Migrants are better integrated socially and economically in their host communities\nIOM generated and disseminated strong economic evidence demonstrating migrants fiscal and productive contributions through an Economic Impact Study of Venezuelan Migration in Ecuador and a regional comparative report. The findings of the regional report was presented to government institutions, private sector leaders, and 14 member States of the Quito Process. It challenges negative narratives and promotes evidence-based dialogue on labor inclusion. The presentation at the Quito Process elevated the discussion from national contexts to a regional policy dialogue, reinforcing the macroeconomic case for regularization and socioeconomic integration. A broad media uptake significantly expanded public access to evidence-based narratives on migrant contributions, enhancing a more balanced coverage and informed public debate.\nThrough a training program in Ecuador, DESAFIA-TECH, IOM supported 40 participants (of which 70% women and 60% migrants) through 800 hours of academic and practical learning in technology services sales and digital marketing. Partnerships with 19 technology sector companies resulted in 38 formalized training contracts, nine job offers, and strengthened employer awareness of inclusive hiring. Although not all participants were formally hired upon completion of the training program, due to the current economic limitations of several partner companies, these companies expressed their commitment to prioritizing program participants for future vacancies. All participants now have valid work references, new technical skills, and practical experience acquired in real work environments, significantly strengthening their opportunities for entering the formal labor market. Participating companies also gained significant insights into workplace inclusion and diverse talent management, increasing their willingness to continue collaborating on future inclusive employment programs. \nAn implementation agreement was established with the Venezuelan Chamber of Businesspeople Abroad (CAVEX) and thereafter a mapping of Venezuelan businesses, entrepreneurs, and executives in Latin America was carried out to gain firsthand knowledge of the Venezuelan business environment in each country. The results showed that more than 1,200 companies were created since 2015 in the region by Venezuelan migrants who settled in host countries, generating jobs for thousands of people, both from the migrant population and, primarily, from the host population. However, an unexpected finding was the reluctance shown by entrepreneurs to share specific information about sales and number of employees. In light of this, IOM will consider seeking other modalities, including agreements with other chambers of commerce, to strengthen collaboration with the private sector.\nTo support institutional reform and strengthening of the Venezuelan Chamber of Businesspeople Abroad (CAVEX) and resolve the critical issues that underlie the financial and operational sustainability of Cavex,  IOM engaged a specialist to conduct a comprehensive assessment of the governance arrangements, membership models, financial sustainability, and institutional positioning of CAVEX as well as  its relations to Venezuelan business chambers at national levels. It resulted in an operational guide for institutional reform and strengthening, developed through a consensus-based approach and endorsed by the CAVEX board committed to progressively implement the recommendations.\n\n2. Migrants are able to generate income as a result of improved entrepreneurship opportunities\nThe Enterprise Development Fund (EDF), is an innovative mechanism elaborated by IOM to strengthen collaboration with the private sector to create decent, sustainable employment for migrants, returnees, and host communities. It supports small and medium enterprises through targeted, co-financed investments aligned with market demand and inclusion objectives, with strong potential for replication and scaling. The EDF was piloted in Ecuador and in 2025, the fúnd expanded regionally following a training workshop for 25 IOM staff from 15 missions. Sidas early investment in the EDF positioned IOM to expand the model and Ecuador is now preparing to launch a significant EDF initiative with funding from Germany, demonstrating the catalytic effect of Sidas support. Replication began 2025 in Argentina, Colombia, and Guatemala. In Argentina, a Sida funded pilot mobilized over USD 100,000 in private investment, created 18 direct jobs, generated 120 indirect jobs and supported three SMEs with non-reimbursable grants. Market and sector studies in Bogotá provided an analytical foundation to guide EDF deployment, with strong focus on women-led value chains. IOM highlights in the report that the EDF has demonstrated strong catalytic impact, leveraging donor funding to mobilize private investment, create jobs at competitive cost, and promote formalization and inclusion. Its successful pilots, growing donor engagement, and evidence-based market targeting confirm the EDF as a scalable, market-driven solution for sustainable economic inclusion across the region.\nIn 2025, support to migrant-led small businesses and entrepreneurs participating in the trade fairs Expo Comer Panamá and Expo Cruz Bolivia transitioned to a phased exit strategy with costs shared between IOM and the participating entrepreneurs, supported by crowdfunding. The projects engagement with migrant entrepreneurs since 2022 has fostered a new commercial mindset among small business owners, many of whom had no prior exposure to large-scale trade fairs. Sustained participation has translated into measurable business growth: increased sales, expanded distribution networks, acquisition of productive equipment, and the hiring of additional staff. In each fair supported, at least one participating entrepreneur has transitioned to a higher stage of business development as a direct result of exposure, networking, and commercial agreements secured during the event. The Sida-funded participation in fairs form part of IOM's broader regional trade fair strategy supported by multiple donors. Collectively, these platforms promote a positive narrative of migration as an engine of development rather than a threat. By visibly integrating migrant-led enterprises into mainstream economic spaces, the initiative contributes to social cohesion, reduces xenophobic perceptions, and reinforces inclusive local labour markets.\nIn 2025 the project continued to support the establishment of institutional platforms that strengthen migrant entrepreneurs integration into local business ecosystems and expand their opportunities for growth. The project facilitated the launch of the Venezuelan Chamber of Commerce in Medellín, bringing together 49 member businesses. This represents a strategic advancement, as Medellín is one of Colombias principal industrial and commercial hubs and a key trade gateway with Venezuela, accounting for approximately 80 per cent of Venezuelas imports. By consolidating migrant-led enterprises within a formal chamber structure, the initiative enhanced their collective visibility, strengthened commercial networks, and facilitated engagement with local business associations and authorities. The Chamber of Commerce supports business formalization, cross-border trade linkages, and access to market opportunities, thereby fostering sustainable enterprise growth. Similarly, within the framework of the Quito Process plenary session, the project supported the launch of the Venezuelan Business Chamber in Ecuador. This Chamber brings together an organized and trained group of Venezuelan entrepreneurs who actively coordinate with government institutions responsible for employment promotion and private sector development. These initiatives contribute to embedding migrant entrepreneurs within formal economic structures, strengthening their networks, and promoting an enabling environment for business expansion at both local and regional levels.