equality, such as the Istanbul convention on combating violence against women, legislation on response to conflict related sexual violence, a state strategy and action plan on equal rights and opportunities for women and men until 2030 as well as a third national action plan on UN Security Council Resolution (UNSCR) 1325 on women, peace and security (WPS) until 2030 (NAP 1325). \n\n- In 2025, gender-responsive budgeting (GRB) was institutionalized through amendments to the Budget Code for the first time in Ukraine's history. Building on this momentum, the National Employment Strategy until 2030, adopted in January 2026, explicitly recognizes women as a priority group in Ukraine's labour market, embedding targeted measures to address caregiving burdens, gender stereotypes in professional orientation, and the persistent gender pay gap within an EU-aligned framework, reflecting the sustained impact of the Project's policy advocacy well beyond its formal conclusion.\n\n- Institutional capacity was strengthened systematically and sustainably across 15 National Women's Machinery institutions and relevant line ministries, with 13 partner governmental authorities meeting annual milestone targets for improved implementation and monitoring.\n\n- A nationwide civil service training system on gender-equality related issues, developed in partnership with the National Agency on Civil Service (NACS) and the High School of Public Governance, certified 1,850 public servants across all oblasts of Ukraine, with a further 7,927 completing online courses on sexual harassment prevention and CRSV (conflict-related sexual violence) response developed under officially approved state curricula. A particularly significant sustainability milestone was reached in 2025, when 74 of the 119 certified trainers in the nationwide Training-of-Trainers network were certified that year alone, ensuring continued scaling of gender equality competencies across government institutions independently of project funding and using state budget resources.\n\n- Coordination mechanisms were transformed from consultation forums into operational policy platforms, generating 21 joint actions and commitments on advancing gender equality. The Alliance for Gender-Responsive and Inclusive Recovery, co-established by UN Women, Ukraine, and Germany at the Ukrarine Recovery Conference in Berlin 2024, grew to more than 100 partners by the beginning of 2026, including 40 new members joining it in 2025, embedding gender equality in international financing and reconstruction decisions at scale.\n\n- Women's rights advocates and civil society organizations moved from the margins to the centre of Ukraine's gender equality reform processes. Their direct contributions shaped 15 national GEWE documents, including laws and strategies on CRSV, GBV (gender-based violence) prevention, equal pay, regional development, and demographic policy. CSOs such as JurFem, LaStrada-Ukraine, and UAExperts provided expert input into Istanbul Convention alignment, while women's groups contributed to the Gender Pay Gap Strategy, the Regional Development Strategy, and the Law on Equal Rights and Opportunities. The Ukrainian Women Veterans Movement influenced the development of the Concept of a New Veteran Policy through direct engagement with the Ministry of Defense, the Ministry of Social Policy, and parliamentary committees.\n\n- The private sector was mobilsed to advance gender equality in Ukraine. The Project played a catalytic role in building structured cooperation between businesses, government institutions, and civil society on gender equality. The Women's Empowerment Principles (WEPs) community in Ukraine grew to 62 signatory companies by the end of 2025, representing a critical mass of corporate leaders committed to gender equality in the workplace, supply chains, and communities. Between 2022 and 2025, private sector partners implemented 50 flagship initiatives integrating gender equality into workplace policies, corporate culture, and business ecosystems, with 22 companies developing structured WEPs Plans based on gender gap analysis. These commitments translated into concrete workplace reforms implemented by the private business: companies such as Aurora introduced family-friendly policies including childcare facilities and GBV support hotlines; DTEK, Ferrexpo, and Lika Comfort implemented reskilling programmes enabling women to enter technical and industrial occupations; and Ukrenergo, Projector, and\nThe WEPs Award 2025 finalists - Lika Komfort, Intellias, and Avrora. Photo: UN Women\u002FSerhii Piriiev Uklon launched employment and mentorship initiatives specifically targeting women veterans and families of military personnel. Through technical assistance and cooperation with WEP's companies, 459 women small-business owners strengthened their entrepreneurial capacities and accessed new market opportunities.\n\n- Direct support to war-affected women combined individual empowerment with structural private sector engagement. The Women for the Future initiative reached 74,430 women through career development training, including 5,969 women through targeted mentoring programmes and a nationwide visibility campaign. Of 466 women who received individual mentoring supported by 126 private companies and 124 mentors, 22% secured new employment and 12% launched their own businesses.\n\n- The project shifted to include humanitarian support in 2022-2023 to address the more urgent needs following the full-scale invasion, while maintaining its focus on long-term recovery. Through four women-led CSO partners, more than 3,500 war-affected women and girls, including women living near the front line and in de-occupied territories, internally displaced women, refugees, activists, volunteers, and their family members, received critical support spanning emergency humanitarian assistance, legal aid, psychosocial services, and economic empowerment. \n\n- Changes among key actors: \n\nAt the governance level, the project contributed to a stronger, EU-aligned legislative and policy framework that expands women's rights, strengthens protection from gender-based and conflict-related sexual violence, and embeds gender equality into recovery, budgeting, and public accountability systems. Project`s interventions has improved the ability of national institutions to plan, implement, monitor, and publicly report on gender equality commitments, making gender equality a core part of Ukraine's reforms and accession architecture rather than a standalone agenda.\n\nAt the civil society level, the project strengthened women's organizations and women leaders to move from consultation to influence. Women's rights advocates increasingly contributed evidence, shaped national and local policies, monitored government commitments, and led public advocacy initiatives. This helped ensure that recovery and reform processes better reflected the needs and priorities of women and girls, including those most affected by war.\n\nAt the private sector level, the project helped establish a stronger ecosystem for women's economic empowerment by engaging the private sector as a partner in change. Companies increasingly adopted gender-responsive workplace policies, invested in women's leadership and skills development, and created opportunities for women entrepreneurs through mentoring, supplier linkages, and market access. This contributed to more inclusive workplaces, stronger support for war-affected women, and improved prospects for women's participation in economic
