An Institutional Capacity Needs Assessment of Member State refugee management agencies has provided a systematic overview of existing capacities and operational gaps. In Djibouti, targeted capacity strengthening for ONARS staff on Refugee Status Determination has supported efforts to reduce administrative backlogs and improve case processing. Collectively, these activities contribute to Member States ability to implement the IGAD Policy Framework and related regional mechanisms. Furthermore, regional and national technical working groups on migration and displacement statistics were strengthened, improving harmonization of definitions, methods, and tools across Member States. Twenty five experts were trained in refugee and IDP data management and analysis, supporting better national reporting aligned with international recommendations.\n\n4. The programme has supported national multistakeholder dialogues focused on refugee inclusion and durable solutions. These engagements have facilitated coordination among national authorities, civil society organizations, and development and humanitarian partners, contributing to more coherent approaches to advancing durable solutions within Member States.\n\n5. Regional coordination has been strengthened through structured engagement on statelessness commitments under the Global Refugee Forum (GRF), contributing to clearer follow-up mechanisms and improved information sharing among IGAD institutions and Member States.
