While implementation in Gaza remained largely suspended because of conflict and access restrictions, the programme demonstrated significant progress in strengthening Palestinian institutions, improving service delivery in the West Bank, and maintaining readiness for future recovery. The results below are drawn from the FY26 Semi-Annual Report.\n\n1. Strengthened land administration and property rights\n\nThe first Real Estate Registration Project (RERP) successfully achieved its development objectives by registering 169,514 land titles and reducing the average time required to register property from 10.5 months to five months. These changes improve tenure security, increase administrative efficiency and provide a stronger foundation for municipal finance and private sector investment. The Palestinian Land Authority has strengthened its capacity to provide faster, more efficient and increasingly digital property registration services, improving how land administration is carried out.\n\nThe launch of the Second Real Estate Registration Project (RERP II) ensures that these institutional improvements will continue, while introducing digital property services and modernised information systems to improve service accessibility for property owners.\n\n2. Municipal institutions strengthened and service delivery improved\n\nThe Resilient Municipal Services Project (RMSP) is progressing well, with five of six indicators on track. Municipalities have improved their capacity to deliver accountable and resilient services while preparations for a national Intergovernmental Fiscal Transfer system represent an important step toward more predictable and transparent municipal financing.\n\nCitizen satisfaction reached 93 percent, reflecting visible improvements in roads, lighting and public spaces. Municipalities have also expanded communication through digital platforms and successfully resolved 37 citizen complaints through strengthened grievance mechanisms.\n\nThus, municipal governments are increasingly using digital communication, citizen feedback and more accountable financial management practices to improve local service delivery.\n\n3. Water sector institutions advancing despite conflict\n\nAlthough major infrastructure activities in Gaza remain suspended, important institutional reforms continued in the West Bank. The Northeast Jenin Regional Water Utility was formally established, while consultations advanced for additional regional utilities. Procurement for major infrastructure under the Water Security and Resilience Programme (WSRP-1) progressed, and coordination between the Palestinian Water Authority, Water Sector Regulatory Council, National Water Company and service providers has strengthened. The National Water Company also continued its institutional transformation.\n\nWater sector institutions are increasingly coordinating planning, regulation and service delivery through regional utility models and performance-based management approaches, strengthening sector governance.\n\n4. Energy sector institutions improving governance and renewable energy deployment\n\nThe ASPIRE programme continued strengthening the institutional performance of the Palestinian energy sector despite severe implementation constraints. Medium-voltage network upgrades increased to 60.4 km, while beneficiaries served through distributed solar photovoltaic systems increased from 60 to 305.\n\nCompetitive procurement for 20.6 MW of utility-scale solar generation progressed, while technical assistance supported improvements in operational performance, investment readiness and regulatory capacity.\n\nThe result of this on an actors level is that the Palestinian Energy and Natural Resources Authority, the Palestinian Electricity Transmission Company and the Palestinian Electricity Regulatory Council have strengthened planning, procurement and regulatory practices, while increasingly integrating renewable energy into sector planning and implementation.\n\n5. Advisory work influencing national policies and future investments\n\nAnalytical and advisory support generated important policy-level results. The completed Solid Waste Management Roadmap informed both the Integrated Solid Waste Management Project and the Palestinian Authority's new National Solid Waste Management Strategy (20252029). Energy sector analytical work informed the design of ASPIRE Phase III, while technical support contributed to Gaza recovery planning and the Rapid Damage and Needs Assessment.\n\nThe newly approved Palestinian Investment Preparation Facility will strengthen the Ministry of Finance and Planning's capacity to prepare and manage future infrastructure investments.\n\n6. Gender equality and inclusion outcomes exceeded targets\n\nSeveral projects exceeded gender-related targets. Under RERP, 32.8 percent of registered property titles were issued in women's names, exceeding the target of 30 percent. RMSP achieved 60 percent satisfaction among female beneficiaries, surpassing its target, while ASPIRE reached its target of 19 percent female engineers employed in the energy sector ahead of schedule. WSRP also exceeded its target for female interns (15 compared with a target of 10).\n\n7. Climate resilience and institutional preparedness strengthened\n\nClimate resilience remains a core feature of the PID portfolio, with 68 percent climate co-benefits across active investments, substantially exceeding the World Bank target of 45 percent.\n\nMunicipalities demonstrated stronger climate planning by submitting 26 resilience project proposals, of which five were selected for
