Due to budgetary cuts affecting Swedens Strategy for Development Cooperation with Colombia 20212025, in February of 2023, SALAR International was asked by Sida to responsibly phase out FOINCIDE II by 31 December 2023. This also implied a reduction of the overall project budget, from 31,3 MSEK to 9,5 MSEK. Thus, the project implemented its inception phase from August to December 2022, and adapted most of its programming to phase out during 2023.\n\nFOINCIDE II was implemented at the national level and in 7 municipalities where the governmentled Programs for Territorial Development and Peace (PDET in Spanish) are implemented: Tierralta, Sur de Córdoba Puerto Libertador, Sur de Córdoba Fonseca, Perijá La Jagua de Ibirico, Perijá Chigorodó, Urabá Antioqueño Necoclí, Urabá Antioqueño San Pedro, Urabá Antioqueño.\n\nDuring the reduced period of implementation, FOINCIDE primarily focused its work in two areas: 1) fulfilling its commitments to the 7 PDET municipalities as stipulated in the signed MOUs with each municipality and 2) identifying a national level partner to transfer project materials, methodologies, tools, etc., to create conditions for sustainability of the results.\n\nDespite the budget and timeframe reductions, FOINCIDE II was able to adapt and remain flexible to deliver important results. Here below are examples of the results achieved.\n\nIn the framework of the MOU between SALAR and ART the following results were achieved:\n\n1. Approximately 120 participants from ART and PDET Municipalities participated in a certified 12week online course that covered the following topics: participation, social mediation, territorial planning, and gender mainstreaming. Of the 120 participants, 90 participants from 32 municipalities received their certification. As part of the training course, a community of practice\nwas established with 300 practitioners through WhatsApp, where tools, information and videos were disseminated for easy access.\n\n2. To contribute to the institutionalization of the FOINCIDE developed methods and tools, 15 ART employees participated in a training of trainers (ToT), who will also play a role in implementing ARTs Territorial Capacities Strengthening Plan.\n\n3. The webpage aprenderparagobernar.com, which hosts all methods, tools, and courses designed and implemented through FOINCIDE, was officially transferred to ART. The webpage has been incorporated into ARTs intranet and its institutional webpage. Deriving from various dialogues and presentations of the webpage to the Higher School of Public Administration (ESAP in Spanish), the institution has also included a direct link to aprenderparagobernar.com from its official webpage. The efforts of both institutions to incorporate these tools into their systems and disseminate them internally indicates that the FOINCIDE tools\nwere deemed useful and relevant, which can contribute to their sustained use beyond the projects activity period. Although results from the partnership with ART can be highlighted from FOINCIDEs phaseout stage, it is important to note that throughout implementation and in the final report, SALAR notes that institutional weaknesses within ART may pose a risk for the sustainability of results.\n\nAdditional accompaniment to the ART would have been useful for the effective inclusion of FOINCIDE tools in the ART training plans and programs. Nonetheless, given the limited implementation time of the project, it is assessed that FOINCIDE II was able to achieve the adjusted expected results as per the phaseout stage work plan.\n\nIn the area of Citizen dialogue, the following results can be highlighted:\n\nFOINCIDE´s capacity building program, implemented between February and August of 2023 with the 7 prioritized PDET municipalities, evidenced results at different levels. Local government representatives were trained on the use of tools and methodologies to design, implement and evaluate processes of participation in an innovative way. This process not only resulted in local authorities improved understanding of and capacity to timely and appropriately perform citizen dialogue, but also resulted in the practical application of this gained knowledge in partnership with community members. Six of the seven municipalities implemented citizen dialogue processes that resulted in the periodization and implementation of projects to address specific community concerns. It also evidenced how citizen dialogue can contribute to improving the relationship between the local authorities and citizens.\n\nAlthough in some municipalities (e.g. San Pedro and Necocli) the gained knowledge and tools were put to use without any support from the project, in their annual accountability processes for example, the level of appropriation of these concepts and tools by all the municipal authorities varied. Additionally, given that the authorities that participated in the project were finalizing their mandates, it is unclear how much of the gained knowledge and methodologies have been transferred to the 2023 elected local authorities. Nonetheless, given that citizens played an active role in the implementation of citizen dialogue processes and experienced the positive outcomes, it can be expected that some will lead and\u002For
