Some objectives, notably Business and Human Rights and land- and rights-related policy implementation, are only weakly evidenced in the 2025 report. Nevertheless, reported results indicate that several relevant state and institutional actors adjusted practices, strengthened accountability mechanisms or adopted measures more closely aligned with human rights standards, including:\n\n- The Ministry of Defence changed its regulatory practice by adopting a new manual on the use of less-lethal weapons. This manual was developed through a dialogue process facilitated by OHCHR and involving the Ministry, the National Police and civil society. By adjusting its rules and practice, these institutions drive changes in line with human rights standards within the security sector.\n\n- The security forces appear to have changed aspects of their operational conduct in relation to protests. The report says they generally responded with greater restraint and with more respect for necessity and proportionality, alongside a third consecutive annual decrease in allegations of arbitrary deprivation of life, showing behavioural change in practice.\n\n- The Attorney Generals Office changed its investigative practice by strengthening its methodology, reinforcing the prosecutorial group dealing with protest-related violations, bringing criminal proceedings into emblematic cases, and investigating patterns of responsibility related to improper use of less-lethal weapons.\n\n- The Ombudsmans Office, together with OHCHR and other actors, helped shift the behaviour of political parties and social movements by promoting the Commitment to a Free and Peaceful Electoral Process, including commitments to refrain from hate speech, discriminatory discourse and political harassment in the digital sphere. The report also notes that the Attorney Generals Office developed the Electoral Peace strategy. This is an example of changed priorities and relationships among institutional and political actors.\n\n- The JEP and the Attorney Generals Office appear to have improved inter-institutional
