In December 2025 another agreement amendment was made to last until December 2026. Some results that have been achieved:\n\n-Continued facilitation of the DRC minerals strategy and production of several white papers regarding topics such as \"Lithium\" and \"Local processing\". They also published a policy note regarding cobalt as a consequence of the cobalt export stop. Resource Matters also strengthens the voice of civil society through the created Strategic Minerals Management Working and Advocacy Group that has developed input to the minerals strategy. Here they collaborate closely with Sentinelle, a congolese NGO that they have also assisted to get other funding. It is clear that the ministers have taken the reports by Resource Matters into account in the development of the new strategy and also into implementation of direct policy actions. The proposals from Resource Matters in relation on how to lift the export stop including a quota-based system are reflected in the governments decision to resume exports. A while after the Lithium conference the government added lithium and some other minerals to their list of strategic minerals putting them in another tax bracket. This shows that the work Resurce Matters has done to put more focus on lithium has given results.\n\n-The Cobalt Supply Chain has been expanded and refined. The map now contains 347 cobalt companies and 507 transactions, including 38 artisanal mining operations. Resource Matters also added a general disclaimer to signal users that they should keep in mind that ARECOMS measures might affect the accuracy of the map.\n\n-The mapping of the lithium supply chain, which began in 2024, also advanced documenting 192 transactions involving 164 companies across major lithium-producing countries, including Australia, Chile, Argentina, and China. One of Resource Matters objectives is to improve EITI disclosures, including on state-owned companies joint venture contracts. During the reporting period, the team made a detailed list of all contracts that have yet to be disclosed in the lithium sector. This list will be submitted to the EITI secretariat during the next reporting period.\n\n-The cobalt supply chain platform has attracted interest from mining-sector stakeholders on national and international levels. The supply chain mapping was recognized in several international forums as a model for supply chain mapping and the resulting analysis informed recommendations directed at both state institutions and supply chain actors.\n\n-The Makuta ya Maendeleo platform, which has tracked expected and actual royalty payments and mining production data since 2018, was updated in 2025 to incorporate new provincial-level data and analysis from the 2022 EITI report. Resource Matters also integrated mining division reports covering 2024 through the first half of 2025, with information on payments received for the 2023 financial year scheduled for incorporation in early 2026 following the publication of the corresponding EITI-DRC report.\n\n-Continued support to the 2 civil society consortia created in 2023 to work on labour conditions and environmental impacts respectively. In 2025, the consortia published their research reports and advocacy briefs and carried out targeted advocacy at local and provincial levels, leading to concrete results. Advocacy on labour rights contributed to improved working conditions at COMMUS, including access to safe drinking water and appropriate meal breaks. Notably, COMMUS formally requested engagement with the consortium, representing a notable step toward constructive dialogue and trust-building. On the environmental side, advocacy efforts prompted formal responses from Mutanda Mining (MUMI) and Tenke Fungurume Mining (TFM). While both companies contested the findings on pollution, their engagement nonetheless reflected the growing weight and credibility of community-based evidence. In 2025 the two consortia were merged into one-Mazingira pour tousmandated to monitor both environmental and human rights issues- and are now focused on a case of air pollution. At the end of 2025, Resource Matters and its partners launched a scientifi c study on air quality with the Centre for Toxicological Research and Global Health (ISTM Lubumbashi), alongside a community survey examining related health and social impacts. The advocacy work has not only led the consortia to get official responses from companies but also a meeting at the Prime Ministers office. \n\n-Continuous monitoring of the IRMA audit process of TFM. IRMA is an independent assessment against a comprehensive standard of the full range of issues related to the impacts of industrial-scale mines. Resource Matters has been coordinating engagement of Congolese civil society and local community participation in the ongoing IRMA audit of the Tenke Fungurume Mining (TFM) 30K cobalt processing facility. They provided input to the report of environmental pollution at the TFM cobalt processing facility made by the Environmental Investigation Agency. They helped shaping joint demands for greater transparency and accountability from TFM within the IRMA audit process. By assisting in drafting and sending joint letters to TFM the reduce the risk of retaliation on specific individuals and local communities. Resource Matters further coordinate international NGOs  (such as Earthworks, RAID, and Human Rights Watch) to carry out targeted corporate outreach towards downstream buyers. This work ensures that downstream buyers and corporate actors are aware of EIA reports findings on air pollution and can use their supply chain leverage to influence CMOC(the company owning the TFM facility).\n\n-To improve their organizational capacity Resource Matters has hired an internal auditor and started a collaboration with Axyom, an NGO specialized on organizational capacity development.
