The following are some examples:\n\nOutcome 1: Society sectors and institutional stakeholders strengthen their capacities to contribute to the transitional justice agendas and justice mechanisms with a territorial approach\n\nDuring the reporting period, the Special Jurisdiction for Peace (JEP) reached several key institutional milestones. It produced the first sentences in Macro Cases 01 and 03 and advanced significant indictments in other cases. The JEP also secured a landmark acknowledgement from the former FARC Secretariat regarding the recruitment of minors in Macro Case 07. Furthermore, it concluded its first adversarial proceeding against a retired colonel, sentencing him to 20 years' imprisonment after he declined to acknowledge his involvement in extrajudicial executions. In March 2026, the tribunal held its first restorative hearing in a late acknowledgement proceeding under Macro Case 03. The contribution has led to some changes, which are listed below: \n\n- With ICTJs sustained technical support and facilitation of expert exchanges, the JEPs Section for Acknowledgment of Responsibility shifted from managing legal and operational challenges in a fragmented manner to adopting a more coordinated and methodologically aligned approach, strengthening its capacity to design and implement its first restorative sentences.\n\n- Building on years of ICTJs restorative justice expertise and technical accompaniment, the JEP moved from handling late acknowledgments of responsibility through ad hoc solutions to establishing the institutions first procedural precedent for restorative late-acknowledgment proceedings, creating an emerging framework to guide future cases.\n\n- Through direct engagement and dialogue facilitated by ICTJs Colombia Director, the former FARC Secretariat shifted from an initial reluctance to acknowledge responsibility in Macro Case 07 to publicly accepting responsibility, demonstrating greater commitment to accountability and contributing to truth-telling efforts through widely disseminated public statements.\n\n- With ICTJs strategic communications support, research, and audience analysis, the JEP shifted from communicating its decisions primarily through legal and procedural narratives to adopting a more audience-centered approach, incorporating victims voices, accessible messaging, and broader media engagement to strengthen public understanding and legitimacy of its restorative sentences.\n\nWith ICTJs support for information-gathering efforts in the Magdalena River trough an agreement with Aulas de Paz (Also supported in IOM contribution) and its promotion of exchanges with Syrias National Commission for the Missing, the Search Unit evolved from a national search organisation to an international leader in best practice. This helped to establish Colombias humanitarian and extrajudicial search model as a reference for emerging missing persons mechanisms in other transitional contexts.\n\nThe legacy of Colombias Truth Commission was strengthened as its key lessons, innovations, and contributions became more visible and accessible to broader audiences. A key milestone was the launch of the book A Look at Colombias Truth Commission: Lessons Learned, Reflections, and Seven Contemporary Challenges, which brings together reflections from former Truth Commission members and experts on the Commissions most significant innovations and lessons. Presented at major public forums, including the Bogotá and Medellín book fairs, the publication has strengthened the Commissions visibility and relevance for contemporary truth-seeking processes, with dissemination activities supported by the Swedish Embassy.\n\nThroughout the year, the importance of the 2016 Peace Agreement was reinforced and promoted through accessible storytelling, novel communication methods, and strategic collaborations with the media and cultural organisations. A key factor in achieving this was the continued dissemination by ICTJ of the documentary Después del Frío, which was screened at national and international festivals and special events attended by JEP magistrates, international stakeholders and the UN Verification Mission in Colombia. Notably, a screening co-hosted by ICTJ in New York in July 2025 brought together representatives of several UN permanent missions, including Sweden. Audiences consistently highlighted the documentarys personal, emotional and universal narrative as a powerful tool for engaging diverse audiences. ICTJ intends to continue using the film in FY27, particularly in connection with the tenth anniversary of the Peace Agreement.\n\nOutcome 2: Society sectors and institutional actors strengthen their capacities to participate in and influence peace processes and territorial transformations in a context of fragmented violence and armed conflict.\n\nUnder this outcome ICTJ supported the implementation of different negotiation processes with armed groups, some of them in context of urban violence and with no political affilitation. This outcome was supported mainly by the EU project but there are some results that were achieved, despite the fact the the negotiations didn´t manage to reach agreements with the armed groups, some of the activities and results are below:\n\n- ICTJ prepared a non-official draft law addressing the criminal treatment of armed groups and criminal organisations, which was submitted to the Ministry of Justice. Several elements of the ICTJ's proposal were subsequently incorporated into the draft bill formally presented by the Ministry in mid-2025. These included territorially grounded legal treatment mechanisms, reforms to strengthen reparations in conflict-affected regions, and provisions to utilise assets acquired by armed groups to support territorial transformation. The Swedish Embassy facilitated dialogue with members of Congress, but it was concluded that the political context was not favorable for promoting the law.\n\n- In partnership with El Espectador, ICTJ implemented the Comunidades que transforman (Communities that Transform) communications strategy, which produced 34 print and digital journalistic pieces published in the newspaper and on its digital platform. Between August 2025 and March 2026, the articles generated approximately 420,500 visits.\n\n- ICTJ contributed to positioning Peasant Reserve Zones (ZRC) as instruments for territorial peace, environmental protection, and greater community autonomy in regions affected by armed control. A major result was the January 2026 resolution formally initiating the establishment of the Losada Yarí ZRC, which is expected to benefit more than 1,500 families.\n\nThese results demonstrate the relevance of ICTJ's work in the context of the past year, despite the failure of the total peace policy, and show that some milestones have been achieved. Regarding the implementation of the 2016 peace agreement, ICTJ's contribution was to provide expert support to the JEP, helping to advance the judgement of human rights violations and contribute to the reparation of victims. More broadly, the ICTJ's work supports the entire transitional justice system and the development of a culture of peace and
