It was a short implementation period aimed at build on previous activities and results and consolidate the gains. The results below captures all three phases from 2015 until 2025. Some of the 2025 results, are more elaborated. \n\nTowards Enhancing Access to Justice\n\n- 650 community elders, 250 paralegals and 120 religious leaders trained in rights-based approaches to traditional dispute resolution mechanisms\n\n- 1500 disputes related to land, succession, an family matters handled by Alternative Justice Systems (AJS). AJS suites established in the counties of Isiolo, Kajiado, Nakuru and Lamu.\n\n- 4111 cases adjudicated through AJS - 2243 involving women and 1868 involving men\n\n- 3000 unresolved cases linked to formal courts by partners \n\n- Small Claims Courts established, operationalised in 12 counties including Nairobi, Kisumu, Kakamega, Mombasa and Meru. Resolved over 27 000 cases worth KES 4,6 billion by mid-2023, median resolution time of 53 days compared to average 2 years in mainstream courts\n\n- 69 Court Users Committees converend and capacitated by partners over the program period\n\n- 27 400 indigent individuals access legal aid and psychosocial support services - including 4305 women and 23 135 men, accross a network of correctional facilities in Kenya\n\n- 8000 detainees (including 1200 women) released due to support from community paralegals and self-representation resulting from legal aid by partners\n\n- 837 prisoners (519 men, 75 women and 243 children) convicted of serious offences, including murder, benefitted from plea bargaining processes that reduced charges and sentences\n\n- 50 human rights desks\u002Fcommittees established in selected prisons in Isiolo, Kitui, Kericho and Baringo counties\n\n- 40 gender desks established with programme support in police stations accross the country collectively handled an average of 2000 GBV-related cases annually\n\n- 23 000 individuals were reached in police custody, remand, prioson, and probation hostels across Kenya with targeted rights education resulting into a more aware community of offenders\n\n- 28% reduction in reported cases of human rights violations and with compliace rates rising to 70% across all the supported justice facilities\n\n-513 prison officers (319 men and 112 women) trained on UN Standard Minimum Rules for the Treatment of Prisoners (UNSMR)and thereafter set up human rights committees\n\n- 13 172 pre-trial inmates benefitted from Veteran Justice Courts (VJC) out of which 10 510 (6308 women and 4202 men) directly engaged the courts\n\n- 4000 complaints received through Automated Reconciliation and Inmate System (ARIS) contributing to increase police accountability and public trust\n\n- During the last phase, 376 LGBTQI individuals facing human rights violations accessed legal aid and legal awareness through NGLHRCs Legal Aid Center. This increased access to justice not only upheld individual rights but also contributed to broader societal shifts by affirming the legal personhood and dignity of LGBTQI citizens.\n\n- 18 high court judges from various divisions committed to ensuring limited bias in handling cases of LGBTIQ persons, making alternative bail considerations for LGBTIQ persons in contact or in conflict with the law, as well as a commitment to uphold the constitution in line with article 10 to safeguard the constitutional guarantees of LGBTIQ persons. The commitments were made during fifth Judges Training Retreat aimed at addressing judicial bias and improve the treatment of LGBTQI persons in the courts.\n\n\nTowards Prudent Public Financial Management\n\n- 316 budget cafes facilitated at national and county levelv focusing on the Budget Policy Statement 2023, Finance Bill of 2023, National Budget Estimates, Supplementary Budgets, Sector Working Groups and National Budget implementation\n\n- 1 Petition (Finance Act 2023 case ref. HCCHRPET\u002FE228\u002F2023) challenging the constituionality of the Finance Act 2023.\n\n- 11 Civic petition frameworsk developed to deepen public oversight on public financial management\n\n- 28 Citizen scorecareds rolled out and utilised to monitor public finance processes and service delivery\n\n- 2 Memorandums submitted to Attorney General on Public Participation Bill 2024 and by PWDs to four County Assemblies\n\n- 11 Memorandums submitted to National Assembly and County Assemblies highlighting community budget proposals enhancing citizen influence in budget decision-making\n\n- 2 Papers published - Climated Finance Paper and the Status of Social Protection in Kenya and how Budgeting for Social Protection Happens\n\n- 62 CSOs equipped through capacity building to monitor public service delivery, track budgets, and advocate for anti-corruption reforms\n\n- 100 budget champions from various regional hubs engaged communiities and presented public finance management issues to relevant duty bearers: \n\n1) Water priorities in Nakuru County were integrated in the National Assembly Budget and Appropriations Committee report on the 2025\u002F26 budget estimates. These include Kongaria Dam in Silale Ward (Baringo County), Chebienmit Dam, Chemwabul Dam and Kipchawat Borehole and Chebokokwa Borehole in Elgeyo Marakwet, Kapkoros Water Pan and Kibukwo -Kamasai-Taunet Water Project in Nandi County.  