In Year 1, the project reached 178,554 individuals in Year 2, activities were significantly scaled up, reaching 1,724,597 individuals, through major infrastructure rehabilitation in Year 3, the project supported 160,639 individuals. In Year 4, interventions reached 419,314 individuals, with a\ncontinued focus on resilience, sustainability, and local ownership.\n\nLIVELIHOOD: The project combined short-term income support with longer-term livelihoods strengthening and market revitalization. A total of 1,522 individuals participated in CashforWork schemes, while 3,746 entrepreneurs and farmers received grants, training, mentoring or vocational support to strengthen income generation and employment creation. By prioritizing women-led and vulnerable households, livelihoods support directly advanced women's economic empowerment and inclusion. Endline findings demonstrate a substantial increase in womens influence over economic decision-making, rising from 41% to 64%. Nearly half of supported businesses (48%) were women-led, particularly homebased and small-scale enterprises  strengthening income generation while enabling safer, more accessible participation of women. Among agricultural beneficiaries, 86% of women adopted climate-adjusted\npractices, improving productivity and resilience to climate and market shocks. All supported women reported net income from livelihoods by project end. Livelihood activities also reduced negative coping strategies and strengthened social relations between host communities and displaced populations.\n\nBASIC SERVICES: The project significantly improved access to safe water, sanitation and essential communal infrastructure, while strengthening the capacity of local service providers. Over the implementation period, 47 water supply and wastewater assets were rehabilitated or upgraded, alongside 69 Quick Impact Projects (QIPs) focused on social and communal infrastructure. QIPs benefited 149,859 people per month, improving access to critical services such as water systems, schools, health facilities and public spaces. In Jarablus (northern Aleppo) the rehabilitation of two big-scale communal productive assets were rehabilitated in year 2 a slaughterhouse for 40 butchers and a mill utilized by 53 bakeries for increased flour production. In parallel, the project strengthened local service delivery capacity: a total of 134 technical department staff were trained on operation and maintenance, disaster risk reduction and hydrogeological monitoring, achieving near universal posttraining knowledge gains. Hydrogeological and groundwater monitoring activities supported more\nevidence-based water resource management, particularly in water-scarce and drought-affected areas. Endline assessments confirmed significant gains in the\nfunctionality, coverage and sustainability of water and sanitation systems, alongside increased confidence of communities in local service providers. Local\nwater authorities demonstrated improved capacity to manage and adapt services in response to environmental and operational challenges.\n\nLOCAL ACTORS: They are supported to shape decision-making processes and participation. The project strengthened inclusive, community-led\nplanning through the development of Community Relief and Recovery Plans (CRRPs) Maaret Masrin, Tel Tamer, Mansura, Western Salhabiyeh, Akhtrein, Darkosh, Jarablus, Rweished, Tal Brak, Jurneyyeh and a pilot ABA in Dara. Local authorities, civil society actors and technical departments were actively engaged throughout planning and implementation, ensuring recovery priorities reflected local needs and capacities. The strong emphasis on capacity building significantly strengthened local leadership in recovery efforts. By training staff from local NGOs and civil society organizations on area-based\napproaches, the project enhanced technical expertise at community levels. The participants demonstrated increased knowledge, reinforcing strategic coherence and locally driven action. Endline and follow-up assessments confirmed strong results, with 93100% of community representatives reporting that recovery plans reflected local priorities, alongside marked improvements in perceived transparency and social cohesion. Building on lessons learned, Community Engagement Teams (CETs) were institutionalized to ensure sustained community ownership of CRRP implementation and activity design.
