Workers improved productivity, income and workplace capabilities: \n\nTrained workers achieved an average 31 percent increase in hourly productivity, generating an estimated SEK 28.78 million across 49 factories. In addition, 8,911 workers generated SEK 16.45 million in additional income. Workers reported greater confidence, fewer errors, less rework and more consistent performance. Some also assumed additional responsibilities and supported colleagues as internal trainers.\n\n2. Factory management institutionalised productivity systems\n\nMore than 90 percent of supported factories continue to use the Industry-Based Training model. Factories have established internal trainers, core teams, Industrial Engineering functions and quality-control systems. This indicates a shift from reliance on external training toward internal responsibility for staff development, productivity monitoring and continuous improvement.\n\n3. Factories increased ownership of environmental and social improvements\n\nSupported factories adopted 111 ESG initiatives, including carbon accounting, renewable energy, water recycling and sustainability reporting. Environmental compliance scores increased by approximately 65 percent, while social compliance scores increased by approximately 73 percent. Furthermore, 60 factories invested around SEK 4.97 million, showing that sustainability is increasingly treated as an operational and business priority.\n\n4. Tier 3 factories adopted improved practices\n\nTier 3 factories resolved 70 environmental and 164 social compliance issues and introduced standardised workflows, stronger documentation, visual tracking and ergonomic improvements. These changes contributed to a reported 30.07 percent increase in hourly output and reduced worker fatigue. The results show that lower-tier factories can improve performance when support is adapted to their specific needs.\n\n5. Women gained leadership opportunities\n\nAt Urmi Garments, women quality checkers progressed to supervise a production line. At Panasia Clothing, eight of ten trained women were promoted, with six working as production-line supervisors. These results show changes in womens capabilities and factory willingness to appoint women to leadership roles. However, wage outcomes remain unequal, as women received lower average increases and only 38 per cent received a wage increment.\n\n6. A local consultancy market is emerging\n\nThe project strengthened 74 local consultants, with 24 already providing advisory services. Five factories independently purchased consultancy services, while several local firms began managing client acquisition and service delivery. Universities also started integrating sustainability competencies into professional and postgraduate programmes, reducing dependence on international expertise.\n\nOverall outcome assessment\n\nOverall, the report indicates that PROGRESS has contributed to changes in how workers perform their jobs, how factory managers organise production and invest in sustainability, how women access leadership roles, and how local consultants and academic institutions respond to the sectors skills and environmental needs. The strongest evidence concerns productivity, factory-level system adoption and private co-investment.
