By positioning civic space as a fundamental benchmark of EU accession, BCSDN ensured that its Monitoring Matrix, policy briefs, and regional evidence informed high-level policy dialogues, including the Berlin Process, EESC Enlargement Forums, and the OGP agenda.\n\nBCSDN has facilitated networking and collaboration between civil society actors for protecting civic space through regional coalitions, working groups, and joint actions that addressed threats to civic space in the Western Balkans. The redesigned Civic Space Fund enabled targeted support for coalition-driven initiatives, including small action grants that resulted in legal aid, awareness campaigns, national workshops, and policy papers across Albania, Serbia, Bosnia and Herzegovina, and Montenegro. The organization of the first Civic Space Hackathon in 2025 showcased innovative responses to disinformation, smear campaigns, and funding restrictions, reinforcing the value of multi-stakeholder engagement in developing creative solutions.\n\nExamples of changed behaviour, action, policies etc by key actors:\n\nEU institutions used findings of the Monitoring Matrix as a benchmarking and verification tool in policy discussions and as reference in policy documents. The Monitoring Matrix was referenced in key EU documents such as the EU Commission country reports and IPA Civil Society Facility programming for Albania and North Macedonia. The European Economic and Social Committee (EESC) recognized BCSDNs monitoring as instrumental in informing the EUs approach to supporting an enabling environment for civil society in the Western Balkans and used BCSDNs findings in its official opinion. The EESC also continued its initiative of involving civil society and social partners from the enlargement countries in opinions, and included the direct involvement of Kosovo civil society representatives. BCSDNs advocacy contributed to this decision.\n\nMembers of the European Parliament (MEPs) and the Cabinet of the Enlargement Commissioner have changed their rhetoric and messaging around civic space after BCSDN's advocacy. At the outset of BCSDNs urgent advocacy visit to Brussels in October 2024 on the situation in Serbia, many EU stakeholders were dismissive of the severity of the crackdown on civic space, with only a few key MEPs (mainly from the Greens) acknowledging the urgency. Following BCSDNs interventions  including policy briefs, Enlargement Package analysis, and coordinated advocacy at EU fora  momentum visibly shifted. The same MEPs began hosting and participating in follow-up events, helping bring Serbia's civic space crisis into the spotlight. By the time of BCSDNs high-level advocacy mission later that autumn, EU discourse had changed: civic space and democratic regression were consistently acknowledged in discussions with diverse decision-makers and shapers. This shift culminated when, just days after BCSDNs meetings with the Cabinet of Commissioner Kos, the Commissioner released a video statement on World NGO Day underscoring the importance of NGOs, zero tolerance for actions undermining civil society, and the need for stronger EU support to civic space in the Western Balkans.\n\nCivil society actors across the Western Balkans networked, enhanced each others messages, and mobilized joint advocacy actions, as a result of BCSDNs facilitation of the collaboration between civil society actors and by providing a platform for civic space issues in the
