This support has been very successful. KNBS has been actively engaged and together with SCB they have dealt effectively with the problems that have arisen. The support was independently evaluated in 2020 (Frans van Gerwen and Norah Madaya, “Evaluation of Cooperation Between Kenya National Bureau of Statistics and Statistics Sweden Since 2014,” Sida Decentralised Evaluation 2021:4). Key achievements span over all five components of the project. Together they reflect both expanded statistical output and stronger institutional capacity to produce, document, and disseminate statistics sustainably. The accumulated progress during the course of the contribution has lead to the KNBS demonstrating growing ownership and capacity to maintain progress independently.\n\nResults from the five project components include:\n\nComponent 1 - Statistical products\n\nOutcome 1: Improved range and quality of statistical products\n\n• KNBS improved the range of gender statistics and have implemented sex disaggregated statistics whenever possible. Of particular importance was the launch of the satellite accounts for household production, that was executed together with UN Women. The study measures the amount of unpaid household chores men and women, respectively, do every day. The statistics generated clear and significant engagement from Principal Secretaries in economic planning and gender, who explicitly identified the statistics as essential evidence for designing policies to reduce women's time burden in unpaid work. The work also enables Kenya to report on SDG Indicator 5.4.1, meeting both national and international monitoring needs.\n• KNBS has signed an MoU with Kenya Revenue Authority (KRA) on sharing administrative business data, enabling a modernisation of the Statistical Business Register (StatBus 2.0). These activities has resulted in a transition from manual, ad-hoc updates to a systematic framework which is continuously updated, and constitutes high-quality sample frame for all business surveys. The register now serves as the backbone of the entire economic statistical system.\n• Kenya's first Environmental Statistics Report was released in early 2025. Products made in this project on environment statistics will enable Kenya to meet international reporting requirements while providing policymakers with actionable data for designing green growth strategies and evaluating carbon-related policies.\n• The project achieved a significant breakthrough in trade statistics that culminated in KNBS's commitment to participate in the OECD Trade in Value Added initiative (TiVA). The initiative directly adresses high-priority policy needs.\n\nComponent 2 - Management\n\nOutcome 2.1: Leadership motivates and supports the staff at KNBS to successfully adopt change to achieve the organisation's goals (as defined in KNBS' strategy)\n\nKNBS is advancing toward a more modern organisation through several key initiatives by management anchored in the five year strategy, including:\n\n• Investments in a new data science team, strategically integrated with the \"Young Statistician Program\", opening opportunities to move beyond isolated capacity building to systematic institutional transformation.\n• Developing the critical infrastructure, advancing work on the ICT strategy and the Open Data Portal 2.0, representing a transformative move away from the PDF files toward machine-readable data dissemination.\n• Increased focus on quality assurance development.\n• Demands for of a comprehensive curriculum to enhance and improve the training programs for staff.\n\nOutcome 2.2: Management use performance data to continuously assess KNBSs work and improve the utilization of resources\n\n• During 2025 KNBS implemented a modernisation of both the monitoring system, including a release calendar and reporting, in where punctuality and timeliness are tracked frequently, and monitoring report. This institutionalisation of performance monitoring showcases progress in regards to institutional capacity.\n• However, punctuality of statistical releases fell back to 40% during 2025 (same as the baseline from 2023), after an improvement during 2024 to almost 60% (compared to the target of 80% by end of project). Although the KNBS management are increasingly focused on this, punctuality remains a challenge.\n• Three new management information systems has been developed: a data request system to track and categorize public data requests, enabling KNBS to identify patterns and transform frequent requests into official statistical products; a complaints management system to systematically capture and analyse feedback for service improvement; and a risk monitoring system to improve organisational planning and risk mitigation.\n\nComponent 3 - Quality assurance\n\nOutcome 3.1: Statistics are produced using standardised processes\n\n• By 2025, documentation of generic statistical processes reached a level of maturity where KNBS no longer requires external support for basic Kenyan Statistical Process Model maintenance. Focused shifted from product-specific documentation to a broader quality and metadatasystem with standardised processes serving not only KNBS but also other NSS producers.\n• The generic production processes are now thoroughly documented with improved navigation features, visual process diagrams, and automated HTML conversion capabilities. This documentation provides transparency and creates a foundation for efficient resource utilization and knowledge management.\n• KNBS began developing a comprehensive metadata management system in 2024 which is still not fully implemented. However, progress continued during 2025 and the institutional commitment suggests that this output will be realised during this year.\n\nOutcome 3.2: Statistics are sufficiently documented\n\n• KNBS achieved a transformative milestone in 2025 by establishing a comprehensive documentation ecosystem that makes statistics truly accessible and verifiable for users.\n• A quality and metadata portal has been established, developed in collaboration with the Young Statisticians program and inspired by Eurostat's Metadata Handler. The portal transforms documentation from scattered PDF files into an integrated, accessible resource.\n• The narrative report for 2025 suggests that KNBS now possesses both the infrastructure and capacity to maintain comprehensive statistical documentation as standard institutional practice.\n\nComponent 4 - Information and communication technology (ICT)\n\nOutcome 4.1: Statistics production is done efficiently and securely\n\n• During 2025 the development of KNBSs ICT strategy continued moving from manual to integrated digital systems.
