Stronger Legal Protection and Use of the Courts\nThe report highlights clear progress in how laws are being used to protect girls. More than 25 countries where FGM is practiced now have laws banning it, but enforcement has often been inconsistent. During the period under review (2025), there are signs that this is improving.\n\nIn Kenya, the High Court upheld the national law prohibiting FGM, reinforcing the responsibility of the state to act against the practice. In another case, international intervention prevented the deportation of a girl from Denmark who faced a real risk of FGM. These examples show that legal systems are not only in place, but are increasingly being used to prevent harm and protect individuals directly.\n\nIII. Increased Government Responsibility and Oversight\nGovernments are showing stronger engagement in addressing FGM. National institutions, including parliaments, are paying closer attention to how policies are implemented and whether commitments are being fulfilled. In some countries, this includes reviewing budgets to ensure that funding is allocated to efforts aimed at ending FGM.\n\nAlthough spending levels differ widely, this growing focus on accountability marks an important step forward. It shows that FGM is being treated less as a peripheral issue and more as a priority that requires consistent and coordinated\ngovernment action.\n\nIV. Regional Cooperation Across Borders\nFGM often continues across national borders, as families move girls to places where laws are weaker or less enforced. The report highlights progress in addressing this challenge through increased cooperation between countries.\n\nIn East Africa, five countries have worked together to develop and begin implementing a joint plan to address crossborder FGM. Regional bodies such as the African Union have supported these efforts, helping countries align their\napproaches. This kind of cooperation is essential for closing gaps that allow the practice to continue despite national bans.\n\nV. CommunityLed Action and Local Monitoring\nAt the community level, there are encouraging signs of change that go beyond policy and law. In several areas, communities that have publicly committed to ending FGM are now taking steps to ensure those commitments are upheld.\n\nThis includes setting up local monitoring systems and involving community leaders in discouraging the practice. Evidence from countries such as Ethiopia and Senegal shows that when communities collectively abandon FGM, prevalence can decline significantly within a generation. These efforts are important because change is more likely to last when it is led by the communities themselves.\n\nVI. Greater Use of International Platforms\nAnother key development is the increased use of international platforms to push for action. Civil society groups are making more effective use of global review processes to highlight gaps and hold governments accountable.\n\nAs a result, governments are receiving more detailed recommendations and, in some cases, responding with concrete steps. This stronger link between global discussions and national action is helping to maintain attention on FGM and\nencourage progress.\n\nVII. Measurable Progress and Remaining Challenges\nThe report reflects both immediate and longer term progress. In the short term, there have been direct actions that protect individuals, strengthen laws, and support policy development. Over time, there are signs of deeper change,\nincluding shifting attitudes, stronger institutions, and improved cooperation.\n\nHowever, challenges remain. Progress is uneven, and in some regions particularly parts of East and West AfricaFGM prevalence can still exceed 70% in certain communities. Not all countries are making full use of the tools available\nto them, and responses are sometimes slow.\n\nOverall, the findings show a steady movement in the right direction. While the numbers remain high, the combination of changing attitudes, stronger laws, increased government action, and community involvement is beginning to create\nthe conditions needed for a
