Through Sida's core funding, ISS contributed to policy development, analysis, regional cooperation and capacity building across Africa.\nISS played a strategic advisory and technical role in shaping peace and security policies and frameworks. It advised Ethiopia's Ministry of Peace on national identity and values in the context of the Cessation of Hostilities Agreement and supported the design of Ethiopia's National Dialogue Process. ISS provided technical guidance to the AU Peace and Security Council, including on sanctions policy, and informed national policies and strategies on preventing violent extremism in countries such as Benin, Togo, Burkina Faso and several Southern African countries. Its support included revisions of counter-terrorism strategies that incorporated non-military approaches and alignment with regional SADC frameworks. ISS also contributed technical expertise that supported South Africa's removal from the FATF grey list and Namibia's progress towards delisting, while acknowledging that these results depended on the efforts of multiple stakeholders.\nAt the continental level, ISS served as the lead technical partner to the African Union in the reform of the African Peace and Security Architecture (APSA). Its recommendations were presented to African leaders in 2025 and informed ongoing discussions on strengthening the AU's peace and security mechanisms. ISS analysis also informed the AU Commission's engagement with the Alliance of Sahel States (AES) and other coup-affected countries, while its methodological and advisory support strengthened AU early warning capacities, particularly in relation to developments in the Great Lakes region.\nISS deepened understanding of complex security challenges and promoted more proactive and development-oriented approaches to peace and security. Its research and policy engagement enhanced understanding of violent extremism in the Sahel and contributed to shifting the policy narrative from predominantly military responses towards integrated political, developmental and governance-based strategies. ISS provided analysis and briefings to national governments, regional organisations, the African Union and the United Nations, including contributions to UN Security Council discussions on terror financing, instability in the Sahel and Africa's role in responses to the Islamic State. It delivered more than 70 briefings on political transitions and unconstitutional changes of government in Mali, Niger, Burkina Faso and Guinea, and supported stabilisation planning, evaluation and foresight processes.\nISS also strengthened regional cooperation and institutional capacity. It supported initiatives such as the Accra Initiative, the Lake Chad Basin Strategy and SAMIM, provided technical assistance to regional policing bodies, promoted cooperation on transnational organised crime, and advanced maritime security collaboration among West African coastal states. Its recommendations on maritime security were incorporated into the Oceans 20 communiqué, demonstrating uptake in international policy processes. In addition, ISS contributed to the development of regional legislative frameworks and strengthened foresight and scenario-planning capacities in countries such as Malawi and through partnerships with AUDA-NEPAD.\nThrough publications, digital platforms and professional networks, ISS enhanced access to policy-relevant analysis and facilitated information exchange among African policymakers, practitioners and researchers. It produced policy briefings, reports and scenario-planning tools; published ten Peace and Security Council Reports; launched the African Futures website with AI-enhanced functionality; and helped establish the NeTT4Peace network to strengthen collaboration between the AU and African think tanks. Partnerships with AUDA-NEPAD, UNDP and other institutions further supported the integration of foresight and evidence-based analysis into development and security planning across the
