A total of 506 youths were enrolled in renewable energy training across two TVET centres, resulting in 348 graduates (69% completion rate). Six months after graduation, 51% of graduates were employed, which Sida considers a credible outcome in the Somali labour market context. Importantly, 97% of employed graduates reported that the skills acquired were directly relevant to their work, indicating strong demand alignment. Sida further notes positively the programmes ability to adapt implementation modalities, leading to a substantial reduction in dropout rates from 25% in 2023 to 1% in 2025 following improved selection, mentoring, and retention mechanisms.\n\nRenewable energy access:\nThe programme supported the installation of 3,742 new solar and hybrid electricity connections, significantly exceeding the original target of 2,000. These installations improved access to electricity for households, SMEs, and public institutions and contributed to increased reliability and reduced dependence on diesel based generation. Sida also notes the integration of four hybrid energy systems into BECO and NECSOM operations, generating an estimated 10.5 MW of renewable energy. While Sida recognises that part of this expansion overlaps with the companies commercial growth trajectories, the programme demonstrably accelerated deployment in selected areas and strengthened local capacity for installation and maintenance.\n\nWomens economic empowerment:\nSida assesses that the programme achieved tangible, though uneven, results in womens economic empowerment. 26 female technicians received entrepreneurship and solar business training, and 395 womenled SMEs benefitted from access to solar kits and related support. Reported outcomes indicate that 61% of women entrepreneurs experienced improved business performance, and 93% reported increased income, primarily due to reduced energy costs, improved productivity, and extended business hours. Sida considers these results plausible and relevant, while noting limitations in verification and attribution, given that the activities were performed late in the programme activity period.\n\nUnexpected or additional results\nSida considers the national adoption of the renewable energy curriculum by the Ministry of Labour and Social Affairs (MoLSA), with support from the African Development Bank, to be a significant unplanned outcome, even if not necessarily a direct result of the PPDP. Nevertheless, this represents a meaningful contribution to policy and system level change, extending the programmes influence beyond its immediate geographic and temporal scope. Sida further notes stronger than anticipated private sector ownership, with BECO and NECSOM committing to continued investment, costsharing, and oversight of the TVET centres beyond programme closure. This indicates that the PPDP model successfully aligned commercial incentives with skills development objectives. The engagement is also aligned with the respective commitments made by BECO and NECSOM in the sustainability and exist strategies and plans.\n\nIn addition, Sida assesses that institutional capacity
