These findings can inform the development of next NEP and PAPE. The development and introduction of the Pro-Employment Budgeting toolkit, supported by key ministries, is another process of interest, as is the ratification of ILO's Occupational Safety and Health (OSH) Convention and Protocol. The ratification of the OSH protocol also catalyzed work on new national OSH policy and specific regulation for the construction sector.\n\nOutcome 2\nIn forestry and wood processing, systemic changes take shape: \nThe project supports reforms with the aim of improving the working conditions and also broadening opportunities for workers and entrepreneurs. A new forest regulation has been supported, and ILO engage closely with the Mozambican Federation of Timber Operators. The pilot with the forestry company Portucel on \"responsible digital wage payments\" is another intervention of interest, with the aim to engage with the National Social Security Institute (INSS) and that seasonal forestry works would have access to social protection. The aim is to support INSS to advance towards the creation of a new social security regime for seasonal workers that will allow forestry and agricultural operators to contribute to INSS for informal seasonal workers and the latter to enjoy the INSS benefits. If successful, this pilot has significant scale-up potential, not only in the forestry sector, but also in the agricultural and other sectors in the Mozambican economy, contributing to a better business environment for enterprises, formalizing occasional and seasonal workers, and improve job quality by extending access to social protection to a part of the population that does not currently benefit from it. Furthermore, the service providers (subcontractors responsible for paying workers) claimed that the digitalization of payment enabled them to cut down their transaction costs by 20%, highlighting the potential for the adoption of the model by other forestry operators and in sectors beyond forestry.\nThere is also a promising intervention in the biomass market with the potential of (formal) green jobs in the briquette and pellets production. ILO is as much as possible using the Market System Development approach. \n\nSustainable construction demonstrates viable pathways for greener, more affordable, and more job rich building models: \nThe pilot project for climate smart housing has completed the construction of energy efficient homes. This intervention is assessed to have a number of interesting entry points, which include the use of greener building materials and improving the working conditions for constructions workers (more formal). A new rent-to-buy financial mechanism has been developed that could potentially open the housing market for a new market segment. In 2025 the first Mozambican market driven housing refinancing mechanism was operationalized, jointly designed with SDU Beira (a publicprivate municipal development enterprise), RVO (the Dutch Development Agency), Empowa (a Fintech provider) and the financial service provider GAPI, who is the ultimate implementer of the mechanism. The aim of the mechanism is to (a) increase access to climate smart housing for lower-and- middle income households, (b) offer housing developers access to finance to refinance and expand their stock of rent-to-buy houses, and (c) attract investors to scale up the mechanism with the final objective to (d) create more formal employment in the fast expanding affordable, climate smart and green housing sector. Following the successful release of its first loans to the developer Casa Real, the refinancing mechanism has been attracting strong attention from Government and development partners within and beyond Mozambique, as it offers an attractive alternative to dominant supply-driven approaches.\n\n\nOutcome 3\nTripartite constituents strengthened their leadership in employment and decent work:\nRepresentatives from relevant institutions received training on pro-employment macroeconomic and sectoral policies, OSH, minimum wages, social dialogue and Just Transition. Sectoral dialogues in forestry and construction were also held, addressing specific opportunities and challenges within these
