In consultations with the GoB, donors and four UN agencies (UNHCR, IOM, WFP and FAO), a second phase of the joint UN programme has been developed to continue the good practices achieved by SAFE+ beyond 2022. The goal of the programme is for refugees and host communities to become more climate-resilient and food secure as well as less exposed to SGBV and disaster risks through sustained access to cleaner cooking energy, improved natural resource management and green skills development and livelihoods. In Phase 2 of the SAFE+ programme, UNHCR is joining the programme and is taking over from IOM as Convening Agency to support coordination of the UN Joint Response through a Pass-through and Parallel administrative structure with Joint Programme objectives integrated into the overall Rohingya Humanitarian Crisis Joint Response Plan (JRP) for 2022 and beyond.\n\nSAFE+ 2 consists of three interlinked strategic priorities to be achieved through integrated projects led or co-led by the participating agencies:\n\nObjective 1: Access to Cleaner Energy will focus on provision of cleaner and more efficient cooking energy sources through the continued provision of LPG and energy efficient cooking equipment to reduce deforestation and mitigate climate change. \n\nObjective 2: Environment and Ecosystems will focus on knowledge management related to watershed and natural resources management and climate action, ecosystem rehabilitation and environmental conservation to strengthen community resilience to mitigate conflicts over natural resources, disaster and climate shocks such as landslide risks, floods, and droughts through Nature-Based Solutions, as well as synergies with green livelihoods, environmental awareness and strengthening social cohesion between host and refugee communities. \n\nObjective 3: Resilience will contribute to strengthening resilience and existing livelihoods capacities while preventing further harm to the environment due to the negative coping strategies and unsustainable agriculture practices. On\n1 June 2025, Sweden provided a cost extension of 20 MSEK. The following results were reported in the 2024 report (shared on 31 May 2025) and the 2024 annual evaluation (shared on 10 July 2025):\n1) Access to Cleaner Energy\nSAFE2 has made significant strides in reducing firewood dependency through the promotion of LPG adoption. This shift has led to a 79% reduction in firewood consumption among refugees and a 53% reduction among host communities, which has in turn prevented the extraction of over 330,000 tons of firewood (through a reduction in overall firewood extraction from 462,000 tons to 37,000 tons annually) and reduced CO2 emissions by an estimated 407,000 tons. \n\n2) Environment and Ecosystems\nThe program has actively supported environmental rehabilitation through initiatives such as tree planting, watershed rehabilitation, and ecosystem\nconservation. In 2024 alone, 132,550 saplings were planted within the camp areas, complemented by 330 hectares of plantations established in the host\ncommunity and 39.3 kilometres of streambank  rehabilitated. Over the last three years, a total of 58.6 km of streambanks have been rehabilitated. In addition,\n578 hectares of forested land were rehabilitated, sequetering 25,802 tons of CO2.\nEfforts to stabilize slopes and rehabilitate streambanks have reduced the risks of landslides and soil erosion, particularly in the hilly terrain of Cox's Bazar. In\naddition to improving biodiversity by introducing native plant species, these efforts have fostered environmental stewardship, improved social cohesion and\nreduced resource-based conflicts. According to the 2024 evaluation survey, 59.63% of respondents reported a significant reduction in natural resource\nmanagement conflict and 51.32% of respondents credited SAFE2 with making a substantial contribution to resolving disputes between the Rohingya and host community.\n\n3) Resilience\nThe program has also played a key role in enhancing socioeconomic development. As per the evaluation, approximately 60% of participants were\nengaged in income-generating activities linked to SAFE2, and 20% were involved in the community co-management of natural resources. Gender and\ndisability inclusion were integral to the program's design, with targeted sampling and community engagement strategies ensuring participation of the most\nvulnerable groups. A significant aspect of the program is its participatory approach, involving local communities in Cash-for-Work initiatives. Over 6,000\nbeneficiaries took part in activities such as tree planting, site rehabilitation and the care of newly planted areas. \nThe program has also made considerable progress in fostering economic resilience and self-sufficiency. The resilience scores of both Rohingya and host\ncommunity households improved between 2022 and 2023, with an increase from 36 to 39 for Rohingya households and from 39 to 42 for host community\nhouseholds. However, 24% of Rohingya households still struggle to meet the Minimum Expenditure Basket, underscoring the continued need for humanitarian\naid to ensure food security. Economic stability has improved, as evidenced by increased market sales among farmers and producers, with 85.65% of farmers\nreporting higher sales. The program also supported over 55,000 households in agricultural activities and enhanced market access through the establishment of 250 Farmer Field School groups.\n\nIn terms of gender and empowerment, SAFE2 has significantly improved the lives of women, particularly within the Rohingya community. With 96% of women\nreporting less time spent on cooking, they now have more opportunities to engage in skill development and income-generating activities. Many women\nhave gained increased financial independence and a greater sense of pride. Additionally, women have become more active in decision-making within their\nhouseholds, with 50% now involved in decisions related to resource use. This shift reflects progress toward gender equality, although further efforts are needed to fully empower women. The program also focused on improving the livelihoods of persons with disabilities, ensuring they were actively engaged in income-generating opportunities and skills development. The inclusive approach has led to significant improvements in the financial independence and social acceptance of women and persons with disabilities.\n\nThe evaluation concludes that the SAFE2 initiative has made significant progress in promoting environmental sustainability, enhancing socioeconomic\nresilience, and improving gender equality in both the Rohingya and host communities. To ensure the long-term success of the initiative, sustained support\nand investment are essential.
