The Pre-Study engaged about 55 key stakeholders (local, provincial, national and international) to analyse the enabling environment for local self-governance, the capacity, constraints and needs of local government units (Entités Territoriales Decentralisées, ETDs) as well as added value vis-à-vis other interventions.\nThe Pre-Study concluded that supporting ETDs is the most relevant entry-point for a SALAR\u002FSKL International project intervention. There are more than 1400 ETDs in the DRC, with constitutionally quite wide-ranging tasks in strengthening the social contract with citizens. ETDs should according to the law provide a number of essential services to citizens, including construction, development and maintenance of local roads, organisation of public markets, local police services, hygiene, sanitation and sewage, maintaining public buildings, construction and rehabilitation of day care centres and schools, public lighting, emergency services, establishment of social and cultural centres, etc. \nHowever, actual service provision is inexistant or insufficient in most of those areas. Implementation of the decentralisation process has advanced the least on the local level: ETDs have very limited access to resources, face legitimacy challenges (as local elections have not been held) and have little influence in decision making on the decentralisation process. At the same time, ETDs are the tier of government closest to the population. Therefore, by supporting more effective, transparent and inclusive forms of governance at this level, the project can contribute to stronger relationships of accountability by creating closer ties between citizens and decision makers, thereby mitigating the democracy gap in the absence of elected local assemblies.",{"lang":209,"value":219},"Detta projektförslag har tagits fram genom en förstudie på uppdrag av Svenska ambassaden i Kinshasa till Sveriges Kommuner och Landsting (SKL). Operational support and tools development: The project assisted ETDs in developing practical planning tools including Local Development Plans (PLD) and Annual Investment Plans (PAI). Formal launch and partnerships: AGIR hosted an official launch event in Lubumbashi, engaging national, provincial, and local authorities. Memorandums of Understanding were signed with all partner ETDs, formalising partnerships and solidifying AGIR's supporting role.\n\nThe following key achievements can be noted for the respective outcome areas:\n\nOutcome 1: Improved Local Governance (Efficiency, Transparency, Accountability, Coordination)\nClarification of roles and responsibilities: AGIR clarified governance roles within the six partner ETDs, reducing conflicts and enhancing collaboration between departments. Conflict resolution and inter-department collaboration: AGIR mediated cooperation between local departments, improving resource sharing and removing illegal barriers to trade. Planning and budgeting improvements: Targeted ETDs made progress in planning, with their PIAs initiating projects concretely benefiting the local population. Revenue mobilisation: Significant strides were made in tax collection e.g. by reactivating dormant taxes in targeted ETDs.\n\nOutcome 2: Enhanced Public Services\nCitizen engagement: AGIR reactivated Development Committees (CLDs and CDQs), encouraging greater citizen participation in governance. Service improvements: Based on studies and dialogue with the ETDs, concrete actions have been identified that can deliver tangible public service benefits. Strengthening civil registration: AGIR has engaged specifically to support civil registration services with the aim to enhance social protection, particularly for women and children. Gender inclusion: Specific progress was made in gender-responsive governance, with women participating in budget planning meetings for the first time.\n\nOutcome 3: Strengthened Provincial Cooperation\nImproved dialogue: AGIR facilitated stronger interactions between ETDs and provincial authorities, ensuring alignment with national decentralisation strategies.