\n\n3. Civil society and local authorities are strengthened to better address integration needs of migrants\nIn 2025 the fifth edition of the good practices competition, recognizing initiatives and actions by civil society organizations, rewarded three initiatives for locally led, practical solutions that combine economic inclusion, social cohesion, and institutional strengthening.\n1. La Casa del Migrante in Tijuana, Mexico received support to enhance its vocational training and communication processes. Vocational training included e.g. pastry-making, air conditioning repair and installation and electric welding techniques, selected for their high market demand and relatively low start-up costs. In addition to technical skills, the programme fostered collaborative learning, peer support networks - particularly among women - and strengthened soft skills such as customer service, responsibility, and time management. Collectively, these actions contribute to increased economic autonomy, resilience, and empowerment.\n2. In Peru, the Musiart Cultural Association used the award to buy more musical instruments and equipment enabling the immediate inclusion of 30 additional children in music classes and strengthening of the associations long-term capacity to serve future cohorts. Beyond artistic training, the initiative promotes social inclusion, teamwork, and intercultural exchange between migrant and host community children.\n3. In Argentina, Alianza por Venezuela was awarded for its Migrant Fair initiative. The prizemoney financed the refurbishment of 20 existing sales tents and the purchase of 5 additional tents and two electricity generators necessary to expand participation capacity. The Migrant Fair model has demonstrated strong sustainability and scalability and will be replicated in other Argentinean cities and in Uruguay, with funding from another donor. This expansion underscores the catalytic effect of Sidas investment in strengthening viable and transferable integration models. The awarded initiatives demonstrate that targeted, strategic investments can generate durable impact while creating models that are both sustainable and replicable beyond the initial funding cycle.\nThe Venezuelan Diaspora Women Leaders Network, supported by the project since 2021, was formally and legally established in May 2025. This significant step toward institutional autonomy and long-term sustainability of the network was supported by IOM as part of its localisation strategy. A virtual launch event with the participation of IOM, OAS and the ILO brought together more than 60 representatives from regional organizations and civil society platforms. The formal establishment and promotion of the Network will strategically strengthen its visibility, expand partnerships, and enhance its capacity to design and implement its own projects independently of direct project funding.\nThe 4th Regional Meeting of Women Leaders from the Diasporas of Latin America and the Caribbean brought together 30 migrant, refugee, and returnee women leaders from diverse nationalities for an  in-person training programme aimed at strengthening their leadership and community engagement capacities as well as practical skills to enhance the impact and sustainability of their organizations. The Lima Declaration, adopted at the conclusion of the meeting, reflects their shared commitment to strengthening cross-border collaboration and network-building.\nDemonstrating growing institutional autonomy, the Network independently implemented a two-month virtual Leadership Strengthening Program, with sessions contributed by IOM and OAS. The combination of formal institutionalization, regional convenings, and independently led training initiatives has strengthened the technical, organizational, and strategic capacities of women-led civil society organizations. The project has successfully transitioned from direct accompaniment to enabling autonomous leadership structures.\nIOM continued its support to the Quito Process, the intergovernmental organ to coordinate responses to the large-scale migration of Venezuelan citizens across the region, by serving as technical secretariat to Ecuadors Pro Tempore Presidency. In 2025 the Quito Process focused on four strategic priorities: (1) migration regularization and documentation; (2) socioeconomic and cultural integration and prevention of xenophobia; (3) primary care and protection for vulnerable populations; and (4) strengthening asylum and international protection systems. In a context marked by complex mixed movements, integration challenges, and reduced international funding, the Chapter enhanced technical cooperation among Member States, reinforced coordination with complementary regional forums, and advanced practical tools to operationalize protection and integration commitments. Throughout 2025, a structured series of technical workshops, webinars, and intergovernmental meetings facilitated e.g. exchange of best practices and tools on trafficking in persons, including early detection mechanisms, voluntary relocation guidance, and asset recovery frameworks as well as development of practical guidance for orientation centers and support spaces for migrants.  Overall, In 2025 the Quito Process consolidated shared regional commitments, strengthened harmonization of policies and technical standards, and advanced coordinated responses to protection, regularization, and integration challenges across the region.\n4. Governments and other stakeholders in the region have improved skills and knowledge to prevent and counter trafficking in persons in line with the Palermo Protocols\nIOM developed a study on the recovery and use of seized assets for the compensation of victims of human trafficking that was presented to government official, including prosecutors, during a meeting of the Network of Prosecutors against Trafficking in Persons and Smuggling of Migrants in October 2025. Three European experts from Sweden, Italy and France, invited by IOM,  contributed to a dedicated panel on the study and shared best practices from the participating countries.\nIn another event, within the framework of the Quito Process Protection Pillar on Regional Mechanisms for the Registration and Assistance of Victims of Trafficking, IOM delivered a two day regional training introducing two key tools: the Guide to Voluntary and Assisted Relocation of Victims of Trafficking in Persons to Third Countries and the Toolkit for Detecting Victims of Human Trafficking. A total of 35 officials from 14 countries participated, this positioned the training within a broader regional strategy and encourages participating countries to align national initiatives with
