Against this backdrop,  UN Women reports significant progress on normative and institutional dimensions of gender equality, while service delivery to the most marginalized women and girls was sustained through adaptive programme management and the flexibility of the Strategic Note Development Funding from Sida. \n\nSignificant achievements include: \n\n- Progress toward sexual harassment legislation. \n\n- Official recognition of women's unpaid care work as 18.9% of GDP. \n\n- Adoption of the National Reintegration Policy for returnee women migrants. \n\n- Expansion of women-led climate adaptation and disaster resilience initiatives. \n\n- Sustained protection and livelihood services for over 109,000 Rohingya and host community women despite major funding reductions. \n\n- Increased influence of women's organizations on national reform and policy processes. \n\nExamples of changes in practice, decision-making and institutional behavior: \n\n- Government moved from commitments to concrete legislative action on sexual harassment. The Ministry of Women and Children's Affairs (MoWCA) changed its approach from discussing the issue to actively leading an inclusive legislative drafting process involving civil society, ministries and UN agencies. Government institutions began treating sexual harassment as a legislative and governance issue rather than solely a social issue. The Cabinet's approval in principle demonstrates that gender-based violence prevention became a higher political priority. \n\n- Bangladesh Bureau of Statistics (BBS) and policymakers started using unpaid care work data in policy discussions. BBS incorporated unpaid care work into national statistical systems. The Chief Adviser Mohammed Yunus of the Interim Government used the evidence at UNGA80 to support national commitments. Ministries committed to increasing use of time-use and care economy data in planning and policymaking. Government discourse shifted from viewing unpaid care work as invisible household labor to recognizing it as a measurable economic contribution. \n\n- Ministries established new coordination mechanisms on climate and gender. A Gender and Climate Change Focal Point system was established across seven ministries, making ministries change from working largely in isolation to coordinating around gender-responsive climate action. Officials developed ministry-specific gender and climate action plans. Climate agencies started incorporating gender considerations into planning and implementation. \n\n- Local women's organizations became recognized humanitarian actors. Two local women's rights organizations became  appealing partners in the official Joint Response Plan (JRP) of the Rohingya Humanitarian Crisis. Humanitarian actors increasingly viewed local women's organizations as implementing partners rather than beneficiaries. Five of eight Multi-Purpose Women's Centers are now run by local organizations. Funding and operational responsibilities shifted toward local actors. \n\n- Humanitarian coordination became more accountable to women. Twelve Gender in Humanitarian Action (GiHA) chapters were functioning nationally. Humanitarian actors increasingly incorporated gender analysis into planning. Local authorities and humanitarian actors adopted commitments on GBV risk mitigation, shelter safety and women's participation. The Cox's Bazar GiHA structure became integrated into the national architecture, improving coordination between humanitarian and development actors. \n\n- Camp management in Rohingya camps acted on women's safety concerns. Women leaders and UN Women gender officers raised protection concerns in camp coordination mechanisms. Camp authorities introduced gender-specific agenda items into meetings. Camp-in-Charge officials took concrete actions, such as installing solar lighting in high-risk areas. Safety concerns raised by women in this way became part of routing camp management discussions. \n\nTaken together, the above examples demonstrate a shift from isolated gender activities toward institutionalized gender-responsive decision-making. Government ministries, election authorities, humanitarian actors, local governments, educational institutions, civil society organizations and UN agencies increasingly:\n\n- use gender evidence in decision-making; \n\n- create formal coordination and accountability mechanisms; \n\n- include women and women's organizations in governance processes; \n\n- allocate resources and services in response to women's priorities; \n\n- recognize women as leaders, decision-makers and partners rather than only beneficiaries. \n\nThese behavioral and institutional changes are among the most significant development results reported by UN Women because they increase the likelihood that gender equality gains will be sustained beyond individual projects.
