This takes place partly through capacity strengthening of existing projects with embedding of research, and partly through activities aiming to link these local innovations with policy makers, key ministries, researchers, local donors and other relevant actors for more effective implementation, policy uptake and scale up of results.\n\nThe overall theory of change holds that by identifying and strengthening the capacity, innovation and linkages of social innovation projects in Uganda, the programme will contribute to improved health and sexual and reproductive health and rights of vulnerable people. As such, the programme is ultimately contributing to universal health coverage and to the SDG fulfilment. Case studies carried out by SIHI Uganda show that the strengths of the solutions are in aspects of equality, inclusivity and diversity, while the weaknesses relate to limited capacity for learning, innovation and research, as well as the small scale of the innovations. This in turn leads to a lack of research data that can help demonstrate the value of the solutions in order to convince policy makers and other actors. The lack of data also limits the opportunities to inform the innovators on how to best make their solutions more effective, sustained and scaled up. The programme aims to fill these gaps. \n\nThe programme is designed around two one-year cycles with a six-month capacity building fellowship as a main component, with six modules where the selected projects\u002Finnovators are trained in areas such as effective project management, entrepreneurship, follow-up and evaluation, research approaches and tools for social innovatin, communication and fundraising. The program draws on experienced lecturers from the School of Public Health, Business school and the Schools of Social Sciences and Gender at Makerere University. Case studies on selected innovations will be carried out by MakSPH with funding through the global SIHI programme.\n\nThe second main component of the programme, with a focus on developing a community of practice on social innovation, advocy opportunities and scale-up, includes regional and national dissemination workshops for learning and linkages with relevant actors. The program will also initiate and test new funding models to attract more partners and funding to the innovators and to the SIHI hub. A new element piloted through this contribution is small grant funding to selected innovations. The rationale is to complement the capacity building with seed funding to either expand the scope of the services provided or strengthen specific aspects of their work. SIHI will work with the social innovation projects to identify\na priority area of their work that can be improved or made more efficient with seed funding. Identification of projects will be done through an internal call where all previously identified projects will be eligible to participate. Applications will be\nselected based on the feasibility of the proposed activities and expected results. A maximum of three projects per year will be awarded up to USD 30,000 through this component.\n\nIt is Sida’s assessment that the proposed contribution is relevant for the implementation of the 'Swedish strategy for development cooperation with Uganda 2018-2023' as a whole and for the following goals in particular:\n\n- Improved and equitable access to basic health and medical care, with a focus on women, children and young people\n- Greater access to and respect for sexual and reproductive health and rights\n- Strengthened capacity to prevent gender-based violence and discrimination against women and girls",{"lang":211,"value":219},"Insatsens övergripande mål är att identifiera och stärka kapaciteten i lokalt förankrade och innovativa hälsoprojekt i syfte att förbättra sårbara människors hälsa och SRHR. Through this initiative, Sweden has strengthened the capacity, effectiveness, and sustainability of community-based health organizations in Uganda while improving the linkages between grassroots innovators and national and district-level decision-makers. The programme focuses on empowering local actors, particularly in the areas of Sexual and Reproductive Health and Rights (SRHR), to drive solutions that are relevant, sustainable, and scalable.\n\nCapacity Building and Training\n\nUnder SIHIs capacity-building component, 44 innovators from 24 community-based organizations (CBOs) were trained during the reporting year. These innovators were equipped with the skills to design, test, and scale SRHR and health innovations that address the specific needs of their communities. Small catalytic grants were provided to help refine and pilot these innovations, laying the groundwork for their potential expansion. A recent field visit to innovators in Kampala and Wakiso districts has confirmed the success of this approach, with several programs already demonstrating measurable outcomes.\n\nNotable Results and Innovations\n\n1. Alliance of Women Advocating for Change (AWAC):\n\nAWAC, a national NGO founded by female sex workers, is piloting the Community Health and Livelihood Empowerment Groups (CHLEG) model across eight districts. This model integrates HIV prevention, SRHR services, mental health support, and socio-economic empowerment through group savings mechanisms. AWAC has established safe spaces, drop-in centers, and Village Savings and Loan Associations (VSLAs), along with weekly clinic days where women receive SRHR services, business skills, and financial empowerment. To date, more than 4,500 women have benefited from the programme, leading to improved ART adherence, enhanced well-being, increased financial security, and reduced stigma. This initiative exemplifies the effectiveness of community-led, intersectional approaches that combine health and empowerment to address multiple aspects of women's lives.\n\n2. Action 4 Health Uganda (A4HU):\n\nA4HU has taken significant steps in scaling digital SRHR innovations for young women across 14 districts in Uganda. Through the POWER Project, A4HU has empowered women aged 18-30 to establish sustainable SRHR and family planning businesses through Youth Engagement Centres. These centres offer training, mentorship, and business development support, while integrating digital health and education. With support from Sweden and a SIHI catalytic grant of UGX 43.5 million, A4HUs innovators under POWER Cohort III have generated over UGX 1.5 billion in just one year, creating 275 jobs in SRHR-related startups. Among these innovations is Simply Hers, a digital platform that facilitates the ordering of emergency contraception, aiming to expand access to marginalized groups, such as young adolescent girls, commercial sex workers, and AWAC members. This innovation effectively links SRHR, gender equality, and economic empowerment, and is a prime example of how digital tools can bridge gaps in healthcare access.\n\nEvidence of Impact\n\nEvidence from recent assessments highlights the tangible outcomes of SIHIs work. One example is the multiplier effect created by the digital SRHR innovations, which have already contributed significantly to both social and economic outcomes. For instance, Simply Hers is not only expanding access to essential SRHR services but is also promoting gender equality and financial empowerment for marginalized groups. These successes underscore the critical role of community-led and digital innovations in scaling SRHR solutions.\n\nStrengthening Linkages and Advocacy\n\nSIHI also focused on linkages and advocacy to enhance knowledge exchange and strengthen connections between innovators and policymakers. The programme has effectively facilitated innovation-to-policy linkages, ensuring that successful innovations are shared with national and district-level decision-makers to inform and shape policies. By strengthening these links, SIHI has contributed to building a more inclusive and evidence-based approach to health policy and program design.\n\nAchieving cost efficiencies \n\nA key feature of SIHIs approach is the use of a verified cost reimbursement system for small catalytic grants, which acts as a risk mitigation measure. This approach is designed to prevent misappropriation of funds and ensure that innovators with limited financial management systems can still receive the necessary support to scale their projects responsibly.\n\nConclusion\n\nThe Social Innovation in Health Initiative is a clear demonstration of how community-driven, locally led health innovations can bring about meaningful change in sexual and reproductive health outcomes. By focusing on capacity-building, small grants, digital health solutions, and fostering strong policy linkages, SIHI is empowering Ugandan communities to lead their own health solutions and set the foundation for long-term, sustainable development. Through this work, SIHI aligns with Sweden's goals of promoting sustainable development, inclusive innovation, and evidence-based policy, while making a significant contribution to improving SRHR and economic empowerment across Uganda.\n\nFor more details please refer to SIHI's Annual report. \n",{"title":353,"description":355,"measure":357,"ascending":206},{"narrative":354},"Not
