The network has contributed to increased capacity and knowledge among its members through courses and network events for civil society organisations (CSOs), e-learning, mentoring, sub-granting, and other communicative events.\n\nRegional exchange and networking has taken place in accordance with the network development strategy through various network events for members. The network has also been engaged in advocacy and networking at the international level through participation in various international fora. It is not clear what this networking and exchange have led to.\n\nTwo research products have been published: Gender responsive budgeting: Delivering on gender equality commitments in multilaterals' external financing and Gender analysis of the transportation sector towards gender and climate-responsive policy solutions\n\nThe network awarded grants to civil society organisations for projects both on a regional and on a national level. Consolidated results from the grants are not yet reported.\n\nThe network detected several policy impact results at country level that the network has influenced through continued advocacy that commenced in the first phase of the project.\n\n- In Albania the Ministry of Finance and Economy has responded to the advocacy claim of GBWN to publish Gender Responsive Budgeting programs for each ministry.\n\n- In Bosnia and Herzegovina, the State Audit Institution conducted a Gender Audit in 2023.\n\n- In Kosovo the Government finalized the Management Reform Strategy Public Finance 2022-2026 to which GBWN provided comments. The partner Kosovo Women's Network contributed to recommendations for the World Bank's new Gender Strategy for 2024-2030, collaborating with Kvinna till Kvinna and other CSOs in the Western Balkans to prepare joint input for the strategy as well as advocated for it.\n\n- In Moldova the National Development Strategy \"Moldova Europeana 2030\" was adopted within which gender-responsive budgeting is considered an important method for promoting gender equality and a priority measure to implement the objectives of the Strategy. GBWN contributed to the development of the National Program for accelerating gender equality in the Republic of Moldova for the years 2023-2027.\n\n- In Montenegro the State Audit institution has for the first time prepared an Audit of the success of the implementation of gender equality policy encompassing gender responsive budgeting.\n\n- In North Macedonia, in February 2023 the changes of the Criminal Code aligning Macedonian legislation with Istanbul Convention were adopted, as well as the Law on Amendments and Supplements to the Law on Value Added Tax was sent to Parliament in July 2023, responding to the GBWN advocacy to decrease impact on menstrual poverty.\n\n- In Serbia, a petition for reduction of VAT on menstrual product has been launched and so far, 48.038 signatures are collected. The petition is for the attention of the Minister of Finance, President of the Coordinating Body for Gender Equality and Prime Minister of Serbia.\n\nAdditional results for 2024\nThe GBWN consortium contributed to policy results and continued with the advocacy on GRB among stakeholders, civil society and governments locally and internationally.\n\nRelated to outcome 1 \"Strengthened visibility and internationally recognition of the work of the Gender Budget Watchdog Network\", participation in various international conferences, meetings with multilaterals, and the production of the paper on budgeting within multilaterals, have contributed to the outcome. Work related to this outcome has been further prioritized and the GBWN has become a more active actor in the UN system using different platforms and international fora, as well as OECD, EU, and global and European civil society networks. Members of the network use other networks to put forward joint messages. \n\nRelated to oucome 2, \"Increased CSO capacitites to use GRB tools watchdogging climate change policy and financing\", the project has continued to increase CSO capacities. All resource materials and guidbooks, modules planned in the project have been produced. E-learning modules have been established and are now used by civil society organisations. In-person trainings were also organised, and the sub-grants to CSOs contributed to the outcome as well. The GBWN hubs in the different countries play an important role in having dialogue with the sub-grantees.There is an increase in the CSO capacities to use GRB tools watchdogging climate change policy and financing. \n\nAs regards the network as such, 16 sub-grants to CSOs were completed. GBWN signed 16 new contracts (14 national and 2 regional grants) with CSOs and continue their support on GRB monitoring of Climate Change Financing through conducting Organizational and Advocacy Capacity Assessments (OACA), collaboratively designing tailored development plans, as well as financing their research and analysis following the GBWN model in monitoring climate change financing. The Network Development Strategy was adopted by GBWN.\n\nOutcome 3 \"Improved CSO participation in policy and budgeting processes by using gender budget watchdog tools for increased government accountability, particularly in resilience response, climate change financing and gender responsiveness of the climate change policy framework\" also had progress. All GBWN partners analysed the national budgets and submitted budget commentaries, available at GBWN's website. There were analyses of 56 municipal budgets and two national programs and a social fund carried out. The network members all in all produced 21 GRB reports\u002F analyses with recommendations including reviews on policies regarding menstrual poverty, subsidies for agriculture and rural development, rights to social services and funds for persons with disabilities, fire protection and crises management, climate financing and circular economy. As a result, the network saw improved GRB processes, changed and reviewed municipal strategies and plans for fire protection and crises and emergency response, improved subsidies scheme for support of rural women. Advocacy activities carried out included hearings, meetings, campaigns, sending letters and commentaries. Capacity building sessions provided for municipal and national administration representatives, CSOs and vulnerable groups including women with disabilities and Roma women.\n\nSome examples of results and policy impact:\n\nGBWN advocacy for operationalization of the new Law on Budgets in North Macedonia resulted in adoption of the Rulebook for Gender Responsive Statements of the Budget Users adopted in February 2025 detailing the process of developing statements of the budget users for the gendered budget programs. \n\nThe GBWN members implemented GRB oversight of resilience response and produced GRB reports across the whole region. In municipalities Berovo, Kavadarci, Kocani and Karposh gender was mainstreamed in the Integrated local development plans for disaster risk response based on the identified needs and costing provided by the GBWN member Radar. As a result of the advocacy of NGO Maja and NGO Priroda Municipality of Bratunac adopted the Rulebook for support of women in agriculture. \n\nIn Moldova the GBWN advocacy resulted with Ministry of Labour and Social Protection in 2025, several sub-programmes in the labour sector incorporated gender-specific objectives and indicators in line with the National Programme on Gender Equality 20232027. The sub grantee Eko Visio recommendations presented in their gender budget watchdog report were integrated in the agricultural subsidies sub-program for 2025 budget of the Ministry of Agriculture and Food Industry. \n\nGBWN's Gender, transport and climate change reports (7 national and one regional report) were finalized and are ready for dissemination.\n\nThe GBWN prepared a policy paper on the forthcoming EU MFF which called for a?clear target?for financing gender equality, gender-responsive budgeting (GRB)?across all EU-funded programs as well as improved monitoring, evaluation, and transparency?of results.
