Through capacity-building work such as social dialogue and collective agreements, improved working conditions for people in poverty are achieved.\nThe program's activities include, for example, training trade union representatives about workers' rights and increasing their organizational and negotiating capacity, making trade unions more inclusive and increasing their attractiveness to young workers, women and LGBTQI people. The training also promotes internal democratic processes, recruitment, transparency and administrative capacity.\nThe activities also include leading advocacy and information campaigns, communication work, creating extensive networks in society to mobilize support for trade union positions, fighting for the voice of local trade unions and workers in international arenas, strengthening dialogue with companies and governments, as well as developing capacity in thematic areas such as for example, green transition and gender equality.\nSida's completed review show that Union to Union has acceptable internal control systems at the office to manage and forward Sida's contributions to Swedish trade unions and Global Union Federations (GUF).\nThese global membership-based structures play a key role in strengthening local affiliates' positions vis-à-vis employers and governments, and in gaining impact in advocacy at local, national, and international levels.\nHowever, follow-up needs to be strengthened in subsequent stages at regional and local trade union levels based on ISK recommendations, risk management and anti-corruption, which is work that has already begun.\nSida also assesses that Union to Union is making a solid transition to a learning organization, which includes new methods for learning and collecting results, which contributes to producing sustainable results.\nSida assesses that Union to Union has the capacity to carry out the activity and that the requested amount is reasonable. Furthermore, Sida assesses that Union to Union's organization, methods, capacity and resources are sufficient to implement the program in a satisfactory manner. \nFurthermore, Union to Union is judged to be doing solid and relevant work in terms of increasing and strengthening the capacity for follow-up and forwarding at both Swedish unions and GUFs strategically, by anchoring changed working methods and by getting systems in place at subsequent stages.\nSida assesses that the overall risk on an overall level is slightly above average. The identified risks, if they are realised, can contribute to the contribution's objectives not being achieved. However, Sida assesses that Union to Union generally has the capacity to manage the risks. Sida has identified three risks linked to limited local ownership, Union to Union's capacity to ensure internal governance and control throughout the contract chain, and Union to Union's anti-corruption procedures. Sida will follow up local ownership through specific dialogue and mid-term review in 2025.\nAnti-corruption will be followed up through an action plan to be submitted no later than May 31, 2023, which is a specific contractual condition.\nSida assesses that Union to Union is doing a solid and relevant job in terms of increasing and strengthening the capacity for follow-up and forwarding at both Swedish unions and GUFs. Genom kapacitetsutvecklande arbete såsom social dialog och kollektivavtal uppnås förbättrade arbetsvillkor för människor i fattigdom. \nProgrammets aktiviteter omfattar exempelvis att utbilda fackliga företrädare om arbetstagares rättigheter och öka deras organisatoriska kapacitet och förhandlingskapacitet, göra fackföreningarna mer inkluderande och öka deras attraktionskraft för unga arbetstagare, kvinnor och hbtqi-personer. \nUtbildningen främjar också interna demokratiska processer, rekrytering, transparens och administrativ kapacitet. \nAktiviteterna omfattar även att leda påverkans- och upplysningskampanjer, kommunikationsarbete, skapa omfattande nätverk i samhället för att mobilisera stöd för fackliga ståndpunkter, kämpa för lokala fackföreningars och arbetstagares röst på internationella arenor, stärka dialog med företag och regeringar, samt att kapacitetsutveckla inom tematiska områden som exempelvis grön omställning och jämställdhet.\n\nSidas genomförda granskningar visar att Union to Union har godtagbara interna kontrollsystem på kansliet för att hantera och vidareförmedla Sidas bidrag ut till svenska fackförbund och Global Union Federations (GUF). \nDessa globala medlemsbaserade strukturer spelar en nyckelroll i att stärka de lokala medlemsförbundens positioner gentemot arbetsgivare och regeringar, och för att få genomslag i påverkansarbete på lokal, nationell, och internationell nivå.  \nDäremot behöver uppföljning stärkas i efterföljande led på regionala och lokala fackförbundsnivåer med utgångspunkt i ISK-rekommendationer, riskhantering och anti-korruption, vilket är ett arbete som redan påbörjats. \n\nSida bedömer att Union to Union har tydligt uttalat rättighetsperspektiv och gör ett genomgripande arbete med de fattigas perspektiv, miljö och klimat, jämställdhet och konflikt. \nDe har en höjd ambitionsnivå för att integrera perspektiven med väl uttalade mål och har påbörjat en genomgripande integrering.  Sidas granskning av bistånds- och utvecklingseffektivitet visar på positiva förändringar. \nSida bedömer att Union to Union har genomfört en lyckad organisationsförändring som resulterat i reducerat antal projekt i ett färre antal länder under den nuvarande avtalsperioden. \nSida bedömer att piloten med lokal närvaro visat på positiva effekter av stärkta nätverk och ökad kontextkunskap som är behjälplig för verksamheten. \nSamtidigt bedömer Sida att det finns utrymme för förbättring när det gäller att stärka det lokala ägarskapet, vilket kommer följas upp i dialogen.\n\nSida bedömer att övergripande förändringsteori samt mål är rimliga. \nSida bedömer också att Union to Union gör en gedigen omställning till lärande organisation vilket omfattar nya metoder för lärande och insamling av resultat, vilket bidrar till att få fram hållbara resultat. \nSida bedömer att resultatramverket som är en bilaga till ansökan är på en tillfredsställande nivå. Sida kommer dock be Union to Union inkomma med indikatorer kopplat till resultatramverket senast den 31 maj 2023 för att följa upp Union to Unions och partners ambitionshöjning vad gäller resultatbaserad styrning.\n\nSida bedömer att Union to Union har kapacitet att genomföra verksamheten och att sökt belopp är rimligt. \nVidare bedömer Sida att Union to Unions organisation, metoder, kapacitet och resurser är tillräckliga för att genomföra programmet på ett tillfredsställande sätt. Under året har Union to Union arbetat med 55 globala, regionala och landspecifika projekt i 64 länder. Detta har bland annat resulterat i att 21 kollektivavtal i elva länder har lagt till en jämställdhetsklausul eller att denna klausul har stärkts kring att man åtskiljer semesterledighet med föräldrarledighet, minskar löneskillnader mellan kön och anpassar sig till ILO:s konvention 190 mot våld och sexuella trakasserier på arbetsplatsen. Dessutom har 30 fackföreningar i tio länder bidragit till tio nya lagar som förbättrar säkerheten för arbetstagare, inklusive att ta itu med det växande problemet med värmestress orsakad av klimatförändringar. \n\nNågra exempel på resultat:\n\nKollektivavtal och skyddssystem förbättrar villkoren för kvinnor i Indien\n\nI Indien visade ett initiativ inom konfektionssektorn hur genusmedveten organisering kan kombineras med institutionella reformer. Över 7 000 kvinnliga arbetstagare organiserades på nytt, och fackförbunden förhandlade fram kollektivavtal som inkluderade bestämmelser om amningspauser, amningsrum samt mekanismer för att hantera trakasserier på arbetsplatsen. Sex skyddade boenden inrättades för att stödja kvinnor som utsatts för våld, och ungdoms- och kvinnostrukturer revitaliserades för att säkerställa deras deltagande i fackförbundens styrning.\n\nUtökat fackligt nätverk och fördjupad dialog med Ericsson\n\nUtbildnings- och nätverksinsatser för fackförbund som företräder arbetstagare inom Ericsson ledde till viktiga genombrott under 2024. Det globala fackliga nätverket (TUN) inom Ericsson utökades till över 20 länder. Företaget åtog sig att stödja och delvis finansiera nätverkets globala möte 2025 samt införde kvartalsvisa möten om föreningsfrihet och visselblåsning  ett strategiskt genombrott efter åtta års arbete.\n\nI Afrika anslöt sig fackförbund i Benin och Togo till nätverket, samtidigt som fackförbund i Nigeria blev mer aktiva. De afrikanska fackförbunden har påbörjat arbetet med att utveckla en gemensam strategi för hur personal- och HR-frågor kan drivas vidare i dialogen med Ericsson.\n\nStärkt kvinnligt ledarskap i Kambodjas fackföreningar\n\nÅr 2024 lyckades de industriella fackförbunden i Kambodja återuppliva kvinnokommittén, som hade varit inaktiv i sju år. Kommittén har påbörjat arbetet med att hantera kvarstående utmaningar såsom ojämställd representation och begränsade ledarskapsmöjligheter för kvinnor inom fackförbunden och på arbetsplatserna. Samtidigt pågår påverkansarbete för att Kambodja ska ratificera ILO:s konventioner nr 183 om moderskapsskydd och nr 190 om våld och trakasserier i arbetslivet. Antalet kvinnliga lokala fackliga ledare ökade med cirka 20 procent under året.\n\nHistorisk seger för jordlösa teplantagearbetare i Västbengalen\n\nEfter många års fackligt påverkansarbete i Västbengalen, Indien, beslutade delstatsregeringen att tillerkänna jordlösa arbetare och deras familjer på teplantager rätt till bostad. Beslutet utgjorde en historisk framgång efter fyra generationer utan lagstadgade rättigheter till sina hem.
