Some examples of results achieved during the year are summarized as follows.\n\nSafe Relocation and Community Reintegration\n\nThe relocation of 532 IPD HHs from Qoloji camp to Bayahaw was completed in year 2024. The effort to establishing their livelihoods and other durable solutions initiatives has continued through 2025. A total of 806 HHs, 532 HHs relocated and 274 HHs vulnerable host community received cash assistance to meet immediate needs, strengthen coping capacity and support recovery following relocation. To imporove access to basic services and reinforce intergaration efforts, several community-driven priority infrastructures, comprising schools and animal feed centres, were constructed across target woredas. For relocation and reintegration efforts to remain safe, inclusive, and responsive, 21 community consultations and perception assessments were conducted, with special attention to vulnerable groups. \n\nCommunity-based planning processes were strengthened through the development of a Community Action Plan (CAP) for Bayahaw, establishment of a Community Management Committee, and engagement of government authorities and partners through a multi-stakeholder roundtable that strengthened coordination and joint planning efforts.\n\nIn terms of strengthening social cohesion, newly established and strengthened peace committees enhanced conflict resolution capacities, while 16 community dialogues, six conflict analysis consultations, a large-scale peace conference, and seven inter-woreda coordination mechanisms promoted peaceful coexistence and cooperation between communities in Oromia and Somali regions. In addition, four sports-for-peace events engaged over 1,200 participants, contributing to improved social cohesion. Community priorities were addressed through the construction and rehabilitation of four community infrastructures, including schools and animal feed centers. \n\nAmong conflict-affected respondents, 79 percent recognized the existence of community conflict prevention and resolution mechanisms, although 21 percent viewed, highlighting limited accessibility and delays in dispute resolution. Overall satisfaction with project assistance was very high at 95 percent, with female respondents reporting slightly higher satisfaction levels than males. \n\nLivelihoods, Economic Recovery and Climate Resilience\n\nUnder the quitable and better access to economic opportunities initiative, the project condiderably improved livelihood opportunities and resilience.\n\nA total of 887 hectares of rangeland and 728 hectares of dryland were rehabilitated across the five project districts, enhancing sustainable land management and environmental restoration. More than 540 government experts and 912 farmer received training in climate-smart agriculture, natural resource management, and improved agronomic practices. Agricultural inputs were distributed to 870 households, enabling cultivation across 517 hectares. The verage annual household income increased significantly from ETB 22,590 at baseline to ETB 62,867. The development of small scale solar pump irrigation scheme is underway completing feasibility study and design of the schedme. Economic recovery was further supported through cash-based interventions, including USD 384,000 in cash-for-work payments and USD 53,400 in unconditional cash transfers for newly relocated households. Households use the cash to meet their basic needs as well as some for livelihood investment. Livelihood diversification support reached 1,262 households that did not participate in Cash for Work, providing livestock and production inputs, and livelihood diversification training that strengthened food security and income generation. 54 percent of respondents of a recent joint monitoring survey reported that they have adopted at least one new farming or production practice, 13 percent adopting several and 33% have not made any changes, suggestung persistent gaps in access to information and support systems.\n\nThe project also promoted off-farm livelihoods through grants and business support to improve household income and access to market.\n\nThree community-managed Animal Feed Centers were established in Oromia and received USD 24,000 in start-up capital. They have started to earn an average monthly profit of ETB 15,000 per center, members initiated individual livelihood activities using dividends. Ten Small and Medium Enterprises (SMEs), including seven women-owned businesses, received the first disbursement of USD 21,000 after signing binding milestone agreements, while 14 women-led Village Economic and Social Groups benefitting 137 women received training and start-up grants totaling USD 17,500. Additionally, 165 households completed entrepreneurship training and received USD 49,500 in business start-up capital. Approximately, USD 15,000 was distributed to 146 HHs participated in CfW activitis in Bayahaw relocation site. Local sustainability was enhanced through a Training of Trainers programme for 14 business coaches and engagement of government stakeholders.\n\nStrengthening Institutional Capacity and Risk Management\n\nGovernment capacity was strengthened through settlement-planning training reaching 211 government officials and technical experts. Among the trainees, 41 technical experts were trained in Housing, Land and Property (HLP), Geographic Information Systems (GIS) and Remote Sensing to improve disaster preparedness and risk-informed planning. Trained personnel have actively contributed to settlement planning processes, preparation of occupancy certificates, and use of GIS and remote sensing tools to inform evidence-based decision-making.\n\nUpdated disaster risk profiles were developed for seven woredas, an analytical report was produced examining displacement drivers and impacts in Oromia and Somali regions, while hydrological studies and corresponding flood and drought response plans provided evidence-based guidance for future risk mitigation. Environmental resilience was further enhanced through a tree-planting initiative involving 208 community members and the planting of 1,000 trees in Dhurwale relocation site.\n\nImportant progress was achieved in settlement planning and access to housing. Settlement plans for six project sites were finalized in addition to the two that were finalized in 2024, once endorsed by the government offices it will create the foundation for improved access to land information and sustainable settlements. Housing repair kits were distributed to 200 households, and 80 community members received practical construction skills training. Infrastructure development included the completion of two mud-block production sheds for youth cooperatives promoting owner-driven durable and affordable housing. Based on vulnerability criteria, 108 housing units are being upgraded in Meiso town and the construction of 40 durable housing units using innovative jute fiber reinforced concrete technology has been launched in Magalacad relocation site. Construction of houses for newly identified and registered 376 IDP HHs is ongoing in Goriyawol and anticipated to be completed before relocation. The project also improved environmental sanitation through waste management infrastructures like dumping pits and awareness activities.\n\nFurthermore, housing, land and property (HLP) rights were promoted through title deed and occupancy certificate issuance, stakeholder consultations, and capacity-building initiatives.\n\nEnhanced Durable Solutions Coordination\n\nAt regional, zonal, and national levels, the project reinforced durable solutions coordination mechanisms. Durable Solutions Working Groups remained active in Somali, Oromia, and Tigray regions, while the national, UN-led, Solutions Working Group expanded its membership and strengthened federal-regional coordination.
