The fund has a programmatic approach and support work across FAO at global, regional and local level. It is in practice used both as a vehicle to fund the totality of sub programmes as well as to \"top-up\" existing funding for projects and programmes to ensure timely support, sustainability and predictability as well as the possibility to act rapidly. In its current five-year phase, the FVC is aligning its work with the FAO Strategic Framework 2022–2031.Thus, the overall objective of Sida’s support to the FVC fund is to contribute to the results set out in FAO’s Strategic Framework 2022–2031, which supports the 2030 Agenda by promoting the transformation towards more efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment and a better life, leaving no one behind.\n\nThe International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) is an international instrument that farmers and plant breeders rely on to access the raw genetic material needed to develop new crop varieties, including those resilient to climate change. The Treaty’s objectives focus on the conservation and sustainable use of all plant genetic resources for food and agriculture and the fair and equitable sharing of the benefits arising out of their use. The cooperation with FAO shall according to our agreement be in accordance with the ODA requisites set by OECD DAC.\n\nIn 2024, Sida also added components to this contribution that support FAO:s work with the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). FVC\n\nFVC är en flexibel finansieringsmekanism som finansieras av flera givare (inklusive Sverige) och hanteras gemensamt av EKONOMI och KLIMAT. KLIMAT:s finansiering är mjukt öronmärkt till FAO:s strategiska område bättre miljö medan EKONOMI:s stöd till FVC inte är öronmärkt. Under 2024 bidrog Sverige, tillsammans med övriga givare, till att möjliggöra genomförandet av FVC-finansierade program och aktiviteter enligt nedan. Resultaten har uppdaterats baserat på årsrapporten för 2024 (ärendedokument: 22\u002F000265-105). Under programperioden har FAO genomfört aktiviteter genom 53 delprogram finansierade av FVC. \n\nFör finansieringscykeln 20222025 uppgår FVC:s totala tillgängliga finansiering till 54,9 miljoner USD från åtta givare (inklusive Sverige), och medlen ska allokeras till program fram till slutet av december 2027. Implementeringen av programmen inleddes 2024 och befinner sig därför i ett tidigt skede, vilket innebär att resultaten hittills i huvudsak redovisas på aktivitets- och outputnivå medan mer konsoliderade outcome-resultat ännu är begränsade. Av de allokerade medlen fördelades 32 procent till bättre produktion, 22 procent till bättre nutrition, 20 procent till bättre miljö och 26 procent till bättre liv. Vad gäller geografisk fördelning allokerades 49 procent till Afrika, 13 procent till Asien och Stillahavsområdet, 12 procent till Latinamerika och Karibien, 8 procent till Nordafrika samt 5 procent till Europa och Centralasien. 13 procent av resurserna allokerades till global nivå.\n\nResultaten presenteras i enlighet med FAO:s fyra målområden och bidrar främst till strategimål 1 (förbättrade försörjningsmöjligheter genom jobbskapande, marknadsutveckling, tryggad livsmedelsförsörjning och handel), strategimål 7 (stärkt klimatanpassning till klimatförändringar och ökad vattentrygghet) samt strategimål 8 (stärkta motståndskraftiga ekosystem med bevarad biologisk mångfald, som skapar förutsättningar för hållbar ekonomisk utveckling och blå ekonomi). 24 exempel redovisas nedan som visar urval av resultat\u002Faktiviteter från enskilda FVC-finansierade program under 2024 och är inte heltäckande för hela FVC-portföljen.\n\n1.1 Bättre produktion\n\nBättre produktion omfattar områdena innovation för hållbar jordbruksproduktion, blå omställning (Blue Transformation), One Health, småskaliga producenters tillgång till resurser samt digitalt jordbruk. Under målområdet har FVC främst bidragit genom stöd till kapacitetsutveckling, policyprocesser och praktiskt genomförande i ett flertal länder.\n\n1) Inom initiativet One Country One Priority Product (OCOP) (FVC\u002F184) har FVC stöttat FAO i att stärka nationell kapacitet samt institutionella och policyrelaterade ramverk för att öka produktionen av särskilda jordbruksprodukter (SAPs) och stärka inkomsterna för aktörer i värdekedjorna i Algeriet, Belize, Bhutan, Jamaica, Kirgizistan, Libanon, Nepal, Sydsudan, Tadzjikistan, Togo och Zambia. \n\n2) Inom det regionala programmet Enhancing the productivity of priority crops (FVC\u002F209) har FAO dessutom genomfört utbildningar och fältförsök för att förbättra jordbruks- och odlingsmetoder för quinoa i Bhutan, hirs i Nepal och raps i Bangladesh.