The training was delivered regionally, with an emphasis on industries most relevant to each location, enhancing the practical relevance of the sessions. \n\n* there has been progress in operationalising the IRRM, a tax introduced in 2014 to capture super-profits in Mozambiques mining sector. \n\n* as a result of targeted capacity-building efforts, EITU staff (Extractives Industry Taxation Unit) are now better equipped to conduct Transfer Pricing (TP) analysis and oversight within the extractive sector, a crucial step in mitigating revenue losses from profit shifting and tax base erosion.\n\n* monitoring visits to extractive companies in Maputo and Zambézia provinces operating in commodities such as bentonite, tantalite, manganese, beryl, lepidolite, pollucite, and heavy sands revealed significant compliance issues with tax regulations and operational challenge. These findings provided immediate enforcement opportunities, which are likely to generate additional tax revenues for Mozambique. \n\n* the submission of the complete draft of the Tax Policy Diagnostic was a result of two years work to comprehensively analyse the principal taxes and propose recommendations for reform. These recommendations were distilled into a practical roadmap for reform, annexed to the diagnostic, which could serve as a basis for reforms to be implemented by the new government. \n\n* the policy note on fiscal benefits to stimulate discussion led to a request for a comprehensive analysis of the current context, followed by a proposed legal drafting reflecting TEDIs recommendations to the Fiscal Benefits Code. \n\n* the delivery of a Tax Data Flow mapping, which aims to increase the ability to carry out evidence-based tax policy by improving access to data. The report highlights existing data flows and identifies the factors that make it impossible, difficult, or time-consuming to obtain certain data essential for tax policy analysis. As a result, MEF requested the project to draft an ofício - to be signed by the Minister of Finance - requiring data-holding institutions to share data with MEF on a regular basis. \n\n* support to MEF on LNG contracts' fiscal conditions: TEDI has initiated support to an embedded advisor working on this topic, focusing on the implementation of the Sovereign Wealth Fund (SWF), as well as monitoring\u002Fforecasting LNG revenues. Two deliverables have already been completed - an analysis of the Coral Sul contracts identifying conditions that could be altered for future contracts, and a review of the data required by MEF to monitor LNG revenues.  \n\n* TEDI was given the opportunity to contribute to the drafting of the five-year Public Financial Management Strategy (PFM), to ensure tax policy is adequately reflected.
