The Review will draw recommendations on how the humanitarian system can improve its responses to IDP crises. ICVA member Yemen Family Care Association was selected as National NGO representative to\njoin the study Reference Group alongside Save the Children and the Norwegian Refugee Council. The Reference Group met throughout 2023 to support the Review team. Final Review report will be released in 2024.\n\nHumanitarian Coordination\n\n- In 2022, ICVA deployed a coordination surge capacity Consultant in Ukraine to support the humanitarian crisis response. While deployed, the Consultant prepared the groundwork for setting up a mixed national and international NGO coordination structure. The Humanitarian NGO Platform in Ukraine, set up in January 2023, continued to receive system-strengthening technical assistance from ICVA in 2023, notably around governance. ICVA heavily influenced\nthe Ukrainian humanitarian NGO platform structure currently is place. \n\n- In 2023, ICVA contributed to national and international NGOs and\u002For NGO Fora participating in key IASC global structures (IASCs Deputies Group, Emergency Directors Group and Operational Policy and Advocacy Group). ICVA also supported NGO participation in IASC missions to Ukraine, Yemen, Somalia and Syria, as well as in IASCs humanitarian evaluations and independent reviews. NGOs and NGO Fora supported value the opportunity for their voices to get heard in high-level spaces and for power imbalances to be reduced.\n\nHumanitarian Financing\n\n-  2023 was the year of stocktaking and agreement on the future direction of the Grand Bargain initiative. ICVA, as a member of the Grand Bargain Facilitation Group, regularly engaged the Group and other Grand Bargain stakeholders on NGO Constituency priorities it had gathered through NGO Constituency briefings. ICVA also collaborated with other NGO networks to represent the NGO voice. This engagement and collaboration resulted in NGO priorities, such as reducing the burden on the humanitarian system, reflected in the final Grand Bargain beyond 2023 framework.\n\n-  At the beginning of 2023, ICVA members raised concerns about the launch by the UNICEF of a revised PCA containing contentious areas related to support cost definition and coverage and safeguarding. ICVA successfully supported NGOs towards revised terms and conditions acceptable to them by engaging in consultations with UNICEF equipped with NGOs robust arguments on the impacts of PCA changes on their independence and ability to remain highly relevant, efficient, and innovative.\n\nExamples of results related to ICVA's five transformations: \n\n-  Championing Principled Humanitarian Action: ICVA supported consultations with humanitarian stakeholders on the Core Humanitarian Standard (CHS) on quality and accountability, as the CHS was being revised in 2023. The consultations represented opportunities to strengthen awareness on the CHS, essential to supporting local and national NGOs understanding towards more principled and effective humanitarian action. The revised CHS will be launched in 2024.\n\n- Addressing the Impact of Climate Change on Humanitarian Action:  In 2023, ICVA mobilised its members and other stakeholders on Loss and Damage\ndue to climate hazards: ICVA organised a webinar on loss and damage finance, convened Asia and Pacific NGOs and CSOs to discuss the topic, contributed to IASC documents on key messages on averting, minimising, and addressing loss and damage from a humanitarian perspective, participated in Middle East and North Africa and Asia-Pacific Climate Week events, and attended COP28, alongside 5 local and national organisations. Finally, ICVA and the Climate Action Network International co-led a Joint Call for Action by Humanitarian,\nClimate and Development organisations on a Loss and Damage Fund. Over 200 organisations had signed up to the Joint Call at the end of 2023\n\n- Being Globally Distributed and Locally Rooted: Throughout 2023, ICVA contributed to local and national NGO actors or NGO Fora directly participating in high level events such as:\n- 2023 European Humanitarian Forum in March (ICVA sponsored 25 national NGO participants)\n- 11th African Union Annual Humanitarian Symposium\n- 2023 Global Refugee Forum preparatory meetings organised by UNHCR (February, May, September)\n- Conference on Supporting Local Actors Across the Humanitarian-Development-Peace Nexus in October (ICVA sponsored 5 national NGO participants)\n- COP28 (ICVA sponsored 5 national NGO participants)\n- 2023 Global Refugee Forum in December (ICVA sponsored 4 national NGO participants).\n\n- Diversity and Inclusion: Thanks to its participation in the IASC Technical Advisory Group on PSEAH and Steering Committee on Common Approach to PSEAH, ICVA contributed to PSEAH policy-related guidance and procedure in 2023, including updating the Inter-Agency Sexual Exploitation and Abuse Referral Procedures and the IASC Sexual Exploitation and Abuse Risk Overview.\n\n- Agile Collaborative Partnerships: ICVA co-organised with the South Sudan NGO Forum 2 workshops with Forum members to review, discuss and validate a collective advocacy strategy and discuss the advocacy strategy's alignment with the Forum's overarching mission to effectively support member NGOs in the principled delivery of humanitarian aid to save and improve lives in