This was in response to submissions by the Rift Valley budget hub (oral and written) including some of their community priorities in the water sector- (Bajeti Hub contribution)\n\n2) The County government of Siaya pledged to increase resource allocation towards the health sector from Kshs 1,000,000 to 1,500,000 million through the ward-based budget allocated to Members of County Assembly; and increase resource allocation towards farm inputs.  In addition, for the 2025\u002F2026 financial year, there was increased budgetary allocations towards the health sector by Kshs 1 Million (Now 2 million), which have been channeled towards the construction of Baralongo Health Centre. This was as a result of a citizens engagement forum between citizens and Member of the Siaya County Assembly for Southeast Alego Ward, Hon. Scholastica Madowo in a town hall forum convened by TI-Kenya on 10th April 2025. During the forum, citizens raised issues including Inadequate Health Service Delivery due to lack of a health facility in Barolengo, and limited access to agricultural Inputs, particularly by vulnerable women, which affects their food security.\n\n- The County Budget Transparency Survey 2023 and 2024:\n\n1) Counties are now publishing more budget documents and improving their comprehensiveness. County Budget Transparency Survey of 2024 released in 2025 by Bajeti Hub, counties on average scored 64 out of 100 points, an improvement from 56 out 100 points in the CBTS 2023. These results have been achieved through Bajeti Hub initiatives such as CBTS, development of capacity building manuals and engagements with county governments through regional hubs.\n\n2) Uasin Gishu county improved public participation process by publishing public participation meetings via various media and social media platforms, two weeks to the public participation events. Furthermore, the county formed the County Budget Economic Forum (CBEF) to enhance linkage between the county government and citizens. The actions by Uasin Gishu County resulted from TI-K meetings with county executive, assembly oversight committees, and civil society organizations that were held in 2024. \n\n- Uasin Gishu County launched the digital payment system on 17th February to improve accountability in collection of county revenues. This resulted from TI-K training on digital tools held in 2024.\n\n- The National Assembly dropped clause 52 in Finance Bill 2025 which allowed KRA to access personal information. This was in response to a memorandum to the national assembly by KHRC and OKOA Uchumi Coalition on 5th June and joint press statement.\n\n- KHRC, with technical support from Bajeti Hub, Elimu Bora Working Group in partnership with World Vision, developed and submitted a memorandum on the Education Sector budget estimate and submitted the proposal to the Parliamentary Budget and Appropriation Committee. Among the key issues raised were the under-funding in the primary education, budget reduction for school feeding programmes and continued employment of teachers on intern basis contrary to the court ruling.\n\nTowards an Inclusive, Cohesive and Accountable Society\n\n- 23 Citizen Platforms were strengthened through community action groups meetings and maskani conversations in Nakuru and Garissa counties\n\n- 22 County Dialogue Reference Groups were convered by NCCK\n\n- 3 Youth Assemblies established for youth constructive engagement in Mombasa, Kwale and Lamu\n\n- 2388 youth and 340 women leaders equipped with advocacy skills and civic knowledge to engage in various governance processes.\n\n- 13 commitees and community policing forums established\n\n- 1 national multi-secroal forum with 40% representation of marginalised minority groups was co-convened\n\n- 1 framework for national dialogue on the \"Kenya We Want\" was developed and adopted\n\n- 50 messages developed and aired for 6 months on the \"Kenya We Want\"\n\n- 100 000 citizens per county reached by the messages on the \"Kenya We Want\"The Angaza\n\n- Movement launched - a national & grassroots movement by a consortium of civic & human rights organizations championing electoral integrity & political accountability\n\n- More than 5 iusses from the national dialogue process by religious leaders made it to the BBI report\n\n- 3.2 Million citizens reached with campaigs such as #LindaKatiba, #OkoaUchumi, and #RedCard2022, amplifying public demands for constitutionalism, fiscal justice, and leadership