The contractor is also expected to support Sida in its role as national contact point (NCP) for EU Twinning and in the preparation and implementation of EU delegated cooperation. The contractor will be responsible for the service being delivered according to contract.\n\nSida now has an ongoing contract with a consultant for competence support and courses for authorities that are involved in EU Twinning. This contract has been running since 2017 but will end at the end of September 2021. For various reasons, the number of published Twinning projects from the EU has decreased and authorities' interest in the published projects has also decreased in recent years. This in turn has reduced the demand for the service that the consultant provides, which has been noted as a reduced commitment from the consultant and has resulted in some late deliveries of reports. Ramavtalet för kapacitetsstöd till myndigheter har varit aktivt sedan oktober 2022 och slutar att gälla 2026-10-21. \n\nFyra myndigheter har utnyttjat ramavtalet under 2025, det handlar om Lantmäteriet, Skatteverket, Naturvårdsverket och Myndighetern för civilt försvar. \n\nSammanlagt återrapporterar myndigheterna att stödet har gett ett mervärde och bedöms förbättre måluppfyllelsen i genomförande av utvecklingssamarbete. Nedan några exempel på uppnådda resultat under 2025: \n\nLantmäteriet rapporterar att en genomför halvtidsutvärdering av projektet i Rwanda genomfördes av NIRAS och att rekommendationer hanterades av Lantmäteriet med samarbetspart genom återrapportering till ambassaden i Kigali. Rekommendationer handlade bl.a. om en mer strategisk ansats i val av aktiviteter samt en mer noggrann förberedelse av expertuppdrag.\n\nSkatteverket har erhållit stöd i projektutveckling i Nordmakedonien, så som projektförberedande arbete i samband med fact-finding, analys av institutionella utmaningar och framtagandet av projektets övergripande förändringsteori. \n\nNaturvårdsverket rapporterar att stödet utnyttjades år 2025 inom ett flertal projekt och att myndigheten kunde fortsätta fördjupa arbetet med analys och praktisk tillämpning av system för uppföljning, utvärdering och lärande. Stödet bedöms ha förbättrat kvaliteten i myndighetens olika projektunderlag och den interna projekstyrningen. Under året har metodstöd getts gällande institutionell utveckling och organisationsstöd i Nord Makedonien som bedöms ha bidragit till\natt ta fram en plan för möjliga steg i etableringen av en ny miljömyndighet.
