Based on issues identified through the social accountability process, local government institutions reportedly allocated approximately ETB 295.6 million to address service delivery gaps related to quality, accessibility, affordability, and supply of public services. The allocations included ETB 41.6 million for education services, ETB 31.5 million for health services, and ETB 89.4 million for water and sanitation services, among other sector allocations. This information provides stronger evidence of government responsiveness and emerging institutional ownership than was reflected in the written report. Sida encourages the partner to systematically include such outcome-level results and evidence in future narrative reporting.\n\n- Notable results include the establishment of 201 new Self-Help Groups (SHGs) comprising 3,945 members, primarily women from vulnerable and marginalized groups, including internally displaced persons, women living with HIV, persons with disabilities, and socially disadvantaged populations. Existing SHGs were also strengthened through capacity development activities.\n\n- The intervention has contributed to increased economic empowerment among women. Members of newly established SHGs mobilized more than ETB 5.8 million in savings, while internal lending mechanisms enabled members to access loans and invest in income-generating activities such as petty trade, animal husbandry, and food processing activities. Evidence presented in the report suggests strengthened financial discipline, increased economic resilience, and improved confidence among participating women.\n\n- The programme has contributed to increased citizen participation in local governance through the establishment and strengthening of Social Accountability Committees (SACs), citizen engagement platforms, Community Score Card processes, interface meetings, and Joint Action Plans. Citizens and community structures have become more actively involved in identifying service delivery challenges, engaging with public institutions, and monitoring government commitments.\n\n- Government stakeholders demonstrated increasing engagement in social accountability processes, including participation in training, Community Score Card assessments, interface meetings, and Joint Action Plan development. Evidence from the report indicates improved collaboration between community representatives and government service providers and greater willingness by public institutions to respond to identified service delivery gaps.\n\n- The project also contributed to improvements in service delivery accountability. Community Score Card assessments were conducted across 41 service delivery institutions. Through interface meetings and follow-up mechanisms, service providers and citizens jointly identified service delivery gaps and agreed on corrective actions. The reported restoration of water services in Bishoftu following citizen feedback and engagement provides one example of how accountability mechanisms contributed to practical improvements in public services.\n\n- In relation to peacebuilding and social cohesion, the programme established and strengthened peacebuilding structures, Gender Equality Forums, mediation mechanisms, and conflict-resolution platforms. Community leaders, Iddir-led organizations, womens groups, youth groups and local authorities received training in mediation, negotiation, conflict management, and early warning approaches. The programme contributed to strengthened collaboration between community actors and government institutions and increased awareness regarding gender-based violence, peacebuilding, and conflict-sensitive community engagement.\n\n- The programme has also supported positive changes within community institutions. Gender Equality Forums facilitated referral and follow-up of GBV cases, while several Iddir-led community organizations revised their by-laws to include sanctions against gender-based violence,
