The transition is a very welcome but challenging undertake, and there is a need to change the institutional frameworks, operational independence and not the least the change management competence to operationalise the two acts. While the overarching objectives remained the same, the budget and work plan were revised to better\nrespond to the need to focus on transition activities. As the drought ended, the Embassy also approved utilisation of remaining drought funds (as emergency budget was terminated by the government) to support the transition. The programme has supported the continued implementation of the Office of the Auditor Generals (OAG) core mandate during 2025, including audits across central government, local authorities, parastatal bodies and special assignments.\n\nSida assesses that the activities implemented are relevant, of good quality, and respond well to the programme objectives, contributing to transparency and accountability in the management of public resources. The independent review that the Embassy is currently conducting will be an\nimportant resource for OAG in making strategic choices, and give input to the next strategic plan.\n\nExamples of results\n1. Improve audit services\nPerformance is bench marked against the 2022 baseline and there has been a improvement in the Parliamentary committees follow up on audit recommendations as a result on OAG more proactive work around the issues. The audit coverage of the national budget expenditure has increase from 47 percent in 2021 to 100 percent in 2025. 74 out of 83 activities were implemented and audits were carried out on key government ministries and agencies, but the clientele coverage was 95 percent (compared to expected 100 percent). There are some possible explanations related to transport capacity. \n\nA milestone is the improved audit methodology, where OAG:s score rose from Level 2 to Level 3, reflecting more consistent application of audit methodology, standardized processes, and stronger quality controls, thereby enhancing the reliability of audit outcomes and stakeholder confidence in public financial governance. Over the implementation period, OAG has progressively aligned its audit practices with ISSAIs, tracked through the AFROSAIE Institutional Capacity Building Framework (ICBF) and benchmarked against peer SAIs in the Englishspeaking\nAfrican region. At the outset of RIDP VII in 2022, audit manuals and ISSAI referenced guidance existed but were inconsistently applied across audit directorates. Under the ICBF rating system, performance is measured on a four level scale: Level 1 (Initial), Level 2 (Developing), Level 3 (Established), and Level 4 (Managed and Optimised). The Level 3 score indicates that audit\nmethodologies are now wellestablished, consistently applied, and aligned with international standards, including ISSAIs. At this level, audit processes are no longer ad hoc but are guided by documented procedures, supported by appropriate tools such as the Audit Management System, and implemented by adequately trained staff. In comparison to peer institutions within the AFROSAIE region, reaching Level 3 places the OAG among institutions with solid and reliable audit frameworks, while Level 4 represents a more advanced stage characterised by continuous improvement, innovation, and full optimisation of audit practices. This progress demonstrates significant strengthening of the OAGs audit function and reflects sustained investment in systems, capacity building, and quality assurance mechanisms.\n\n2. Improve stakeholder engagement\nStakeholder engagement and transparency remain central to sustaining public trust and  institutional relevance. The stakeholder engagement strategy was implemented. Results were still below expected target, with low stakeholder satisfaction (65 instead of 85 percent) and low awareness (70 instead of 85 percent), even if it was a slight improvement in relation to annual target. The result could be explained by the limited resources, growing stakeholder expectations, delays in dissemination of audits and limited engagement on digital platforms. Behavioural change has been challenging to measure and indicators in the new strategic plan will be developed.\n\n3. Enhanced resource mobilisation\nA key pillar of institutional sustainability is financial sustainability. The report states that the targeted increase of 10 procent were not met and a 5 procent reduction in funding was recorded. Despite this, that to some extent is explained by the government's reallocation of funds due to the drought response, the allocation remained higher that the pre2024 budgetary levels. Still there are challenges around financial sustainability to deliver on the mandate, especially as OAG:s mandate has increased with the government's devolution. The operationalisation of the acts, open up new possibilities, but also challenges, to strengthen the resource mobilisation.\nHistorically, the OAG has faced challenges related to heavy reliance on Treasury funding (75%) and delayed disbursements, and limited control over financial resources have had implication on operations. The new framework provides an opportunity to address these constraints through a diversified financing model that includes Parliamentary appropriations, audit service fees, grants, loans, and investments. \n\n4. Improve operational systems and procedures\nThe report highlights improvements in risk management and monitoring systems, e.g. the roll out of the Zambia Enhanced Audit Tool (ZEDSEAT), which has improved methodology and a more consistent application of standards. \n\n5. Enhanced human capital\nThe individual set targets have not been followed up in the Annual performance appraisal system (APAS), and the system has not been fully operationalised. In addition, 80 positive percent feedback on work culture is a target but the results is only 51.8 percent. OAG has introduced several measures to enhance team building, support and worklife balance but it is still too early to see the results. The human resources will be a key component in the next strategic plan as OAG\nleadership has identified staff satisfaction and change management as key for a successful transformation and ability to carry out the core mandate.\n\n6. Improve infrastructure, tools and equipment\nOperational sustainability is being strengthened through continued investment in systems, infrastructure, and capacity development. The adoption of digital audit tools such as ZEDSEAT, expansion of ICT systems, and increased focus on performance, environmental, and realtime\naudits demonstrate the OAG:s commitment to modernising its audit approach. However, persistent constraints in transport, infrastructure, and ICT highlight the need for sustained, long-term investment. Addressing these gaps through multiyear capital planning and\nstrategic partnerships will be essential to maintaining operational efficiency and expanding audit coverage. Increased reliance on technology enabled audits and management processes have enhanced effectiveness and strengthen collaboration across offices. The digital transformation is however costly and there is a need to secure sufficient funding and gradually modernise and equip offices with digital
