The program uses a Market Systems Development Approach. This approach underlines the importance of systemic change: understanding where market systems are failing to serve the needs of people living in poverty, and acting to correct these shortcomings, mainly by creating incentives among the actors in the system to make the system more inclusive. MSD promotes, among other things locally adapted and innovative solutions, adaptive programming and sustainable and scalable results. This program is one of two “sub-programs” in one regional program covering both the Eastern Partnership (EaP) and Western Balkans. Both sub-programs have country windows, one in WB, North Macedonia, and one in EaP, Armenia.\nEmployment and income increases for excluded groups are a key component of inclusive economic development. In Eastern Europe and the Western Balkans, the development is negatively affected by both poverty, brain drain and discrimination against different population groups. Income and employment for development cooperation's target groups counteract these negative trends.To stay competitive in global markets, development towards green transition is necessary and therefore also green skills and adapted business models.\nThe program is implemented by Helvetas, a Swiss NGO with experience from working with market system development.\nRECONOMY is an innovative program in that it uses an MSD approach at the regional level. Often the \"Markets\" in MSD approaches are limited by national borders. But especially in the Eastern Partnership and in the Western Balkans, this is rarely the case. Various aspects of the market systems cross borders and RECONOMY has a well-developed way of exploiting these opportunities for development. Although progress was slow in the beginning, the pace has picked up during the last couple of years. \n\nOne of the expected results has been the scale of economic benefits generated for women and youth. By the end of 2025, 17,230 individuals in the Western Balkans had improved their income or employment opportunities (target by the end of the current program is 30,200), generating more than CHF 27.2 million in additional income. The income generated is low in general against the phase target (CHF 83 million for WB), however with the assumption of the jobs being sustainable, the incomes are on increasing trajectory. In 2025 alone, 10,263 women and young people in WB benefited from improved income and employment opportunities generating CHF 22.4 million in additional income. Employment creation exceeded programme targets, with 14,367 jobs created in the Western Balkans, equivalent to 110% of the target of 12,080. Furthermore, 10,668 women and young men acquired market-relevant skills, creating a strong pipeline for future employment and income gains.\n\nA second expected result has been increased private-sector investment and ownership. Across the Western Balkans, private-sector enterprises invested more than CHF 32.3 million cumulatively against a target of CHF 19.2 million, reflecting growing confidence in skills development, green construction, tourism and digital services markets. Also, engagement with Swedish actors and businesses have been strong and are developing, e.g. with Arbetsförmedlingen, Volvo Group and IKEA.\n\nBeyond these planned results, several unexpected and positive outcomes have emerged. In the energy-efficient construction sector, RECONOMY-supported Green Building Councils (GBCs) expanded beyond their original role as technical platforms and evolved into active coordination and advocacy mechanisms. New GBCs were established in Albania, Kosovo, North Macedonia and Montenegro, engaging some 120 companies and 400 professionals. Trained professionals are transferring knowledge to colleagues, advising clients on green solutions and embedding sustainable practices within firms, indicating wider behavioral change than originally anticipated.\n\nIn regional tourism, the TransDinarica cycling route generated good market uptake. Nearly 7,000 cyclists used the route in 2025, benefiting 486 women and youth, creating 229 jobs in e.g. rural businesses, generating more than CHF 2.6 million in additional revenue and leveraging over CHF 3 million in private investment.\n\nThe independent RECONOMY Follow-Up Review further highlights an important systemic outcome: many interventions have successfully embedded new curricula and training approaches within local institutions, creating lasting changes to vocational training systems. The review notes that these institutional changes represent systemic transformation that extends beyond immediate quantitative results and increases the likelihood of sustainable impact after programme support ends.\n\nSome challenges reported are for example that income results are growing more slowly than employment results, as many interventions are still maturing and benefits take time to materialise. Another challenge is that not all skills training has yet translated into jobs or higher incomes, highlighting gaps between training and labour market demand. Also, some sectors, particularly regional tourism, show weaker evidence of systemic change despite positive outreach and income results . It is also noted that external factors such as economic uncertainty, skills shortages and migration continue to constrain progress.\n\nSome lessons learned are for example that:\n\n- Sustainable impact depends on systemic change, such as embedding curricula, strengthening institutions and building industry platforms, not only on beneficiary numbers.\n\n- A more focused portfolio with fewer, strategically selected sectors delivers stronger results and clearer pathways to scale.\n\n- Private-sector ownership and investment are essential for sustainability and long-term impact.\n\n- Skills interventions need stronger links to employers and job creation opportunities to improve conversion into income and employment.\n\nIn conclusion, RECONOMYs Western Balkans portfolio 2023-2026 has contributed to substantial employment, income and investment results, and has also generated early signs of systemic change through institutionalised skills systems, stronger industry coordination, increased private-sector ownership and the emergence of sustainable regional market platforms.
