The organisation supports civil society capacity building, gender justice, social and economic justice, peace and social cohesion. It works with people living in the most vulnerable conditions, local civil society partners and other strategic actors for the realization of the right to a dignified life for everyone without any form of discrimination. Diakonia has been active in the DRC since 1999 with an office in Kinshasa which currently employs 11 people and has direct partnerships with 18 CSOs. \n\nThe Embassy has worked in partnership with Diakonia from 2018 to 2023 on the project Strengthening Civil Society Organisations in the DRC and this contribution will be a second phase of its project. \n\nThe new phase is proposed for 37 months of implementation period plus 3 months of closing from 1 December 2023 to 31 March 2027 and will mainly be carried out at the level of 6 provinces including the City Province of Kinshasa and the provinces of Kongo Central, Kwilu, Maï-ndombe, Kasaï Central and Lualaba. In continuity with the first phase, the proposal addresses the issues of the chronic democratic deficit, the lack of awareness and respect for human rights, gender inequalities, and the absence of accountability of those in power to rights holders. So, it is highly relevant with the current context in the Democratic Republic of the Congo where the public space is increasingly limited in the face of upcoming elections in December 2023, people who defend human rights are particularly vulnerable, women are underrepresented in politics and still facing home and sexual violence.\n\nThe development objective of the program is a democratic and stable state in the Democratic Republic of the Congo where people of all genders and ages can fully enjoy their freedoms, claim their rights, and live in peace and dignity. To this end, the overall program objective is to contribute to the strengthening of democracy and gender equality, and the respect of human rights in the Democratic Republic of the Congo.\n\nThe Embassy assesses that Diakonia's objectives and theory of change are clear and seem realistic and consistent with the change sought. Also, the ownership and sustainability of the program were addressed as much as possible.\n\nTo implement the activities, Diakonia will partner directly with nine CSOs, including seven working at the national level and two CSOs based in the provinces. \n\nThe overall budget of SEK 35,000,000 is broken down as follows: 49% direct to partners projects, 11% for partners operational costs, 29% for Diakonia program staff, office and equipment costs, 4% for quality assurance management and 7% for global overhead costs.\n\nConsidering the budget and the fact that about 50% of funds will be transferred to third parties, the contribution represents a great risk for the Embassy. I detta syfte är det övergripande programmålet att bidra till att stärka demokratin och jämställdheten mellan könen och respekten för de mänskliga rättigheterna i Demokratiska republiken Kongo.\n\nAmbassaden bedömer att Diakonias mål och förändringsteori är tydliga och verkar realistiska och förenliga med den förändring som eftersträvas. A strengthening of the organisational and operational capacity of the IPs has been noted. On average, 80% of IPs have access to and use governance tools. To ensure the effectiveness of their interventions, IPs have set up 80 change structures, 76 of which are operational in the intervention area and 4 of which will be installed at the beginning of year 2 by the AWPJ partner. These change structures are composed of 951 active members, including 331 women (35%), 322 men (34%), 108 People with disability (PWD) (11%) and 190 young people (20%) engaged in the areas of citizen participation, gender justice and human rights.\n\nTo make specific groups able to claim and defend their rights, 1.356 people were informed, sensitized and trained on their fundamental rights in the intervention zones, including 300 Human Rights Defenders (HRDs), 600 members of Local Human Rights Committee (CLDHs), 60 prisoners (N'dolo and Boma prisons) and 396 people (107 women, 155 young people, 35 PWD, 99 men) from 13 communities living in mining zones in Lualaba province.\n\n34 grassroots human rights monitoring structures have been set up by D5, VSV, ADH and AWPJ, and 359 (three hundred and fifty-nine) cases of human rights violations and abuses have been documented and reported, including 168 cases denounced and brought to the attention of the relevant authorities. Change agents involved at grassroots level in the defense of human rights were able to produce 112 monitoring reports, and carried out 111 human rights advocacy actions, of which 21 (19%) were successful and the others are ongoing. 37 meetings and exchanges were organised with the authorities at various levels. Actions to demand and defend rights have been initiated by HRDs, namely 29 press releases, 3 forums for media expression, 1 press conference, 4 warning letters, 4 denunciations of abuses perpetrated by law enforcement officers.  \n\nInitiatives to promote the political participation of women, young people and people with disabilitY were carried out, including one (1) on the representativeness of women in decision-making positions in the Direction of National Education and New Citizenship, where there are only 2 women out of 56 decision-makers (0.03%) in Kasai Central. To this end, 54 women, including 23 women with disability and 16 young people, have pledged to join political parties to position themselves in future elections. In terms of active participation in the electoral process, 4,500 people, 70% of them women, were reached by the CFC partner's awareness campaigns in the 10 group support structures (SEG) in the Lemba, Ngaba and Muanda sites. 3 mass awareness campaigns on electoral participation were conducted in the same sites, reaching at least 30,000 people. Following awareness-raising and mobilisation for the elections, a 2% variation was observed between the 2018 and 2023 legislative elections in the 3 project sites. In addition, 24 Long-Term Observers (LTOs) were deployed in the 6 provinces (Kongo Central, Kasaï Central, Lualaba, Kwilu, Mai Ndombe and Kinshasa) following training on the SYMOAPP data collection tool, which provided real-time observation data and led to the writing of the combined election observation report for December 2023.\n\nIn light of the above results, the project's first year went
