Despite the goodwill of the Constitution to reduce the levels of marginalisation across Kenya, the residents of Isiolo and Marsabit counties still live on the periphery of society, systemically excluded from the mainstream social, political, economic, and cultural development. They experience recurrent challenges of abject poverty, condensed economic activities limited to pastoralism, political under-representation, and limited inclusion and public participation in the counties development agenda. Both counties are Arid and Semi-Arid Land (ASAL) and are negatively affected by climate change, which is often a trigger of conflict. The latter occurs specifically among pastoralists communities belonging to different ethnic groups, who, because of extreme climatic events, are forced to look for pasture and other natural resources, often invading the boundaries of other communities and counties.\n\nThe geographical inaccessibility of many areas of especially Marsabit County but lso border areas of Isiolo county also exacerbates the marginalisation of its communities, with the majority of the State institutions unable and unwilling to penetrate these areas. Building on the 2030 Agenda for sustainable development and the principle of leaving no one behind, the project will focus its interventions in these two counties.\n\nIt is expected that at the end of the intervention, the project will contribute to the efforts of ensuring that citizens of Isiolo and Marsabit counties benefit from inclusive and participatory county governance development processes and that the county Governments of Isiolo and Marsabit, will increasingly drive transparency, and accountability actions, including on climate change and Natural resource management.  In addition, the residents will be exposed to contextualised multi-door approaches to justice, including court annexed mediation (CAM) and Alternative justice systems (AJS) platforms, which will increase their chances of effectively solving their disputes in a fairer, cheaper, and more effective manner. While some output\ntargets were not fully achieved, all outcome targets were exceeded, contributing\nto stronger access to both formal and communitybased justice mechanisms.\nIDLO supported National Steering Committee on the Implementation of the\nAlternative Justice Systems Policy (NaSCIAJS) to operationalize AJS through\nthe development of key frameworks, including the Code of Conduct for AJS\npractitioners, Case Registration Form, Guidelines on the Use of AJS Suites, and\nCounty Action Plans for Isiolo and Marsabit. AJS Suites were launched in Isiolo\nand Marsabit in 2024 with support for essential infrastructure. According to the\n2024\u002F2025 State of the Judiciary and the Administration of Justice Report\n(SOJAR), six County Action Plans were launched during the reporting period, two of which were supported by IDLO, bringing the national total to 13. AJS use\nalso increased: 677 cases were concluded in counties where the Judiciary\nactively monitored referrals, including Isiolo and Marsabit. In Isiolo, the AJS Suite\nhandled 139 cases in its first year, resolving 134, a 96.4% resolution rate.\nIDLO also supported the launch of the AJS Prison Model at Isiolo Prison in\nSeptember 2024. The model applies restorative justice to minor offences,\nsupporting reconciliation, rehabilitation and prison decongestion. Initial\nimplementation resulted in 60 cases resolved and 37 detainees conditionally\nreleased. The model has since informed wider Judiciary efforts, including\nperiodic sentence reviews for petty offenders.\nUnder CAM, IDLO supported the establishment of fully operational CAM\nregistries at Isiolo and Marsabit Law Courts, trained mediators and supported\ncommunity sensitization. The two CAM stations handled 190 cases and resolved\n133, helping reduce backlogs and providing faster, more affordable justice.\nDraft\nJustice seekers saved an estimated KES 26 million from the 133 resolved cases.\nNationally, SOJAR 2024\u002F2025 reported 14 new CAM registries, bringing the total\nnumber of CAM court stations to 94, including 14 supported by IDLO. CAM\nreferrals also increased nationally from 6,573 to 9,843 cases, a 50% increase,\nwith 8,828 cases concluded, representing a 90% resolution rate. IDLO further\nsupported frameworks for private and family mediation, including guidelines that\nenabled 49 private mediation cases to be filed and concluded by the Judiciary.\nImmediate Outcome 2: Improved Ability of Women, Especially Young\nWomen, in Isiolo and Marsabit Counties to Access Public Information and\nParticipate in CountyLevel Governance Processes\nUnder Immediate Outcome 2, IDLO achieved its target of strengthening the\nability of women, especially young women, to access public information and\nparticipate in county governance processes. The outcome indicator was met,\nwith 71% of young women reporting good or very good capacity to access public\ninformation and participate in governance. Key achievements included support\nto implementation of the Access to Information Act (ATI), awareness and\nsensitization forums for public officers and communities, development of county\nreporting tools and guidelines with the Commission on Administrative Justice\n(CAJ), and the convening of three Annual County Access to Information\nConferences. While some output targets were not fully met, the project\nstrengthened both institutional compliance and citizen awareness of information\nrights.