However, Sida sees it as likely that knowledge of IHL will increase through this project and that knowlege of IHL is a precondition for reaching the more hard to reach goal of \"protection outcomes\". \n\nDuring the first year of implementation Diakonia has laid a good foundation working towards their overall goal as stated in the application. All four desks have become fully functional and resourced. The organisation has defined their goals and contextualized it for each Desk, with some adjustment based on context at the Jerusalem Desk. \n\nThey have worked on becoming an known actor in their contexts, which is a precondition for the helpdesk functioning- so that humanitarian actors and other know to ask for support on IHL issues. \n\nMethodology for collecting results has been put in place and tested during 2022 and at first glance it seem to be a more adequate format for collecting evidential and qualitative results.\n\nAn example of of result at the Global desk show that it is possible both to work against a hard to define goal of  \"Enhancing Disability\nPerspectives: Contribute to a positive change of a prioritised\nprotection concern in the context of primary focus.\"\n\nThe global desk led an event at the Global Disability Summit highlight the disability dynamics in conflicts. This resulted in the Global Desk forming a partnership with the UN Special Rapporteur on the rights of persons with disabilities, the International Red Cross, the International Disability Alliance, and the European Disability Forum. Through this partnership The global desk held 3 consultations with armed bearers and organisations of persons with disabilities  on increasing the protection for persons with disabilities in situations of conflict. Collection of experiences and lessons learnt formed part of the report of the UN Special Rapporteur (UN Doc A\u002F77\u002F203 July 2022). The report provides guidance and recommendations for states, donors, and humanitarian actors, and will serve as action plans for states, and provides a framework for civil society to use in monitoring
