The programme builds on an existing postgraduate fellowship programme for doctoral students developed by the Organization for Women in Science for the Developing World (OWSD) and supported since 1998 by Sweden's International Development Cooperation Agency (Sida). A complementary strand for early-career women scientists is supported by Canada’s International Development Centre (IDRC). The program builds on the network and enthusiasm of over 7,000 OWSD members, women scientists with postgraduate degrees living and working in developing countries. The goal is a full suite of mechanisms to support women scientists throughout their careers, increase their influence as scientific leaders in their field or institution, and engage them in innovations through partnership with industry. Over nearly 20 years, more than 400 PhD fellowships have been awarded and more than 300 women from least developed countries and sub-Saharan Africa have graduated; there are currently over 200 women completing their fellowships at host institutes throughout the South. With renewed Sida funding, OWSD will support an additional 140 women from SLCs to obtain PhDs. Many OWSD alumnae are now lecturers and principle investigators in their home institutions but they still face many challenges. With IDRC funding, OWSD will target Early Career women employed at their home institutes in the South and provide the individual and institutional support they need to become influential leaders and decision makers, and make sustainable links with industry and the private sector. The full programme has been designed to allow growth over time. Other donors may wish to expand existing strands or create new ones (mentoring, national chapter support, regional networking, professorial chairs, industry-to-academia fellowships, discipline-based groups). OWSD is a programme unit of the United Nations Educational, Scientific and Cultural Organization (UNESCO). OWSD is the first international forum to unite eminent women scientists from the developing and developed worlds with the objective of strengthening their role in the development process and promoting their representation in scientific and technological leadership.\n\nThe key activities of OWSD include:\n\n- Increasing the participation of women in developing countries in scientific and technological research, teaching and leadership through PhD and early career fellowships;\n\n- Promoting the recognition of the scientific and technological achievements of women scientists in developing countries through awards; and\n\n- Promoting collaboration and communication among women scientists in developing countries and with the international scientific community as a whole through networking activities.\n\nSupport from OWSD is in most instances restricted to women scientists from 66 developing countries in which capacity in science and technology is significantly lagging as identified by TWAS (https:\u002F\u002Ftwas.org\u002F66-countries). The list includes the 45 least developed countries identified by the United Nations, to which 21 other countries were added because of their low-income levels and specific needs for support in building research capacity.\n\nSida has supported OWSD since 1998 and is today together with the Italian Ministry of Foreign Affairs and International Cooperation the main funder of OWSD.\n\nExamples of results:\n\nMasters Scholarships for Displaced Women Scientists (WISDOM) programme: The WISDOM programme was launched by OWSD in 2023 in partnership with the United Nations Human Rights Council (UNHRC), Hashemite University in Jordan and Istanbul Aydin University in Turkey. The programme expands OWSDs mission to support women in STEM, focusing on displaced women scientists affected by conflict, political instability and natural disasters. These women face significant barriers, including interrupted education and exclusion from professional networks, limiting their contributions to global research and development. The programme aims to address these challenges by partnering with universities, preferably in the Global South, to provide scholarships and capacity-building opportunities for displaced women scientists.\n\nIn 2025, OWSD extended the WISDOM programme to Uganda with Mbarara University of Science and Technology (MUST) as host institute. An open call for fellowships received 51 applications and 20 scholars from seven countries (Sudan, Burundi, Rwanda, Eritrea, Ethiopia, South Sudan and Somalia) residing in six different refugee settlements in Uganda were selected for enrolment in 10 different Masters programmes at MUST.\n\nOWSD aims to further expand the WISDOM programme addressing critical needs for displaced women scientists and has identified Colombia as a country with potential to establish a fourth WISDOM partnership agreement. Colombia has one of the world's highest number of displaced persons (many of whom are internally displaced as well as a large population from Venezuela). A scoping study was\nconducted to explore items such as: areas of displacement, access to education for refugees and highest\nranking institutes with commitment towards inclusivity and gender. A call was sent out to collect\nExpressions of Interest among Colombian universities both through the OWSD website and emailing\ndirectly the most relevant institutes. An online session was held in October 2025 and a follow up in person meeting of interested Colombian institutes was held in Bogotà during the OWSD General Assembly. Two universities submitted applications and one was selected based on value for money proposal, availability of Master courses in Science, Technology, Engineering, and Mathematics (STEM) subject engagement and past work in inclusive projects.\n\nOWSD PhD Fellowship programme: OWSD had no calls for PhD fellowships in 2025 due to funding restrictions. Since 1998, OWSD has awarded a total of 576 PhD fellows of which 437 have graduated and 76 are ongoing. The programme has a retention rate of more than 80 percent comparing extremely favourably with many other international PhD programmes. Fellows have shown to make significant contributions to research, innovation, and institutional change in their home countries demonstrating how the long-term investment in individuals can catalyse broader systemic progress.\n\nOWSD Membership and National Chapters: OWSD members can meet other members in their own countries and regions through activities organised by OWSD National Chapters. National Chapters exist to support women scientists in and from the Global South with events and activities aimed at promoting women's participation in science and technology, scientific leadership, and scientific decision-making, both at the national and regional levels. National Chapters organise a wide range of activities to achieve these goals, such as training workshops, scientific seminars, outreach to schools, and celebratory events. In 2025, the number of active OWSD National Chapters grew to 59 with new chapters established in Argentina and Ethiopia.
