Justice For All - Prison fellowship Ethiopia (JFA-PFE) is an NGO which started its activities in 1992, supporting prisoners in Ethiopia. The organisation has gradually widened its operations to include human rights, rule of law and capacity building and advocacy in the justice sector justice. Recently JFA-PFE also engaged in reconciliation and peace-building. Sweden has supported JFA-PFE since the mid 2000s. The current program, \"Justice 2022-2025, An Integrated Program on Protection of Human Rights, Strengthening of Rule of Law and Peace Building Process in Ethiopia\" is supported by Sweden, Norway, Netherlands and Austria. This program was developed from JFA's new strategic plan \"Creating the Future\" 2021-2025 that was completed and approved in July 2021.JFA submitted the proposal in March 2022 and after reviewing the document, extensive comments were given to the cooperation partner to re-work on the proposal as well as to present a more realistic budget. The revised proposal was submitted in July 2022. As a direct result, 1,132 detainees and prisoners were released, while more than 1,415 cases involving women and children were resolved, contributing to improved access to justice and protection of vulnerable groups.\n\nSupport for prosecution backlog clearance: Through support to the Ministry of Justice, JFA contributed to the review and clearance of 1,000 backlogged prosecution files, with an additional 436 cases determined unsuitable for further prosecution.\n\nFacilitation of pardon and forgiveness processes: JFA supported pardon and forgiveness processes that contributed to the release of 3,455 inmates, including 184 women, helping reduce prison overcrowding and prioritizing vulnerable groups, including elderly prisoners, persons with serious illnesses, women with children, and juveniles.\n\nEstablishment of a child-friendly court bench in Hawassa: JFA supported the establishment of a child-friendly bench at Hawassa First Instance Court in the Sidama Region to provide a safer and more child-sensitive justice process for child victims and witnesses.\n\nPublic Legal Education Campaign: JFA partnered with Fana Media Corporation to produce a 14-part human rights media series broadcast through 28 weekly programs covering issues such as alternative sentencing, sexual and gender-based violence, digital justice, hate speech, and civil rights. The campaign reached more than 249,998 people through mainstream media.\n\nAdvocating and Scaling Up Alternatives to Imprisonment: JFA supported the expansion and institutionalization of alternative sentencing mechanisms in South Ethiopia and Central Ethiopia and contributed to the development of a national draft proclamation on alternatives to imprisonment. The initiative progressed toward national adoption, and some courts, including the Konso Zone High Court, replicated the approach within their own institutions. Advanced Prison Reform through the Validation of Key Legal Frameworks: JFA supported the review and validation of draft legal reforms on prisoner reintegration, correctional standards, and alternatives to imprisonment prior to their submission for legislative approval.\n\nEstablished income generating initiative for women prisoners: To strengthen the rehabilitation and economic reintegration of women prisoners, JFA procured and installed a bread-baking machine and related equipment at Kality Prison. The facility has a production capacity of 400 loaves per hour. The partner also provided entrepreneurship, bookkeeping, and business planning training to 48 women inmates (conducted during the NCE period in 2026), equipping them with practical skills that can support their rehabilitation and future livelihoods.\n\nHuman Rights and Prison Assessments: Two studies were conducted, one on human rights conditions and rehabilitation gaps in Ethiopian prisons and another on the military justice system, producing evidence and recommendations to inform future reforms. \n\nElder-led Mediation held to deescalate tension between Tigray and Federal Actors: In collaboration with the Ethiopian Elders' Council, Peace Mothers, and prominent business leaders, JFA-PFE facilitated a series of consultations on dialogue and peaceful conflict resolution. The Elders' Council conducted consultations with government officials and other stakeholders from both the Federal Government and Tigray, while JFA-PFE provided financial, logistical, and technical support, including expert input to the development of the Council's code of conduct for peace mediation. As a result of these consultations and follow-up engagements, a joint task force was established between representatives of the Federal Government and the TPLF to address outstanding areas of disagreement and advance reconciliation efforts.\n\nRestorative Justice (RJ) Expanded: During the reporting period, customary courts were formally launched in the Amhara Region, institutionalizing restorative justice mechanisms. Also in Southwest Ethiopia Region, 399 kebeles are now practicing restorative justice. The initiative has reduced the burden on formal courts in the region.\n\nStrategic Partnership established to advance National Dialogue: A partnership was established between the Ethiopian National Dialogue Commission (ENDC) and the Ethiopian Elders' Council (EEC).
