WILPF continues to consistently push for integration of gender, feminist and anti-militarist perspectives into disarmament forums, including in relation to the Arms Trade Treaty (ATT). In collaboration with the ATT Secretariat, in 2022, WILPF contributed to development of a section of the ATT Implementation Guide focused on gender-based violence (GBV). This guide has been shared with ATT States Parties, with particular attention to building expertise in the Global South. Building on these progresses, in February 2024, WILPF delivered a presentation to the ATT Working Group on Transparency and Reporting, offering recommendations on how States Parties can incorporate gender considerations into their reporting practices. In 2024, WILPF also made legal submissions to the UN Human Rights Committee and Arms Trade Treaty forums opposing arms transfers to Isreal. By weaving human rights perspectives into disarmament discussions, WILPF has ensured sustained advocacy at the UN Human Rights Council through statements, reports, and strategic interventions. \n\n- In Ukraine, Sida's core support enabled WILPF to sustain a long-term presence and to support women's organisations and feminist activists to start shaping feminist political economy-informed inputs to reconstruction and recovery discussions, in particular by centering unpaid and underpaid care labour, social reproduction, and gendered survival strategies. Concretely, WILPF brought these feminist- informed priorities into policy spaces within the Ukrainian government in 2024, where women activists and officials engaged in conversations on reconstruction approaches. These dialogues combined policy discussion with empowering and healing practices as women included in the conversations also battled with trauma and insecurities related to their everyday lives. The summary of these conversations has been published, with additional academic papers under review. At the international level, WILPF carried this work into advocacy missions in New York, Washington, D.C., and Brussels, where findings were shared directly with UN Permanent Missions, U.S. policymakers, and EU institutions, embedding feminist reconstruction language into those conversations. At CSW68, where the priority theme was poverty and social protection, WILPF promoted feminist approaches to reconstruction in meetings with ambassadors, side events, and joint advocacy with partners such as ICAN, GPPAC, and NORAD. In addition, WILPF has partnered up with the Graduate Institute, Kharkiv National University, and the Center for Social and Labour Research (CSLR), on a three-year academic collaboration focused on capturing gendered survival practices, circuits of violence, and the political economy of recovery. WILPF leads the component on reconstruction and recovery within the project contributing to development of policy-oriented research that, once finalized, will target both international and Ukrainian policy makers. The project marks a critical step in translating feminist analysis into grounded, policy work strengthening the case for alternative, care-Centered approaches to post-war reconstruction in Ukraine and beyond. Together, these examples show how feminist-informed language and approaches have entered both national dialogues in Ukraine, international bodies (UN, EU, OSCE, CSW), and academia through adopted discourse and policy framing on post-war reconstruction.\n\n- Sida's core grant enabled WILPF to rapidly adapt advocacy and operation responses to dynamic crises (e.g. in Gaza, Lebanon, Afghanistan, Ukraine, among others), and to develop cross-thematic analysis to influence policy discussions and advocacy efforts. This level of adaptability allowed WILPF to operate strategically across interconnected domains of peace, rights, and justice. It also helped avoid fragmented, short-term programming and enabled long-term movement-building that centre local ownership and feminist transformation.