\nIDLO supported the CAJ to develop a digital Monitoring, Evaluation, Research\nand Learning system to improve monitoring and reporting on ATI implementation.\nThe MERL system provides a standardized framework for public and private\ninstitutions to report on ATI obligations and includes tools for collecting\ndisaggregated data, including gender and agespecific information. The system also enables automated reporting and indicatorbased analysis. Its development\nwas completed in October 2025 and it is currently in use by the CAJ.\nThe project also improved access to information through inclusive and user\nfriendly ATI materials. In partnership with the CAJ and the Kenya Society for the\nBlind, IDLO developed simplified, Swahili and Braille versions of ATI materials,\nhelping make information rights more accessible to women, youth, persons with\nvisual impairments and other marginalized groups. These materials were\ndisseminated through countyled forums and civil society networks,\nstrengthening public understanding of ATI and supporting more meaningful\nparticipation in governance processes, including climate change planning.\nDraft\nIn addition, IDLO contributed to stronger transparency and accountability\nsystems at county level. The CAJ reported increased and more regular updates\non county websites, including Isiolo and Marsabit, while its 2025 research found\nthat 87% of institutions proactively disclosed information, with 76% of that\ninformation accessible, mainly through institutional websites. IDLO also\nsupported the development of ATI Bills for Isiolo and Marsabit, which, once\nenacted, can further institutionalize countylevel ATI obligations and strengthen\naccountability.\nImmediate Outcome 3: Improved Capacity of the County Governments of\nIsiolo and Marsabit to Implement GenderResponsive CountyLevel Climate\nChange and NRM Actions\nUnder Immediate Outcome 3, IDLO exceeded the outcome target by\nstrengthening county capacity to implement genderresponsive climate change\nand natural resource management actions. The outcome indicator was\noverachieved, with 81.3% of county government staff reporting improved\ncapacity. Key achievements included training ELC judges and judicial officers on\nclimate justice and national resource management (NRM), strengthening\ncustomary justice actors capacity on conflictsensitive approaches to land and\nnatural resource disputes, and training county attorneys, policymakers,\nexecutive officers and implementation committee members on climate change\nand NRM policy, legal and operational frameworks. Although some output\ntargets related to County Climate Change Units (CCCUs) and implementation\ncommittees were not fully achieved, the project strengthened institutional\ncapacity and contributed to more inclusive and genderresponsive climate\ngovernance.\nIDLO supported the County Government of Marsabit to integrate gender\nresponsive actions into the Marsabit County Climate Change Action Plan. The\nproject also supported research on the disproportionate impacts of climate\nchange and NRM on women and girls in Isiolo and Marsabit, which informed the\nreview of the Marsabit Participatory Climate Risk Assessment. These efforts\ncontributed to the inclusion of women and youth in wardlevel climate structures and to the development of a gender mainstreaming toolkit, helping ensure that\nclimate interventions respond to those most affected by water and food\ninsecurity.\nThe project also strengthened coordination mechanisms for climate justice. In\ncollaboration with the Judiciary and National Council on the Administration of\nJustice (NCAJ), IDLO supported the establishment of Environment and Land\nCourt (ELC) Court User Committees in Isiolo and Marsabit. These committees\nbring together court actors, county institutions, civil society and communities to\nimprove public participation and coordination on land, environmental and\nclimaterelated matters. They also support the use of AJS and CAM to resolve\ndisputes and restore relationships, contributing to more accessible and context\nsensitive climate and environmental justice. Finally, IDLO supported the establishment of Gender Committees on Climate\nChange in Isiolo and Marsabit, integrating 30 women into county climate\ngovernance structures. The committees, linked to Ward Planning Committees,\nprovide a mechanism for womens participation in climate finance, project\nprioritization, implementation and monitoring. This has strengthened public\nparticipation and helped ensure that gender equality and inclusion of vulnerable\ngroups are reflected in county climate actions.