\n\n3) Inom programmet Implementing the Small-scale Fisheries Guidelines (FVC\u002F225) lanserades under 2024 nationella handlingsplaner för småskaligt fiske i Madagaskar och Filippinerna, vilka FAO bidrog till att ta fram genom deltagandebaserade processer med representanter för småskaliga fiskesamhällen. FAO bidrog även till att utveckla en rättslig och policyrelaterad databas om småskaligt fiske i Uganda för att stärka genomförandet av SSF-riktlinjerna. Därutöver genomfördes utbildningsinsatser för att stärka småskaliga fiskearbetares kapacitet inom hantering efter fångst (post-harvest practices) i Ghana, Filippinerna, Uganda och Tanzania, samt utbildning av småskaliga fiskeriorganisationer i Filippinerna och Tanzania för att stärka deras deltagande i beslutsprocesser och värdekedjor.\n\n4) På One Health-området har FVC bidragit till programmet One Health: Governing for Sustainable Agrifood Systems (FVC\u002F223). Inom programmet har FAO under 2024 tagit fram arbetsplaner för genomförandet av en One Health-ansats, genomfört behovsanalyser av lagstiftning och institutionell kapacitet (bl.a. avseende livsmedelsäkerhet och antimikrobiell resistens [AMR]) samt utvecklat utbildningsunderlag\u002Fkursplaner för nationella tillsyns- och genomförandeaktörer i Eswatini, Lesotho och Zimbabwe. Detta ligger i linje med programmets inriktning på att stärka regelverk och institutionell kapacitet för genomförande, efterlevnad och tillsyn.\n\n5) När det gäller småskaliga producenters tillgång till resurser bidrog FAO under 2024, inom ramen för Enabling environment for small-scale producers (FVC\u002F224), till att etablera fleraktörsplattformar i Cabo Verde (kring bl.a. fiskeriförvaltning, socialt skydd och katastrofriskreducering) och i Niger (kring bl.a. gränsöverskridande säsongsflyttning av boskap och överenskommelser). FAO genomförde även kapacitetsinsatser för pastoralister och boskapshållare i Niger om VGGT (FAO:s frivilliga riktlinjer för ansvarsfull styrning av nyttjanderätter till mark, fiske och skog).\n\n6) Inom programmet Reducing conflicts related to cross-border transhumance (FVC\u002F213) bidrog FVC vidare till policy- och reformprocesser kopplade till markförvaltning i Centralafrika. Under 2024 lanserades en färdplan för nationell markpolitik i Kamerun, en nationell markpolicy utvecklades vidare mot antagande i Tchad, och en nationell färdplan validerades och började implementeras i Centralafrikanska republiken. Kapacitetsinsatser genomfördes även för nationella aktörer om hur VGGT och andra relevanta instrument kan användas för att stärka styrningen av nyttjanderätter och pastorala marker samt underlätta fredlig gränsöverskridande säsongsflyttning av boskap.\n\n7) Inom det regionala programmet Fostering digital villages (FVC\u002F197) bidrog FVC under 2024 till insatser för att öka användningen av digitala jordbrukslösningar bland jordbrukarorganisationer, rådgivare och aktörer i värdekedjor. FAO genomförde informations- och stödinsatser kring befintliga och nya digitala jordbruksapplikationer samt stödde jordbrukare i att börja använda digitala verktyg. I Rwanda började jordbrukarorganisationer använda regeringens Smart Nkunganire System för att få tillgång till subventionerade insatsvaror (bl.a. gödselmedel), samtidigt som digitala rådgivare började använda FAO:s Digital Services Portfolio och rådgivare inom företagsutveckling fick stöd i digitala arbetssätt. I Malawi bidrog FAO till att stärka den statliga digitala rådgivningsplattformen genom utveckling av ett verktyg för profilering och historisk datahantering om jordbrukarorganisationer, leverantörer av insatsvaror och förädlingsföretag. I Zimbabwe togs ett utbildningsmaterial och ett utbildningsprogram i digital kompetens fram för rådgivare för att stärka användningen av digitala verktyg i rådgivnings- och informationsinsatser.