These policy shifts demonstrate how ICIMOD-generated evidence is beginning to influence national policy frameworks, embedding climate adaptation, ecosystem management, and sustainable energy transitions within government planning systems across\nthe HKH.\n2. Institutional capacity strengthened across nine partner institutions, which now independently operate mountain-relevant monitoring systems. Examples include Nepal's Department of Environment operating national air quality dashboards; Bhutan's National Center for Hydrology and Meteorology (NCHM) expanding permafrost monitoring; Water and Power Development Authority (WAPDA), Pakistan, integrating snow and glacier data into operational hydrological bulletins (linking cryosphere observations with water management\nplanning); and AEPC Nepal utilising the Productive Use of Renewable Energy (PURE) platform to design irrigation investments. By strengthening institutional capabilities, ICIMOD ensured that monitoring systems, climate services, and planning tools continue functioning beyond individual projects, supporting long-term national capacity to manage climate and environmental risks.\n3. Three innovations generated regionally scalable tools. The renewable energy platform supported irrigation planning in Nepal and Bhutan by providing a digital decision-support tool for energy and irrigation projects and enabling government staff to plan and make decisions based on real-time evidence, contributing to a pipeline of solar-powered projects. In Nepal, a\nrangeland management strategy was developed using ICIMOD-supported data, helping provincial government and community forest groups translate scientific evidence into practical management practices. The HKH Innovation Challenge for Entrepreneurs (HKH-ICE) brought together entrepreneurs from multiple countries with mentorship, seed funding, and investment opportunities, enabling a regional ecosystem for innovative solutions. These initiatives show\nhow digital tools, evidence-based planning, and innovative approaches are being put into practice in mountain regions.\n4. Five regional collaborations strengthened. Although geopolitical sensitivities limited ministerial-level convening, cooperation continued through technical engagements. The HKH Parliamentarians Meet and the Sagarmatha Dialogue opened new entry points for legislative and high-level policy engagement on climate issues, while the HKH Future Forum helped sustain regional knowledge exchange and strategic dialogue. River basin-level cooperation platforms in the Upper Indus and Yarlung ZangboBrahmaputra systems facilitated shared\nassessments of water and climate risks. Three regional hubs were strengthened: the HKH CryoHub for cryosphere monitoring, the HKH DRR Knowledge Hub for hazard assessment, and the Yak Herders Federation for yak herders voice and representation. By strengthening science-based cooperation platforms and policy dialogue, these initiatives seek to sustain regional collaboration on shared climate, water, and ecosystem challenges.\n5. Global sciencepolicy influence strengthened. Four ICIMOD experts were selected as lead authors for the Intergovernmental Panel on Climate Change (IPCC) and Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), strengthening the representation of mountain systems in global scientific processes. Publications on snow and\ncryosphere risksincluding Hydrological contributions of snow and glacier melt, the HKH Snow Update, and work on flood risk complexity and rising exposure in High Mountain Asia were among ICIMODs top three outputs in 2025 based on Altimetric attention scores.\n\nTogether, these contributions have elevated the visibility of HKH issues in global climate and biodiversity agendas and strengthened the linkage between regional evidence, policy and finance processes.\n\nCompared to 2024, when much of the work focused on piloting livelihood, enterprise, and landscape restoration approaches, 2025 marked a shift with some ICIMOD approaches integrating into government planning frameworks. Springshed management was incorporated into Nepals NDC 3.0, while solar thermal energy, supported by ICIMODs renewable energy research, was also integrated into the same national climate commitment. Some national institutions began independently operating monitoring systems that had previously relied on ICIMOD support. Bhutan's NCHM expanded permafrost monitoring and conducted the country's first seasonal glacier mass balance measurements in Shodug Glacier.\n\nCross cutting results\n\nImplementation of the gender equality and social inclusion (GESI) Policy (2024) progressed through strengthened institutional systems and capacity development, which includes 124 staff trained (59 men, 65 women); a GESI Marker System, a GESI-responsive budgeting tool, and a mandatory participant data system capturing sex, age, ethnicity, and disability-disaggregated data were introduced. A GESI audit neared completion to inform MTAP VI priorities, while the ICIMOD Women's Circle and Youth Committee strengthened internal representation and engagement.\n\nBeyond systems, ICIMOD expanded the evidence base on inclusive climate action across the HKH, including analysis highlighting the disproportionate impacts of climate change on women,\nIndigenous Peoples, and persons with disabilities. A cross-country study covering Bangladesh,\nIndia, Nepal, and Pakistan advanced disability-inclusive risk mapping, integrating disability\ndisaggregated data with climate hazard exposure to identify vulnerability hotspots and inform\nmore inclusive disaster risk reduction, adaptation planning, and loss and damage responses.\n\nIn 2025 ICIMOD made its first submission to the UNFCCC portal on Gender and Climate Change under the Gender Action Plan. This laid the foundation for sustained youth and GESI-led engagement through the UNFCCC in the HKH. ICIMOD also launched the first HKHArctic Youth Leadership Forum at the Arctic Circle Assembly 2025, to build youth leadership on mountain
