The political developments in Somalia since the inception of the FGS have highlighted the importance of consultation and ownership by Somali leadership in order for the solutions to be sustained, achieve the necessary impact and stability on the ground. This project seeks to advance the objectives with the following activities:\nPromote high-level dialogue between the Federal Government of Somalia and the Federal Member States by: Continuing to work with senior representatives of MoIFAR at Federal and FMS levels as well as key advisors on reconciliation in the President\u002FPrime Minister’s office in reaching out to key high-level representatives to engage in the dialogue between the FGS and FMS; Working with MOIFAR using the NRF as an entry point in partnership with FBA and UN REFS to create an FGS-FMS inter-ministerial forum that will ultimately become the operational\u002Fimplementation arm of the NRF process; Undertaking shuttle dialogue between key actors to develop strategies for getting buy-in and ownership of the top leadership at both the FGS and FMS level on the federal structure and other state building matters; Facilitating and convening dialogue between the FGS and FMS leadership in order to resolve conflict issues between them such as constitutional review, elections, federalism, security and agree on mechanisms to address any new arising matters; A neutral platform for negotiation was provided by the programme which then facilitated critical discussions that transcended political divides, thereby laying the foundation for reconciliation and cooperation.  This is an example of the major accomplishment by the programme to improve the relationship between Puntland, Jubaland and the FGS.\n\nHowever, this de escalation of tension was not sustained.  In March 2024, Puntland withdrew from Somalia's federal system and indicated that it would govern itself independently until constitutional amendments passed by the central government were approved in a nationwide referendum.  In addition, in October 2024, Jubaland withdrew from crucial government consultations, creating further uncertainty in Somalia's already fragile state-building process. \n\nFurthermore, the aspirations to move to a one-person, one-vote electoral system has been hindered by the failure to complete the drafting of and referendum on a permanent constitution, which would establish the legal framework for direct elections. \n\nBut on the reconciliation piece, the National Reconciliation Framework (NRF) was launched on April 30th, 2024.  This may be partly attributed to the efforts of this programme.  The NRF is expected to facilitate the process towards lasting and sustained - and will work at a national, state, and district level, while recognizing that each conflict is unique, hence the need for tailored approaches.  This is a positive way forward.  \n\nIndeed, the end term evaluation, concluded that this programme was committed to fostering dialogue and reconciliation amongst diverse stakeholders.  It also significantly contributed to advancing peace building initiatives and consensus building processes.  But this has not been sustained because the main objective of the programme was not achieved - 'to resolve political tension and improve the relationship between the FGS and the FMS'.