\n\n8) Vidare har FVC, inom det regionala programmet Improve horticultural crop management (FVC\u002F215), bidragit till förbättrad jord- och grödhantering i Antigua och Barbuda genom inköp och leverans av utrustning för markanalys samt praktisk utbildning i rådgivningssystem som använder digitala lösningar och avancerad sensorteknik. I Antigua och Barbuda och Jamaica genomfördes även datainsamling om vilka vattenlösliga gödselmedel som finns tillgängliga för odling utan jord samt om vilka växtskyddsprodukter som används, för att ge bättre underlag för mer effektiv vatten- och grödhantering samt förebyggande och hantering av skadedjur och växtsjukdomar.\n\n1.2. Bättre nutrition \n\nBättre nutrition omfattar program som syftar till att säkerställa livsmedelssäkerhet, utrota hunger och förbättra tillgången till näringsrik mat. Inom detta område bidrar FVC främst genom stöd till kapacitetsutveckling, policy- och programutveckling samt praktiskt genomförande i samarbete med nationella och lokala aktörer.\n\n9) Inom programmet Repurposing policies for affordable nutritious foods (FVC\u002F196) bidrog FVC till att FAO genomförde utbildningsinsatser i Bangladesh och Ghana om hur budgetallokeringar och offentliga utgifter inom livsmedels- och jordbrukssektorn kan optimeras för att öka tillgången till hälsosam kost. \n\n10) Inom programmet Small-scale aquatic food production and school feeding programmes (FVC\u002F188) genomförde FAO under 2024 aktiviteter i Ghana och Malawi för att stärka kopplingarna mellan småskalig akvatisk livsmedelsproduktion och skolmåltidsprogram. I Malawi genomfördes behovsanalyser för att identifiera kompetensbehov hos producentorganisationer kopplat till deltagande i offentliga upphandlingar. Kapacitetsutvecklingsplaner togs fram och upphandlingsplaner lämnades in i syfte att stärka säker hantering och kvalitet, främja produktinnovation samt minska förluster och svinn av akvatiska livsmedel. I både Ghana och Malawi genomfördes kunskapshöjande insatser med småskaliga producenter om möjligheten att bli leverantörer till skolmåltidsprogram.\n\n11) Inom programmet Strengthening national food control systems in SIDS and LDCs (FVC\u002F220) syftar FAO:s arbete till att stödja nationella myndigheter i att utveckla och genomföra hållbara initiativ för säker mat (food safety). Under 2024 inleddes arbetet med en genomlysning av livsmedelskontrollsystemet i Belize genom att en bedömningsmetod fastställdes och ett utbildningsprogram togs fram för att stödja analys av systemet. På Komorerna genomfördes kapacitetshöjande insatser för livsmedelsinspektörer i riskbaserad importkontroll, inklusive hur nationella data kan användas för att ta fram riskprofiler och risklistor för importörer och ursprungsländer. \n\n12) Inom programmet Food loss and waste reduction (FVC\u002F230) slutfördes och antogs under 2024 Liberias nationella strategi för hantering efter skörd (National Postharvest Management Strategy). I Jordanien utvecklades Amman Food Loss and Waste Strategy och integrerades i landets handlingsplan för livsmedelstrygghet och nutrition till 2030. I Vietnam hölls ett rundabordssamtal med flera aktörer om matförluster och matsvinn, samtidigt som relevanta aktörer identifierades för ett liknande upplägg i Grenada.\n\n13) Under 2024 genomförde FAO analyser av te-sektorn i Kenya, Malawi, Rwanda, Uganda och Tanzania och påbörjade arbetet med en regional rapport om tevärdekedjan i dessa länder, inom ramen för programmet Developing an inclusive, resilient and sustainable tea sector (FVC\u002F232). Syftet är att ta fram ett bättre kunskapsunderlag för hur värdekedjan kan utvecklas så att den blir mer inkluderande, bland annat för småskaliga teodlare.\n\n1.3. Bättre miljö\n\nUnder 2024 bidrog FVC-finansierade program till målområdet bättre miljö, med fokus på klimatanpassning och utsläppsminskning i livsmedelssystem, bioekonomi, biologisk mångfald och ekosystemtjänster samt hållbara urbana livsmedelssystem.\n\n14) Inom programmet Agrifood systems transformation in a changing climate (FVC\u002F216) tog FAO under 2024 fram underlag för att stärka klimatanpassning inom livsmedelssystem. I Zambia utarbetades förslag till förbättringar av agrometeorologiska tjänster och en rapport togs fram om klimatrisker samt möjliga åtgärder för att göra livsmedelssystem mer klimatresilienta.