exchanged experiences with councillors who had served at provincial level. As a result of this training, the councillors took the initiative of creating a platform for municipal councillors. Since the councillors are not yet paid by the state, they turned to CAFCO for increased support, which enabled them to meet and refine their working strategies.\n\n2. Outcome area equality and workers'rights -  In the Democratic Republic of Congo, many women in civil society and the informal sector lack access to health insurance and pensions. To change this, the Olof Palme International Centers partner Comité National Femme et Développement (CONAFED) has co-created a public-private partnership and launched a social insurance scheme. Through training, advocacy, and dialogue with the government, 54 individuals have come together to create a shared system where they contribute to their own protection in case of illness and eventually to their pensions. The model not only provides security during health crises but also strengthens womens economic independence and ability to plan for the future. The initiative is an important step toward a more inclusive social protection system, one that reaches even the most vulnerable. It shows that change is possible when people organise, and it lays the foundation for social justice in a country where security has long been a privilege for the few. COSSEP trade union partner signed several collective agreements. Joint commissions took place between government and trade union after some pressure, and agreements (BIBWA 2) were signed for all civil servants, primary and secondary school teachers and higher education. These agreements led to progressive improvements of civil servants remunerations, a pay increase and insertion of more than 150.000 schoolteachers on the governments monthly payroll. CDT, the other trade union partner, successfully negotiated an increase in minimum wage (SMIG). An adjustment of the Guaranteed Minimum Wage \"SMIG\" from 7,050 FC to 14,500 FC was negotiated between government, employers and unions. They also succeeded with a slight increase of teachers salaries to 50 000 Congolese francs.\n\n3. Outcome area just transition - In October 2023, after years of lobbying, advocacy, and technical input from CODELT partner, the DRCs parliament adopted the landmark Law on Regional Planning. This legislation revolutionised land use in the country by introducing spatial planning tools at national, provincial, and local levels, ensuring alignment between various sectors like mining, forestry, and agriculture, mandating free, prior, and informed consent (FPIC) before assigning land, thereby safeguarding the rights of customary landowners. Young girls are becoming more and more involved in Environews neighborhood sanitation work and even some elderly women are actively taking part: One woman took part of the vocational training on production of ecological pavers  a norm breaking action in the context.It also established a National Land Use Observatory and a Customary Land Registry to monitor land use compliance and document land rights and it included penalties for violations while providing funding mechanisms to support land use planning initiatives. This law ensures that no concessions can be granted without adhering to the regional planning framework, marking a significant step towards sustainable development and just transition in the DRC. Also, Environews project in the commune of Mont-Ngafula has inspired to business opportunities. Young people now see waste as a business opportunity. They have coupled the sanitation of their environment with the collection of waste in households. They are already thinking of developing an entity capable of enabling them to carry out integrated waste management. \n\n4. Outcome area peace and dialogue - The DRC has faced prolonged conflict, marked by political instability and societal divisions, particularly in urban centres like Kinshasa. Deep-rooted cultural and ethnic disparities have exacerbated tensions, often manifesting in political and social unrest. CAFCO partner took a leading role in promoting peace and dialogue by engaging women leaders and political stakeholders in peacebuilding initiatives. CAFCO gathered women from four linguistic cultures Ngala, Kongo, Swahili and Luba as they are targeted by hate speech by political actors. Also, in December 2024, CAFCO organized a round table on dialogue and peace, bringing together politicians and women leaders from CAFCO's member women's organization networks. Discussions focused on understanding the value of PEACE, and the role to be played by each actor. CAFCO's efforts demonstrate the transformative potential of dialogue and inclusion in addressing societal divisions and promoting peace. By leveraging the leadership of women and fostering collaboration across political divides, the initiative contributed to reducing tensions and laying the groundwork for long-term stability in the DRC. Environews partner created a forum for youth and authorities at neighbourhood and municipal levels. The authorities at both the neighbourhood and municipal levels took part in meetings around the Mbongwama project and agreed to support the young people in carrying out sanitation activities. This enabled local authorities to create a supportive, free and secure environment that has allowed youth associations to work in peace.\n\n5. Outcome area gender equality - The most significant change occurred during the 2023 electoral cycle, where womens representation and participation increased significantly due to CAFCO's gender-focused interventions. This included training, coaching, and advocacy initiatives that prepared women to contest elections and claim leadership positions. The election saw a notable rise in female candidates and elected officials, marking a cultural and systemic shift in political representation. The most significant change was the election of several women as local councillors, notably Mrs. Antoinette Lokombe, who overcame significant social and institutional hurdles to secure a leadership role in her municipality of Makala. Mrs.Antoinette did not benefit from her partys support but nonetheless went on to win elections despite the prevailing social obstacles. This marked a breakthrough in fostering gender representation in governance as she had been part of the training sessions facilitated by CAFCO. CAFCO contributed to increased inclusion of women candidates in party lists: CAFCO actively lobbied political parties and groupings to include more women in their candidate lists and to finance their electoral campaigns. This led to that women candidacy increased from 11,68% in national parliament (2018) to 17% in 2023. However, the increase of elected women only went from 12% (2018) to 13% (2023). COSSEP increased womens participation in trade union activities. The 2024 General Assemblies mobilised respectively 64 women out of 188 (34%) and 46 women out of 154 (29.8%) compared to 56 out of 154 (36.4%) and 71 out of 205 (34.6%) in 2023, and 45 out of 144 (31.3%) compared to 2022.\n\nThe field visit to Grand Katanga in July 2025 to two unions, CDT and Cossep, was interesting and revealed the strong roots of these unions in the mines and all the challenges that come with it. Interesting synergies have been established between the CDT union and one of Diakonia's implementing partners, African Witness for Peace and Justice, in protecting the rights of communities affected by extractive activities around Kolwezi.