integrity\n\n\n\nTowards Adoption of a Gender & Inclusion Lens in Climate Chnge and Conflict Initiatives by State and Non-State Actors\n\n- 2 key areas for CSO engagement identified (The National Gender and Climate Vlunerabilities Hotspot Mapping and Kenya's National Gender and Climate Change Action Plan\n\n- 1 Gender and Children's desk established in Chemolingot Police Station in Tiaty\n\n- Widows secured education scholarships from the ward funds for their children\n\n- Baringo County Government Issued no-interest grants to organised women and youht groups to amounts ranging from KES 100 000 - 500 000\n\n- 1140 women leaders trained and actively participated in advocacy on inclusive policies and equitable resource allocation\n\n- KES 5.1 million allocated to Kitui FY 2025\u002F2025 budget for the construction of GBV Rescue Centre\n\n- 3 Strategic convenings on gender, climate change and conflict were held; 34 gender-focused CSOs supported on policy advocacy and gender responsive budgeting\n\n\n\nTowards Strengthening Accountability and Independence of Governance Institutions\n\n- 70% of accountability issues rased were respondend to by duty bearers\n\n- 12 Service charters developed enhancing transparency on available services and their costs\n\n- 17 documented shifts in county budgets that include reallocations towards water programs, school infrastructure, and GBV response services\n\n- 14 capacity needs in governance institutions (county assemblies, police and judiciary) were identified\n\n- National Council for Persons with Disabilities institutionalised to discharge its mandates\n\n- 48 Human Rights Defenders supported to document violations, challenge civic restrictions, and engage duty bearers\n\n - In April 2025, the president declined to sign the Conflict-of-Interest Bill 2023 and referred it back parliament. The reason was that the Senate had watered down the bill, by allowing politicians and their family members to conduct business with government. The program contributed to that the president declined to sign through TI-Kenya efforts such as media advocacy, and engagements with parliament and likeminded organizations, which were conducted in 2024. \n\n- 12 senior police officers in Kisumu were charged under the International Crime Act for with command responsibility failures during the protest management in 2017 in the famous Baby Pendo case. 2 police officers were found guilty in July 2025 in Eldoret for the torture and murder of a suspect within the police cells. In June 2025 following the torture and murder of a blogger Albert Ojwang in police cell in Nairobi, 3 officers including the area OCS were charged in court with murder and one officer charged with murder for the shooting of a city hawker in Nairobi. This resulted from strengthened institutional capacity for prosecution through IMLU efforts. \n\n\n\nLaws, Policies, Guidelines\n\n- 15 key laws reviewed, operationalised and implamented for instance:\n\nThe Public Audit (Amendment) Bill (National Assembly Bill No.4 of 2024) was passed by the National Assembly in March 2025 and is now currently at the Senate. This was as a result of TI-Kenyas advocacy efforts.\n\n- IMLU in collaboration with the Witness Protection Agency supported the development of the amendment bill to the Witness Protection Ammendment Bill to include whistle blower protection and provide security of tenure for CEO\u002FDirector of the Witness Protection Agency. Protection of whistle blowers will go a long way in enhancing prosecution of torture cases.\n\n- Alternative Justice System (JS) Policy developed\n\n- 4 guidelines updated and developed: Sentencing Policy Guidelines 2023; County Public Participation Guidelines 2015; AJS Platform Award Guidelines, and; Children Court Users Committee guidelines. \n\nThe Council of Governors (COG) updated the 2015 public participation guidelines to improve county level public participation. The 2025 Public Participation Guidelines are awaiting approval.\n\nBajeti Hub contributed to this process through various activities conducted in 2023 and 2024 including the convening consultative forums bringing stakeholders from across 40 counties.  \n\n- AJS Award Guidelines were developed through partnership between LRF and NCAJ-NaSCI committee and launched in July 2025. \n\n- ELC CUCs guidelines  were developed to address poor justiciability of environmental issues and enhance access to rights by marginalized and minority communities. NCAJ has been funding the ELC CUCs based on these guidelines, thus contributing to their sustainability.\n\n- In phase III, the Actual Environment and Climate Justice Training Curriculum Document was finalized. The curriculum that aims to impart knowledge and skills on climate change response and mitigation, community resilience Adaptation, climate litigation, climate justice, promoting public participation