\n\n15) Inom programmet Livestock climate action (FVC\u002F195) togs policyanalyser och rekommendationer fram i Bhutan, Bangladesh, Senegal, Zambia och Zimbabwe om hur klimatperspektiv kan integreras i nationella planer och program för boskapssektorn. I Zambia och Zimbabwe genomfördes även utbildnings- och metodinsatser kring klimatsmarta metoder i boskapsskötsel samt hur växthusgasutsläpp från boskapssektorn kan beräknas och rapporteras. I Bangladesh, Bhutan, Zambia och Zimbabwe påbörjades dessutom sammanställning av aktivitetsdata som underlag för sådana utsläppsberäkningar.\n\n16) I Barbados och Elfenbenskusten genomfördes under 2024 aktiviteter inom programmet Scaling up bioeconomy innovations (FVC\u002F221) för att främja bioekonomiska och cirkulära lösningar genom utveckling av värdekedjor. I Barbados handlade det om att omvandla fiskrester till fiskfoder, och i Elfenbenskusten om att använda larver av black soldier fly för att omvandla avfall till djurfoder och gödsel. Under året kartlades nyckelaktörer, insatser genomfördes för att stärka kunskap om bioekonomi i värdekedjorna och privata aktörer engagerades för att bidra till marknadsutveckling för bioekonomiprodukter.\n\n17) I programmet Mainstreaming biodiversity (FVC\u002F193) fortsatte arbetet under 2024 med att uppdatera och harmonisera nationella strategier och handlingsplaner för biologisk mångfald (NBSAPs) i linje med konventionen om biologisk mångfald (CBD) i Laos, Madagaskar och Uganda. Uganda slutförde dessutom framtagandet av sin nationella agroekologistrategi, som syftar till att påskynda omställningen till ett mer hållbart jordbruk. Parallellt genomfördes utbildningsinsatser för jordbrukare i Uganda och Madagaskar om klimatvänliga jordbruksmetoder.\n18) Under 2024 fortsatte FVC att stödja ITPGRFA-sekretariatets arbete med kunskapsunderlag, samordning och verktyg kopplade till genetiska resurser för livsmedel och jordbruk. Under året togs flera centrala rapporter och bakgrundsstudier fram, och policydialoger samt mellanstatliga arbetsgrupper och expertprocesser genomfördes för att stärka samordning och stödja utveckling av policyer och program. Arbetet omfattade även genomförandestöd till fördragets avtalsslutande parter, inklusive översyn av den andra globala handlingsplanen för växtgenetiska resurser samt utveckling av kunskapsprodukter och verktyg, bland annat en onlinekurs om det multilaterala systemet för tillgång till genetiska resurser och fördelning av nytta.\n\n19) Inom programmet Accelerating agrifood systems transformation along the ruralurban continuum (FVC\u002F219) bidrog FAO under 2024 till genomförandet av nationella strategier för omställning av livsmedelssystem i Marocko, Sydsudan och Zambia genom insatser som syftade till mer samordnade policyer, strategier och program.\n\n3.4. Bättre liv\n\nUnder 2024 bidrog FVC-finansierade program till målområdet bättre liv med fokus på bl.a. jämställdhet, inkluderande landsbygdsutveckling samt motståndskraftiga livsmedelssystem.\n\n20) Under 2024 etablerades, med stöd från FVC, 612 nya Dimitra-klubbar och 18 360 nya medlemmar anslöt sig. Dimitra-klubbar är lokalt ledda, informella grupper där kvinnor och män på landsbygden samlas för dialog, gemensam problemlösning och kollektivt agerande kring lokala utvecklingsutmaningar. I Barbados genomfördes riktade utbildningsaktiviteter för sex kvinnogrupper i produktion av fiskfoder och affärsutveckling, och potentiella köpare identifierades som grund för möjliga framtida handelsavtal.\n\n21) Inom det regionala programmet Rural Women Empowerment and Environmental Sustainability Acceleration Programme (FVC\u002F185) lanserades en jämställdhetspolicy för jordbruks- och boskapssektorn i Dominikanska republiken med stöd till genomförandet. Paraguay fick stöd för att implementera lagstiftningen om offentliga policyer för landsbygdskvinnor, och i Honduras gavs stöd för att ta fram en jämställdhetspolicy för landsbygdssektorn. Under 2024 påbörjades också arbetet med att utveckla en regional plattform för kunskapsutbyte i Latinamerika och Karibien om jämställdhetstransformativa arbetssätt i livsmedelssystem, med fokus på biologisk mångfald och restaurering av ekosystem.\n\n22) Vidare har FAO, med bidrag från FVC, inom programmet Empowering the next generation of agrifood leadership in Africa (FVC\u002F202) genomfört aktiviteter under 2024 för att stärka unga ledares kompetens att driva omställning av livsmedelssystem. Det handlade bland annat om workshops och dialoger för att identifiera viktiga utmaningar och prioriteringar, samt enkäter i Lesotho, Rwanda och Sierra Leone för att få en bättre bild av kunskaps- och utbildningsbehov. Under året påbörjades även planering för utbytesbesök och inkubatorstöd för unga inom forskning, innovation och jordbruksentreprenörskap.\n\n23) Inom programmet Enhancing early warning systems (FVC\u002F211) genomfördes 2024 aktiviteter för att stärka tidiga varningssystem och föregripande åtgärder vid klimatrelaterade risker. I Somalia fick 2 334 personer kontantstöd som en föregripande åtgärd under den pågående torkan baserat på tidiga varningssignaler. Samtidigt samlades baslinjedata in för att kunna följa upp vad tidiga varningssystem ger för effekt och om den kan skalas upp. I Dominica togs en modell för precisionsbevattning fram tillsammans med en digital översikt (dashboard) som är redo att testas och arbetet startade med att ta fram en utbildningsmodul för rådgivare om vattenhushållning och hur väderprognoser kan användas i jordbruket.\n\n24) Under 2024 fortsatte arbetet inom FAO:s Hand-in-Hand-initiativ (HIH), som syftar till att rikta investeringar och stöd till geografiska områden i länder där fattigdom och livsmedelsosäkerhet är som mest utbredda. Under året tog 29 länder och fem regioner fram investeringsplaner, och via HIH:s matchmakingprocess fick fem länder investeringsåtaganden från privat sektor samt fjorton länder finansiella åtaganden från andra investerare.\n\n2. ITPGRFA\n\nDenna redovisning bygger huvudsakligen på den senaste implementeringsrapporten som sammanfattar genomförda aktiviteter och leveranser under 20242025 (doxnummer 22\u002F000265-99) i linje med det tvååriga arbetsprogrammet (resolution 17\u002F2023). I och med att stödet avser implementering av en internationell konvention genom policyutveckling, samordning, vägledning och kunskapsunderlag handlar rapporteringen i första hand om framsteg i genomförandet och konkreta leveranser.\n\nRapporten sammanfattar genomförandet under flera artiklar och finansieringskällor inklusive kärnbudgeten och Special Fund for Agreed Purposes (SFAP), där SFAP får stöd av Sida. Verksamheten bedöms bidra till strategimål 7 (stärkt klimatanpassning till klimatförändringar och ökad vattentrygghet) och strategimål 8 (stärkta, motståndskraftiga ekosystem med bevarad biologisk mångfald som skapar förutsättningar för hållbar ekonomisk utveckling och blå ekonomi).\n\nExempel på leveranser som möjliggjorts genom kärnbudgeten och SFAP inkluderar ett inledande utkast till frivilliga riktlinjer, utveckling av en mekanism för att följa upp genomförandet av artiklarna 56, utökade kommunikations- och lärandematerial samt fortsatt spridning av Sustainable Use Toolbox. Sustainable Use Toolbox är en digital verktygslåda med praktiska resurser, exempel och vägledningar som stödjer aktörer i att bevara och använda växtgenetiska resurser på ett hållbart sätt, till exempel metoder, policystöd och kunskapsmaterial för arbete med odlad mångfald.\n\nInom artikel 9 (jordbrukares rättigheter) har sekretariatet tagit fram ett utkast till nulägesbedömning (Draft Assessment) och ett utkast till strategi (Draft Strategy) för att öka användningen av de så kallade Options, vilket är en sammanställning av rekommenderade åtgärder och arbetssätt som parter kan använda för att stärka genomförandet av jordbrukares rättigheter. Sekretariatet har även färdigställt kommunikations- och självstudiematerial samt genomfört informationsinsatser och riktad dialog med relevanta aktörer.\nInom det multilaterala systemet (MLS) som är det internationella systemet för tillgång till och utbyte av växtgenetiska resurser samt regler för nyttodelning har sekretariatet stöttat fyra arbetsgruppsmöten, samordnat inkluderande konsultationer och tagit fram kunskapsunderlag, bl.a. utsädessektorns försäljning och lönsamhet.\n\n3. SSF\n\nProgrammet Enhancing equitable, climate-resilient and sustainable SSF through SSF Guidelines implementation lanserades den 18 oktober 2024 och löper till och med 31 december 2027. Hittills har Sida mottagit en inceptionsrapport som omfattar det förberedande arbetet under perioden oktober 2024mitten av maj 2025. Resultatredovisning förväntas därför kunna göras först när genomförandet har inletts och Sida har mottagit årsrapporten för 2025.\n\nProgrammet syftar till att bidra till strategimål 1 (förbättrade försörjningsmöjligheter genom jobbskapande, marknadsutveckling, tryggad livsmedelsförsörjning och handel) samt strategimål 8 (stärkta, motståndskraftiga ekosystem med bevarad biologisk mångfald, som
